In foreign diets, poppy seeds are a more common condiment, often used as a filling decoration for bread or cakes, and its texture is crispy, similar to the sesame seeds we often use. In their minds, poppy seeds are not considered synonymous with drugs, so they are also used in literature. But this philosophy does not apply to the mainland.
The poppy is a beautiful plant with green leaves, gorgeous flowers, delicate stems, and capsules. However, the juice extracted from the fruit can be processed into opium, morphine, and heroin. As a result, the opium poppy has become an important source of drugs in the world, and the beautiful plant of the opium poppy is known as the "flower of evil".
The branches, stems, leaves, flowers, and shells of opium poppy contain morphine and other components, but the content of opium poppy seeds is very low and difficult to detect. Due to the large oil content of poppy seeds, the oil squeezed out is also known as rice oil, which belongs to high-end edible oil. In the foreign baking industry, processed poppy seeds are a commonly used ingredient.

Regarding the question of whether the consumption of poppy seeds will be harmful to the body, a researcher from the Doping Testing Center of the General Administration of Sports of China said that poppy seeds contain morphine, cocaine and other components, just like opium, even after repeated treatment, its harmful components cannot be completely removed. According to the "Encyclopedia of Traditional Chinese Medicine", poppy husks contain higher toxicity and fewer seeds, but the text does not record how high the temperature is for poppy seeds to lose their toxicity, and "inactivation" is only the inactivation of seed growth and germination, not the inactivation of addiction. Therefore, the "inactivated" poppy seed meal is only guaranteed not to grow and germinate, but its toxicity remains.
It is particularly noteworthy that, in China, except for the licensed industries designated by the State for use in medicine and research, the cultivation, transportation and sale of opium poppy are illegal and even criminal, and the use of poppy seeds as a by-product is also prohibited by relevant regulations.
Regulations related to poppy seeds
In 2005, five ministries and commissions, including the Ministry of Health, the Ministry of Agriculture, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, the State Administration for Industry and Commerce, and the State Food and Drug Administration, jointly issued the Notice on Strengthening the Supervision and Administration of Poppy Seed Food, which clearly stipulates:
1. Opium poppy seeds are only allowed to be used for extracting edible oils and fats, and shall not be sold on the market or used to process other condiments. Gansu Provincial Agricultural Reclamation Group Co., Ltd. is the only production enterprise designated by the state that allows the use of poppy seeds to extract edible oils and fats, and the poppy seeds produced by it are not allowed to be sold in the market.
2. Poppy seed oil is included in the national new resource food for management, and it can only be distributed after passing the inspection according to the regulations before it is marketed. The packaging and promotion of poppy seed oil should comply with relevant national laws and regulations.
3. It is strictly forbidden for any unit or individual to import poppy seeds and poppy seed condiments.
Fourth, the departments of public health, agriculture, industry and commerce, quality inspection, and food and drug supervision at all levels should strictly follow the division of functions and strengthen the supervision and management of opium poppy seed oil. The poppy seeds and their condiments circulating in the market shall be confiscated and destroyed in accordance with the law.
In 2012, the National Leading Group for the Special Rectification of Cracking Down on the Illegal Addition of Non-edible Substances and the Abuse of Food Additives issued the "Notice on Further Strengthening the Supervision and Administration of Inactivated Poppy Seed Food" on the issue of inactivated poppy seeds, which not only re-emphasized the 2005 "Notice", but also required strict investigation and punishment of illegal production and sale of poppy seed food, and strictly prohibited the circulation of inactivated poppy seeds and other foods, food additives and other products produced and processed with inactivated poppy seed oil. Such products circulating in the market shall be confiscated and supervised and destroyed in accordance with the law.
Article 352 of the Criminal Law of the People's Republic of China stipulates that anyone who illegally buys, sells, transports, carries, or possesses seeds or seedlings of uninactivated opium poppy or other narcotic plants, in relatively large quantities, shall be sentenced to fixed-term imprisonment of not more than three years, short-term detention or controlled release, and/or a fine.
