In 2023, the city will introduce 34 policies to support the development of TFI, which is commonly known as policy version 1.0. It is mainly reflected in three aspects: First, it has cultivated a new fertile soil for the development of new quality productive forces. Provide enterprises in the park with talent introduction, scene opening, entrepreneurship incentives, loan discounts and other support, and attract a number of enterprises with high technology content, strong innovation ability and great development potential to land in TFI Park. At present, more than 1,700 enterprises in the fields of artificial intelligence, biomedicine, new energy and new materials have been newly registered in TFI, and enterprises such as sustainable new materials and Bainiao Zongheng have achieved industrialization development. The second is to create a new highland for the transformation of scientific and technological achievements. It has given strong support in the research and development of key technologies, the transformation of scientific and technological achievements, the introduction of incubation institutions, intellectual property services, etc., established a docking mechanism for the transformation of achievements with universities and scientific research institutes, introduced professional incubation institutions such as Tus Incubator and Zhixin Incubator, and promoted a number of high-level achievements such as the world's first special codec chip for brain-computer interface, key materials and cells for aqueous large-scale energy storage batteries to be incubated and transformed in Tiankai Park, and the "cornucopia" of scientific and technological innovation resources in colleges and universities is becoming the "power source" of industrial innovation and development. The third is to build a new ecology of science and technology innovation services. Driven by the support of the policy in the first year, TFI Park has built a first-class science and technology innovation service ecology including government services, science and technology innovation services, financial services, business services, knowledge services, etc., introduced more than 200 science and technology and financial service institutions, and has a scale of 6.3 billion yuan in various funds. At the same time, nearly 600 events such as various events, forums, salons, roadshows and other activities have been held, and the atmosphere of innovation and entrepreneurship has become increasingly strong.

On the basis of carefully summarizing and evaluating the implementation of version 1.0 of the policy, the management committee of TFI Park has carried out research in universities, scientific research institutes, enterprises and service organizations in the park, listened to needs and opinions extensively, and fully learned from the experience of advanced park construction to form an upgraded version of the support policy, that is, the 2.0 version of the CDI park policy.
The upgraded version of the policy mainly includes two parts, 10 aspects, and 45 policy measures. Among them, 17 policies and measures have been introduced to support the high-standard construction of TFI Park, focusing on five aspects: increasing fiscal and tax policy support, strengthening planning land security, accelerating the upgrading of the achievement transformation system, strengthening financial capital support, and accelerating the gathering of innovative resources. In the part of supporting the high-quality development of enterprises in the park, 28 policies and measures have been introduced in five aspects: supporting the implementation and transformation of scientific and technological achievements, supporting the innovation and entrepreneurship of outstanding talents, supporting the rapid growth of science and technology enterprises, supporting the agglomeration and empowerment of various institutions, and supporting the competitive development of various platforms.
In this policy upgrade, our city firmly grasps the functional positioning of TFI Park as "the source of scientific and technological innovation, the incubator of scientific research achievements, and the ecosystem of scientific and technological innovation services", and has achieved "four more emphasis": pay more attention to the collaborative innovation of Beijing-Tianjin-Hebei. The support policies for university operating institutions, alumni and other entities will be expanded from our city to the Beijing-Tianjin-Hebei region, attracting high-end innovation resources from Beijing and Hebei to Tiankai Park for development. Pay more attention to improving the ability to transform achievements. Improve the support system for the transformation of scientific and technological achievements in the park, extend the scope of policy support for the transformation of achievements, innovation and entrepreneurship from universities to scientific research institutes, and promote more high-quality scientific and technological achievements from "laboratories" to "production lines". Pay more attention to the development of enterprises to improve quality and efficiency. Provide all-round support to enterprises in business planning, financial leasing, digital transformation, investment incentives, etc., and create full-cycle growth empowerment support for enterprises from start-up to listing. It has strengthened support for key enterprises and encouraged them to speed up the financing process and enhance their market competitiveness. In particular, in terms of the development of application scenarios that enterprises focus on, new incentives for market development institutions and professional talents have been added to help enterprises develop rapidly. Pay more attention to the ecological optimization of science and technology innovation services. Expand the scope of policy support for talents for the transformation of scientific and technological achievements to include talents in scientific and technological innovation services such as intellectual property rights and legal services; A new support policy has been added for the construction of a proof-of-concept and small-scale pilot test platform in the park to serve the rapid verification, transformation and implementation of scientific and technological achievements. In particular, in response to the needs of enterprises in the park in terms of science and technology finance, we have increased support for funds and investment institutions to enhance financial vitality.

The upgraded policy of TFI Park is upgraded and optimized on the basis of the original policy version 1.0. Compared with the previous version of the policy, the policy changes this time are mainly reflected in three aspects: first, the scope of support is wider, for example, geographically, the alumni entrepreneurship and other policies will be expanded from Tianjin to the Beijing-Tianjin-Hebei region; In terms of subjects, the rewards for universities will be extended to high-level scientific research institutes to benefit more innovative subjects. Second, the support is greater, for example, in terms of talents, the introduction of urgently needed talents has been increased; In terms of science and technology finance, we have strengthened the incentives for fund investment, which can stimulate the vitality of the market and talents. Third, the accuracy of support is higher, for example, in terms of orientation, it is more prominent in the result orientation and increases the support for high-quality enterprises; In terms of process, the application procedure is more simplified, the evaluation system is optimized, and the development and growth of the enterprise is accelerated.
At the same time, in terms of specific terms, more attractive support policies have been introduced in the transformation of achievements, project landing, and enterprise cultivation: first, in terms of achievement transformation, focusing on transformation blockages, broadening transformation channels, and introducing policies such as "encouraging the transformation of surplus funds for horizontal scientific research projects" and "supporting enterprises in the park to carry out high-value patent layout", focusing on improving the transformation capacity of the park and stimulating the enthusiasm of scientific research personnel. Second, in terms of project landing, focusing on the needs of the park, broadening the source of projects, and adding support for the landing of national high-level innovation and entrepreneurship competition projects, at the same time, the upgrade focuses more on the coordinated development of the upstream and downstream of the industry, and increases the support for the landing of unicorn enterprises and listed reserve enterprises with outstanding industrial driving roles. Third, in terms of enterprise cultivation, we will focus on enterprise growth and broaden development paths, and add new support policies for enterprise financing and growth empowerment. In particular, in order to encourage the development of enterprises to go public, TFI took the lead in setting up a special board in the regional equity market, becoming the first special board set up in the regional equity market in the form of a science and technology innovation park in Tianjin, supporting enterprises to enter the board and exempt the listing fee, and accelerating the listing process with the help of the "green channel".
