May 12 this year is the 16th National Disaster Prevention and Mitigation Day, Wujiahe Town closely focused on the theme of "Everyone Stresses Safety, Everyone Knows How to Respond to Emergency - Strive to Improve the Ability of Grassroots Disaster Prevention and Avoidance", and actively mobilized volunteers to participate in the Disaster Prevention and Mitigation Publicity Week from May 11 to 17, so as to further enhance the public's awareness of disaster prevention and reduction, and practice the volunteer service concept of "learning from Lei Feng, dedicating to others, and improving oneself" with practical actions.
The first is to convene a mobilization meeting to unify thinking and action. Wujiahe Town held a volunteer service mobilization meeting for the 2024 Disaster Prevention and Mitigation Publicity Week, in-depth study and implementation of the spirit of General Secretary Xi Jinping's important exposition on disaster prevention, mitigation and relief and national, provincial, municipal and county decision-making and deployment, and required the volunteer service activities of the Publicity Week to focus on publicity and interpretation of General Secretary Xi Jinping's important expositions on disaster prevention, mitigation and relief, establish the concept of disaster risk management and comprehensive disaster reduction, focus on educating and reminding cadres at all levels to enhance bottom-line thinking, implement disaster prevention, mitigation and relief responsibilities, and focus on widely popularizing disaster prevention and mitigation knowledge and skills. Raise the public's awareness of disaster prevention and mitigation and their ability to help themselves and each other, and build a solid people's defense line for disaster prevention, mitigation and relief.
The second is to carry out volunteer services and carry out extensive publicity and education. The volunteer service teams mobilized by the New Era Civilization Practice Institute of Wujiahe Town focused on the "Emergency Response Law", "Earthquake Prevention and Disaster Reduction Law", "Flood Control Law", "Fire Protection Law", "Regulations on the Prevention and Control of Geological Disasters", "Forest Fire Prevention Regulations" and other laws and regulations, as well as emergency avoidance and self-help and mutual rescue knowledge publicity, and went deep into villages, schools, and shops along the street to carry out "knocking action", "household reminder" and "door-to-door training" activities, and face-to-face preaching of disaster and accident hazards and safety prevention skills. More than 600 copies of publicity materials such as emergency safety and earthquake prevention and disaster reduction knowledge manuals were distributed. Use new media, WeChat groups, and public accounts to push disaster prevention and mitigation knowledge, and warn party members and cadres to highly prevent hidden dangers of natural disasters with case explanations, and strive to combine prevention and control to prevent disasters before they occur.
The third is to organize risk avoidance drills and strengthen prevention and preparedness. For the 11 villages prone to flash floods in the town, the relevant departments of the county commissioned a third party to compile the "Flash Flood Disaster Prevention Plan", and the remaining 6 villages revised and improved the flood prevention emergency plan in accordance with the requirements of the county and the guidance of the town. In the evacuation drill, the volunteer service teams introduced the evacuation routes, shelters and the role of various early warning equipment to all the villagers in detail, published the roster of emergency rescue teams, and clarified the job responsibilities of relevant personnel. Subsequently, in accordance with the plans of each village, flood prevention and risk avoidance drills were organized one after another, and the emergency response linkage mechanism was further run-in, and the emergency command and disposal capabilities were improved.
At present, the activities of the Wujiahe Town Disaster Prevention and Mitigation Publicity Week are still being carried out, and it is believed that through the development of this activity, it will play a positive role in "promoting training with drills and building defense with training" in the next critical period of flood control.
