Wang Lisong, member of the Standing Committee of the District Party Committee and head of the District People's Armed Forces Department, attended the meeting and made mobilization arrangements for the training and martial arts activities, and Chen Ying, deputy head of the district, attended the meeting. The meeting was presided over by Cheng Libing, political commissar of the District People's Armed Forces Department.
The ceremony kicked off with the solemn and magnificent "Military Song of the Chinese People's Liberation Army". At the meeting, the order for the appointment of the cadres of the basic militia was read out, the call points for the basic militia contingent were organized, all the basic militia members took the oath, and the representatives of the militia made a statement of determination.

"All the backbone militia troops are neat, full of spirit, well-trained, and solemnly swear with their right hands clenched into fists, showing the responsibility of the militia in the new era with a loud oath, and fully demonstrating the effectiveness of the comprehensive construction of the militia in Changning District.
The inspection conference was well prepared, the organizational procedures were formal, the militia image was good, and the inspection effect was obvious, which further inspired all the key militia to shoulder the mission of "serving in peacetime, responding to emergencies in emergencies, and responding to wartime", and encouraged them to be good pioneers in the implementation of urgent, difficult, dangerous and heavy tasks, and make due contributions to the construction of the national dynamic system.

More than 200 people attended the meeting, including leaders of member units of the military-civilian joint leading group for the rectification of district militia organizations, secretaries of party working committees (party committees) of various neighborhoods (towns), all special military cadres and militiamen of the participating detachments.
