It is understood that the car trade-in includes car scrapping and renewal (scrapping and canceling the old car and merging new cars) and car replacement and renewal (transferring the old car as a second-hand car to merge and acquire a new car). Among them, the specific implementation rules for the renewal of automobile replacement shall be formulated and organized by all localities in combination with the actual situation. In terms of automobile scrapping and renewal, the "Detailed Rules" clarify the scope and standards of subsidies. The car trade-in period will be implemented from April 24 to December 31 this year. The deadline for subsidy application and amendment is January 10, 2025.
Who can apply for the subsidy?
The applicant applying for the car trade-in subsidy should be an individual consumer who purchases a car in Henan Province. In the process of applying for trade-in, consumers should fulfill the tax declaration of the newly purchased vehicle and complete the household registration procedures in accordance with the law within the applicable time of the subsidy, and ensure that the owner of the new car and the old car are the same person.
Which cars are within the scope of this trade-in? How big is the subsidy?
According to the Detailed Rules, during the trade-in period, individual consumers who scrap fuel passenger cars with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018, and purchase new passenger cars that meet the energy-saving requirements can enjoy a one-time fixed subsidy. Among them, for scrapping the above two types of old cars and purchasing new energy passenger vehicles, a subsidy of 10,000 yuan; For scrapping fuel passenger cars with emission standards of China III and below and purchasing fuel passenger cars with a displacement of 2.0 liters and below, a subsidy of 7,000 yuan will be provided. For every scrapped and cancelled old car, it will be subsidized for the purchase of one new car.
What documents do applicants need to submit?
Including the applicant's identity information, bank account information, the vehicle identification number of the scrapped car, the original photo or scan of the scrapped motor vehicle recycling certificate and the motor vehicle cancellation certificate, the vehicle identification number of the new car, the uniform invoice of motor vehicle sales and the original photo or scanned copy of the motor vehicle registration certificate, etc. The place where the subsidy is accepted is the place where the uniform invoice for the sale of motor vehicles is issued. Among them, the scrapped motor vehicle recycling certificate, motor vehicle cancellation certificate, motor vehicle sales uniform invoice, and motor vehicle registration certificate shall be obtained from 0:00 on April 24, 2024 to 24:00 on December 31, 2024. It is worth noting that the scrapped motor vehicle recycling certificate should be issued by a qualified scrapped motor vehicle recycling and dismantling enterprise.
For the convenience of the majority of car owners, the subsidy application is handled online. Individual consumers who intend to apply for the car trade-in subsidy should log in to the website of the National Automobile Circulation Information Management System before January 10, 2025, or search for the "car trade-in" mini program on Alipay, Douyin, WeChat, UnionPay and other platforms on their mobile phones, and fill in the application materials.
