The relevant content is as follows:

1. Is carrying out special rectification actions a ban on social affairs from entering the campus?

Carrying out special rectification actions is not a "one-size-fits-all" ban on all social affairs on campus. As the main front of teaching and educating people, primary and secondary schools are also an important part of the social system, and they must also shoulder the responsibility and mission of serving social development and promoting social progress. This special rectification action focuses on solving the problem of increasing the burden on teachers such as formalism in the process of social affairs entering the campus at will and carrying out social affairs. Activities that have clear requirements for laws, regulations, and policies and are conducive to establishing morality and cultivating people can enter the campus in an orderly manner in an appropriate manner.

2. What are the key contents of the special rectification action?

The special rectification action adheres to coordinated governance and treats both the symptoms and the root causes, and strives to improve the system of approval and reporting of social affairs on campus and the long-term mechanism of supervision and management, so as to create a good environment for education and teaching. The scope of the special rectification is mainly based on the "Several Opinions on Reducing the Burden of Primary and Secondary School Teachers and Further Creating a Good Environment for Education and Teaching" (Ting Zi [2019] No. 54) issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council, and the General Office of the Provincial Party Committee and the General Office of the Provincial Government<山东省中小学教师减负清单>(Lu Ting Zi [2020] No. 27). 3. How to carry out special rectification actions?

The special rectification action is mainly carried out from the following five aspects: first, carry out combing and investigation, systematically investigate the situation of social affairs entering the campus in recent years, find out the basic situation of teachers' burden, and clarify the main tasks of the special rectification; The second is to establish an approval mechanism, improve the annual plan and review and reporting system, and determine the annual white list of social affairs on campus; The third is to strictly control the quantity, in principle, the provincial level arranges no more than 5 social affairs to enter the campus in a special way every year, and the city and county organize no more than 2 items per year, and the content is similar to the combination, and the frequency of activities is strictly controlled; Fourth, the way of entering the school was reformed, and the methods of integrating into the normal education and teaching of the school, providing resources to be carried out by the school independently, and arranging and deploying in a special way were designed in accordance with the principles of integrating into teaching, providing resources as a supplement, and strictly controlling the special admission to the school; Fifth, improve the supervision mechanism, through the official website and other channels to the public to announce to the public the white list of social affairs at all levels into the campus, open the teachers' burden reduction report email or telephone number, and include social affairs into the daily supervision and management of the school's responsible supervision.

Fourth, how to grasp the time steps of the special rectification action?

The special rectification action will be carried out from May to July 2024, and a combination of comprehensive self-inspection and key spot checks will be adopted.

Mobilization and deployment will be carried out by mid-May. The provincial level formulates a special rectification action plan, issues a special rectification announcement to the public, sets up a complaint and report hotline and mailbox, and determines a white list of provincial-level social affairs on campus before the end of the month.

From May to June, carry out combing and investigation. The municipal and county party committee education work leading groups are to carry out comparative investigations in accordance with the requirements of key tasks, find out the bottom number, establish a problem rectification ledger, formulate specific implementation plans for special rectification actions in light of actual conditions, formulate a white list of social affairs on campus, and comprehensively deploy and launch special rectification actions.

5. How to determine the social issues of entering the campus?

(1) Social affairs that meet the following requirements may enter the campus through appropriate methods and be included in the whitelist for management:

1. There are clear provisions in laws and regulations or relevant documents of the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, and the Provincial Government;

2. The relevant ministries and commissions of the state jointly make arrangements for the Ministry of Education;

3. All levels of Party committee and government uniformly deploy important special work such as the maintenance of stability, the elimination of organized crime and vice, disaster prevention and mitigation, fire safety, and HIV/AIDS prevention, and truly require the participation of primary and secondary school teachers;

4. Party committees and governments at all levels uniformly deploy and carry out activities to create excellence in cities such as civilization, health, green, livable, and tourism, including matters involving primary and secondary schools and do not impact the normal order of education and teaching;

5. During special periods and emergency situations, it is necessary to carry out the review and report in strict accordance with the procedures according to the actual needs;

6. Schools independently invite relevant departments to schools to carry out activities related to education and teaching in combination with their own education and teaching needs, and are not included in the scope of management.

(2) Social affairs in the following circumstances are prohibited from entering the campus:

1. Forcibly assigning directive tasks to primary and secondary schools and teachers, or carrying out activities and work unrelated to education and teaching (such as celebrations, soliciting investment, demolition, etc.);

2. Forcibly arranging for primary and secondary schools, teachers, and students to participate in all kinds of essay solicitations, essay competitions, case selections, publicity manuscript submissions, speech contests, symposiums, solicitation of opinions, learning exchanges, and other such activities;

3. Require primary and secondary school teachers, students, and parents of students to pay attention to WeChat public accounts that are not related to education and teaching, or to carry out activities unrelated to education and teaching through methods such as online voting, likes, answering questions, knowledge competitions, and publicity;

4. Arranging for schools to suspend classes and leave venues, or borrowing school venues to hold activities such as investment promotion or celebrations;

5. Commercial activities, commercial advertisements or taking advantage of fees for the purpose of making profits or with commercial entrainment;

6. Other items that are detrimental to the physical and psychological health of teachers and students, or increase the burden on teachers.

6. What are the procedures for qualified social affairs to enter the campus, and how to approve them?

In accordance with the principle of centralized management, before the end of January each year, the relevant departments will meet the conditions for social affairs to enter the campus matters reported to the education administrative department at the same level, and the education administrative department shall conduct a summary preliminary review, focusing on the review of its legality, necessity, feasibility, and scientificity, and put forward audit opinions, and report to the education work leading group of the party committee at the same level for review. After the Party committee's leading group for education work reviews and approves, the relevant matters are to be included in the white list, announced to the public, and reported to the higher-level Party committee's leading group for education work for the record.

For matters included in the white list, the carrying department shall formulate a detailed work plan, including: subject content, implementation targets, coverage, organization methods, development time, condition guarantees, emergency plans, expected effects, etc.; The entire duration of the activity must be clearly defined when it is carried out in stages, and the time nodes of each stage must be clarified when it is carried out in stages. One month before the start of the activity, the department carrying out the matter shall submit the work plan to the education administrative department at the same level, and the education administrative department shall make overall arrangements and strictly control the scope and duration of the activity. Where the theme is similar, it can be appropriately integrated, and where school education and teaching activities have relevant content, it can be integrated. Administrative departments for education should strictly perform their duties to manage social affairs on campus, conduct assessments of the effectiveness of activities, and activities from schools, teachers, and students that give poor feedback are no longer to be included in the white list.

7. What are the specific ways in which social affairs enter the campus?

Social affairs into the campus, mainly integrated with the school's education and teaching activities, combined with the implementation of the school's national curriculum, local curriculum, school-based curriculum, class team meeting, special education, campus culture construction, after-school service activities, etc.

Where school education and teaching activities cannot be covered, the department carrying out the matter may provide activity resources or materials, and the school is to independently organize and carry out it.

For matters that truly need to be carried out on campus for special social affairs, the administrative departments for education should strictly control the number and make overall arrangements.

The implementation of matters concerning the entry of social affairs into the campus should be completed within the school, and teachers and students must not be organized to carry out relevant work in venues unrelated to education and teaching, and teachers must not be arranged to be on duty on the streets or do other work unrelated to teachers' duties.

8. How to manage the social affairs that can be approved to enter the campus?

Matters on campus for social affairs to be managed on a white list, and matters that are not included in the white list must not be included on campus, and where it is truly necessary to increase, the approval and reporting procedures must be strictly performed, and the total amount of the plan for the year must not be exceeded.

Through methods such as monitoring, reporting, inspections, circulars, interviews, and exposure, all localities are to normalize and standardize the management of social affairs on campus.

The education department publishes the telephone number and email address for reporting, guides the society to jointly supervise the issue of social affairs entering the campus and increasing the burden on schools and teachers, and includes the matter of social affairs entering the campus in the task of daily supervision of the school's responsible inspectors, and the school's responsible inspectors visit the school at least once a year to check the situation of social affairs entering the campus.
