Notice on the public issuance of No. 202401 forest tickets
In order to deepen the reform of the collective forest tenure system, invigorate the management rights of collective forest land, promote the large-scale and intensive management of forest land, promote the transformation of forestry resources into assets, assets into shares, and forest farmers into shareholders, open up new ways for social capital to directly invest in forestry, and improve forestry management income, Wuping County, Fujian Province Tianyuan State-owned Forest Farm Co., Ltd. (hereinafter referred to as Tianyuan State-owned Forest Farm) intends to issue No. 202401 forest tickets, and hereby formulates the following notice on the issuance of forest tickets:
First, the basic situation of the forest ticket mountain field
No. 202401 Forest Ticket System Mountain Field is located in Xianxi Village, Wan'an Town, with small place names: Mintang Pit, Yin Bi Li, Bi Gu Back Mouth, Lotus Tree Head Ridge, Twelve Rows, with an area of 691 acres. For details, please refer to Annex 1 "List of Small Class Factors and Location Map of No. 202401 Forest Ticket System and Mountain Farm".
2. The type and amount of forest bills, the time limit, and the total estimated income
The type of forest ticket issued by this mountain farm is a share-type forest ticket, with an amount of 1.81 million yuan, a maximum period of 12 years, and a total estimated income of 4 million yuan.
3. Conditions and requirements for the purchase of forest tickets
The purchaser of the forest ticket shall be a citizen or legal person organization aged 18 and above in the county. The owner of the original forest right, all units (village collectives) of forest land, and villagers of all units of forest land have the priority right to purchase. The purchase amount of the original forest right owner shall not exceed 20% of the amount of the issuance, and the purchase amount of other citizens and legal persons shall not exceed 10% of the amount of the issuance.
Before May 21, 2024, the purchaser of forest tickets should go to the window of the forest rights and forest ticket trading center on the first floor of the Wuping County Forestry Bureau to apply for the registration of forest ticket subscription, and the individual shall submit the ID card, and the legal person organization shall submit the business license, legal person ID card or the principal's ID card, power of attorney and other materials. 5. Other matters concerning the preparation and issuance of forest tickets
1. The amount of forest ticket issuance is based on the total amount of the operating investment budget of the mountain farm (including the mountain farm storage price, afforestation investment, insurance, forest land use fee, etc.), for details, please refer to the attached table 1 "No. 202401 Forest Ticket 21 Years Intensive Operation Total Investment Budget Table".
2. The face value of the forest ticket issued by the mountain field is divided into two types: 10,000 yuan and the subscription amount of the subscriber, the starting point of the buyer's subscription amount is 10,000 yuan, and the subscription amount is subscribed in an integer multiple of 10,000.
3. Tianyuan State-owned Forest Farm shall determine the qualifications for the purchase of forest tickets in accordance with the priority of forest ticket purchase and other purchasers according to the time of subscription registration application, and notify all forest ticket purchasers within 3 working days after the determination.
4. The forest ticket purchaser who has obtained the qualification for the purchase of forest tickets must pay the subscription funds to the special account for forest tickets of Tianyuan State-owned Forest Farm on May 23, 2024 (account name: Wuyuan State-owned Forest Farm Co., Ltd., Wuping County, Fujian Province, opening bank: Wuping Branch of Bank of Quanzhou Account number: 8010041200004065252), and the same amount of forest tickets will be issued by Tianyuan State-owned Forest Farm and registered. Failure to pay within the time limit shall be deemed to be an automatic waiver of the qualification for the purchase of forest tickets, and the Tianyuan State-owned Forest Farm shall determine the replacement purchaser according to the time of subscription registration application.
5. The forest ticket purchaser who has obtained the qualification for the purchase of forest tickets can cancel part of the subscription amount, and the cancelled subscription amount shall be determined by Tianyuan State-owned Forest Farm according to the time of subscription registration application.
6. The forest tickets that have not been issued to the public and have not been subscribed after the public offering are all funded and held by Tianyuan State-owned Forest Farm.
7. The forest ticket mountain farm shall be applied for by the Tianyuan state-owned forest farm and the forest real estate property registration and lead the operation and management of the mountain farm, and the forest ticket holder shall sign the mountain farm cooperation (entrustment) management contract with the Tianyuan state-owned forest farm.
8. Before December 31 of each year, Tianyuan State-owned Forest Farm shall pre-distribute dividends to forest ticket holders at 5% of the face value of forest tickets (the first period will be paid in proportion to the actual month). The net (net) profit after deducting investment costs (including pre-dividends, state-owned forest farm operation and management fees, etc.) and the net (net) profit after taxes and fees shall be distributed by Tianyuan State-owned Forest Farm to the forest ticket holders registered with the company according to the proportion of the face value of the forest ticket. Regardless of profit or loss, the mountain farm where the forest ticket is located can expire or return the investment money to the forest ticket holder in advance by Tianyuan State-owned Forest Farm according to the face value of the forest ticket, and if the mountain farm where the forest ticket is located has an operating loss, it will be borne by Tianyuan State-owned Forest Farm. The taxes and fees to be paid by the forest ticket holder due to transfer, dividends and other reasons shall be borne by the forest ticket holder.
9. Tianyuan State-owned Forest Farm actively applies for forestry subsidy projects, and the company collects 20% of the subsidy funds as indirect costs such as planning, design, acceptance and company management fees; 5% of the net revenue from harvesting is charged as a management fee for the company.
10. The forecast of investment income from the preparation and issuance of forest tickets in this mountain field is detailed in Appendix 2. The detailed list of investment in the intensive management measures of this mountain farm is detailed in Appendix 2.
11. The forest ticket issued by the mountain farm shall be registered and managed by the Tianyuan State-owned Forest Farm, which can be inherited, reported as lost, transferred, and pledged (the outlets of Wuping County Rural Credit Cooperatives can handle full loans), and can be cashed out (the application shall be repurchased by the Tianyuan State-owned Forest Farm at the original price within three days, and the pre-dividends shall be issued according to the number of months of the year, and the pre-dividends that have been issued shall not be deducted, and the Tianyuan State-owned Forest Farm shall be transferred to a third party at the original price or collected and stored by itself). In the case of pledge, the relevant right holder's identity certificate and other materials shall be submitted to Tianyuan State-owned Forest Farm for loss reporting, alteration or pledge registration.
12. The forest ticket issued by the mountain farm shall be cancelled after the completion of all parcels of felling or the transfer of forest trees and the settlement of investment income. During the holding period of forest tickets, if there is a transfer, transaction or auction in the middle of the process, Tianyuan State-owned Forest Farm shall settle the face value of the forest ticket holder and the income before the transfer, transaction and auction within three working days after the end of the transfer, transaction and auction. If there is a loss, Tianyuan State-owned Forest Farm will bear it, and the face value of the forest ticket holder will be refunded.
13. The total investment budget and total income forecast of the mountain farm are forecast according to the 21-year cycle, and the total income forecast is different according to the budget of different site quality grades. The total operating income of this mountain farm is calculated according to the second category.
14. The amount of the forest ticket is earmarked and shall not be misappropriated. Expenditures and revenues are publicized in the WeChat group of the forest ticket, and the operation and management of the mountain farm and the growth of the forest are regularly released.
15. In case of force majeure factors, the company will not concentrate on cashing.
16. The right to interpret this plan belongs to Tianyuan State-owned Forest Farm Co., Ltd., Wuping County, Fujian Province.
