It is understood that 700MHz, as a golden frequency band, has the advantages of wide signal coverage, strong wireless signal diffraction ability and good penetration effect, which is suitable for large-scale continuous network coverage, especially suitable for the environment and application needs of the vast rural areas. Different from the urban 5G band requirements, in the Shenzhen-Shantou Cooperation Zone, the use of 700M Hz networking can use a small number of base stations to achieve full signal coverage.
On August 13, the Shenzhen Municipal Bureau of Industry and Information Technology issued a task list for the construction of the 700MHz 5G network in the Shenzhen-Shantou Cooperation Zone, planned the construction tasks in detail, and on August 18, set up a special class for the construction of the 700MHz 5G network in the Shenzhen-Shantou Cooperation Zone to organize and coordinate major decision-making matters in the construction process and coordinate the implementation of various tasks.
After receiving the task, the district party working committee and management committee attached great importance to it, and set up a leading group for 700MHz 5G network construction at the first time, organized a special deployment meeting, and issued the "Shenzhen-Shantou Special Cooperation Zone 700MHz 5G Network Construction Action Work Plan". The action was coordinated by the District Science and Technology Innovation Economic Service Bureau, Shenzhen Mobile Company was responsible for network construction, Shenzhen Shantou Tower cooperated, the relevant functional departments of the district fully supported, and established a three-level linkage mechanism and regular meeting work system of districts, towns and villages to consolidate the responsibilities of all parties and ensure the completion of tasks on time.
The office of the 700MHz 5G network construction leading group is located in the District Science and Technology Innovation Economic Service Bureau. "After the opening of the 700MHz 5G base station, the field test single station covers a maximum distance of 3 kilometers, and the downlink rate exceeds 200Mbps and the uplink rate exceeds 100Mbps after continuous coverage optimization." Xie Ruiyang, head of the Engineering Construction Center of China Mobile Shenzhen Branch, said that at present, the Shenzhen-Shantou Cooperation Zone complements each other in coverage and capacity through the dual-band hybrid networking of 700MHz network and 2.6GHz network, providing an information highway for the digital and intelligent transformation of smart agriculture, and continuously eliminating the digital divide between urban and rural areas.
Chishi is the largest town in the Shenzhen-Shantou Cooperation Zone, with an area of 306.8 square kilometers, most of which are mountainous areas, and 48 5G base stations are planned to be built. "There are 86 natural villages in the town, the layout is scattered, and the traffic is not very convenient at present." The relevant person in charge of Chishi Town told reporters that the 5G application can break the town's traffic barriers and build a convenient information bridge, which not only meets the daily communication needs, but also can be applied in the fields of agricultural product sales, logistics and fire prevention and flood control in the future.
On the afternoon of October 14, a drone equipped with a 5G network in the 700MHz band slowly rose and conducted a 40-minute inspection of farmland, which was a pilot project promoted by the District Agriculture and Rural Marine Fisheries Bureau in Shuimei Village, Goosebu Town. On the operation screen, the cultivation of the cultivated land is clearly visible, and this picture is also transmitted to the data center in real time. The head of the rural revitalization section of the bureau said: "Regular drone inspections can effectively supervise the utilization of cultivated land, including 'non-agricultural' construction behaviors such as desertification behavior and indiscriminate occupation of cultivated land to build houses." In addition, the bureau has also made effective explorations in the pilot project of ultra-high-definition intelligent monitoring of small desert fishing ports, using the new forms of "science and technology management port" and "smart management port" to timely grasp the movement of ships entering and leaving the port.

According to the person in charge of the Municipal Pipe Network Department of the Shenzhen Shantou Institute of Intellectual Research, the combination of "unmanned aerial vehicles + artificial intelligence + 5G technology" is currently used to assist the District Housing and Water Bureau, the Chengguan Comprehensive Law Enforcement Bureau, the Land Consolidation Bureau and other business units to carry out urban governance work from the aerial perspective, effectively solving the problem of lack of front-line inspection personnel. At present, it has covered more than 10 kinds of operation scenarios, forming standardized business processes for route planning, operation monitoring, result analysis, and event disposal, helping social governance and smart city construction.
According to the plan, in the next step, China Mobile Shenzhen Branch will carry out a series of thematic optimizations such as multi-frequency networking, indoor and outdoor coverage collaboration, and 4G/5G collaboration in the Shenzhen-Shantou Cooperation Zone, carry out rolling planning and construction in new areas such as Shenzhen-Shantou High School Park, Ecological Science and Technology Industrial Park, and XiaomoXiangshan Park, and continue to build a 700MHz township rural scene benchmarking boutique network to optimize and explore experience for national network construction.
