Li Wei, male, 38 years old, member of the Communist Party of China, joined the maritime team in August 2009, is now a senior engineer of the Communication Information Department of the Beihai Navigation Support Center (hereinafter referred to as the Center) of the Ministry of Transport, and has experienced the front-line positions such as the receiving station and sending station of the Tianjin Communication and Information Center of the Tianjin Maritime Safety Bureau, and entered the preparatory group of the Beihai Navigation Support Center in 2012 to participate in the preparation and establishment of the center and undertake the innovation and application of communication information technology for a long time. In the 15-year career of maritime aviation protection, he has devoted himself to the pioneering innovation and application practice of communication information technology, and has successively won the second prize of the Science and Technology Progress Award of the China Institute of Navigation, the second prize of the special competition of the "Blooming Cup" 5G Competition, published 11 technical papers in professional journals such as "China Maritime" and "Satellite Navigation and Positioning Technology Collection", presided over and participated in the "Maritime Safety Information Broadcast Requirements Based on Beidou Communication", "Identification of Mobile Service Radio on Water" and other industries, and 5 major special standards of Beidou. He has compiled and published five technical books, such as the "Communication Guide to the Northeast Passage of the Arctic" and the "International Maritime Safety Information Compilation Manual", which has made outstanding contributions to the intelligent and diversified maritime communications, and strived to achieve the "leading" of the mainland in maritime security.

Based on the new situation and new requirements of the International Maritime Organization (IMO) and the Convention for the Safety of Life at Sea, Li Wei focused on the northern sea area, organized and implemented major projects such as the comprehensive renovation of radio stations and the networking of communication systems in the northern sea area, and successfully opened emergency safety services such as English NAVTEX and high-frequency DSC, and consolidated the foundation for the performance of duties in the jurisdiction.
Based on the frontier of science and technology, he explored new ideas for the application of Beidou satellites, tackled key problems to realize the interconnection between Beidou shipborne terminals and land systems, mobile phone text messages, and WeChat, and was approved to open the Beidou safety information broadcasting business, laying a solid foundation for deepening the application of Beidou in the jurisdiction. He went to Xinjiang and Heilongjiang to carry out site surveys, and traveled tens of thousands of miles to survey 17 candidate plots for radio stations, effectively promoting the construction of the Arctic waterway communication system.

In 2018, at the critical juncture when the national ship radio administrative licensing function was transferred from the subordinate units to the Ministry of Maritime Administration, Li Wei was seconded to the Ministry of Maritime Safety Administration to undertake the work of water radio administrative licensing. The decentralization of radio management responsibilities was ensured in an orderly manner.
As a pioneer in the field of water radio, Li Wei has grown into a well-known expert in the field of maritime supervision and technical support of water radio, and has successively participated in the revision of the ministerial decree "Regulations on the Management of Water Radio in the Transportation Industry", the construction and operation of the first maritime radio interference monitoring system in the maritime industry, and the coordination of radio frequencies on the water of the Sino-Russian boundary river, and organized the special rectification work of the national water radio order management in the northern sea area in 2020 and 2021, and was awarded the advanced individual of the special rectification in 2020 with excellent performance. He led the center to continuously win the advanced unit of special rectification in 2020 and 2021.

Li Wei has been working hard and practicing diligently, paying close attention to the frontiers of international and domestic technologies, and has done good deeds in technical fields such as Beidou satellites, Arctic communications, GMDSS modernization, and water radio. He has presided over and completed the research of ministries, bureaus and centers such as "communication and interconnection of commercial and fishing vessels at sea", "research and development of Beidou distress alarm and mobile phone interconnection function", "research on the integrity of VDES communication data", "research and application of satellite-based VDES technology", "research on VDES ship-to-shore communication data interaction", "research on the construction of transportation and communication network (700M 5G) in the northern sea area", "5G 700M broadband website site layout with deep coverage in the Bohai Sea". As the main participant, he has also participated in the center's "Tianjin Port Meteorological Service Research and Meteorological Live Information Service Platform Development Project", "Research on the Construction of Bohai Bay Navigation Route Comprehensive Navigation Support System", "Research on Communication Duty Auxiliary System Based on Intelligent Voice Recognition Technology" and other topics, and has made great contributions to the construction of "first-class communication".
He has also made breakthroughs in interdisciplinary and cross-field scientific research, and has participated in the research of the National Key R&D Program of the Ministry of Science and Technology "China's Intelligent Shipping Industry Development and Technology Roadmap", and presided over the preparation of "Intelligent Aviation Insurance" communication information technology tasks; Participated in the compilation of scientific and technological guidelines and project competition declaration of the National Key R&D Program of the Ministry of Science and Technology of the People's Republic of China "Key Technologies for Intelligent Waterway Facilities of Large Coastal Port Groups", and played a key role in the successful implementation of the project.

More than 10 international proposals, such as M.2092-0 Preliminary Revised Draft Working Paper, have effectively safeguarded the relevant rights and interests of the mainland in the field of maritime radio under the framework of the Radio Regulations.
