If there is a yellow warning for the high tide level of the Huangpu River, and the pump gate of Hongkou Port is closed when the control gate is closed, the gate is hydraulically damaged and cannot be closed, how can the safety of the urban area be guaranteed? When a tree falls and the communication base station is damaged, how can the communication signal be quickly restored?
On the afternoon of May 15, the 16th National Disaster Prevention and Mitigation Day Publicity Week and Comprehensive Emergency Drill with the theme of "Everyone Stresses Safety, Everyone Will Respond to Emergencies - Strive to Improve Grassroots Disaster Prevention and Risk Avoidance Capabilities" was carried out simultaneously in Magnolia Square and the surrounding areas, and Guan Yetong, member of the Standing Committee of the District Party Committee and deputy head of the district, attended.
At half past two in the afternoon, the drill officially kicked off. The drill area covers the riverside area of the North Bund and the office building of Magnolia Plaza, simulating the preparation for extreme weather and the emergency response to emergencies in key areas, including flood control response at the National Passenger Terminal, tree tilting and righting, road water rush and drainage, pump gate hoisting and maintenance door, emergency communication support, personnel evacuation and unidentified object (radiation) risk removal and other drill items. The Hongkou District Construction Management Committee, the District Greening and City Appearance Bureau, the District Ecological Environment Bureau and other emergency rescue teams quickly carried out emergency response to the dangerous situation.
Subject 1: Flood control response at the National Passenger Terminal
The drill simulated the yellow warning issued by the Shanghai Central Meteorological Observatory, the staff of the National Passenger Center Pier quickly activated the "Special Emergency Plan for Taiwan Flood Control", and the militia force of the North Bund Street cooperated with the security personnel of the North Bund Group to guide tourists to leave the dangerous area, and sealed and controlled the surrounding areas of the green space, posted a notice of closure and issued an online closure notice.
Subsequently, the operation management center of the national passenger terminal sent special personnel to count the number of flood control materials reserves at the wharf, and the emergency personnel of the engineering and technology department tied and strengthened the boarding bridge of the wharf, and manually closed the flood control gate of Gaoyang Road wharf.
Subject 2: Tree tilting and righting
The drill simulated that the inspectors of the North Bund Group found that a tree in the riverside section of Guoke was affected by strong winds and was seriously tilted, and quickly reported to the emergency headquarters. The headquarters contacted the District Greening and City Appearance Bureau to immediately dispatch the riverside greening maintenance team to the scene for disposal.
After the rescue personnel arrived at the scene, they inspected the on-site situation, demarcated the operation area and cut off the surrounding power lines to ensure the safety of the operation. Subsequently, the rescue personnel immediately excavated tree pits, pruned branches, righted the trees through supporters and backfilled the planting soil, and reinforced the trees again to ensure that the trees were safe and stable, and then cleaned the surrounding sites.
Subject 3: Road water drainage
The drill simulated that under the influence of heavy rain, there was serious road water accumulation in the section of Daming Road near Kowloon Road, and the inspectors immediately reported to the headquarters after discovering it, and the headquarters immediately activated the emergency storage plan to deal with the road water.
After the emergency team of the District Construction Management Committee arrived at the scene, they used the water baffle to build an emergency storage tank with a side length of 10 meters. Subsequently, the pump truck drove into the scene, arranged the pipeline and opened the manhole cover in the middle of the road, carried out drainage operations, and through the temporary water storage function, the water trapping pressure of the road can be reduced, the height of water accumulation can be effectively reduced, and the road can be quickly restored.
Subject 4: Pump gate hoisting and maintenance door
The drill simulated that when the Hongkou Port pump gate was closed and the control gate was closed, it was found that the gate was hydraulically damaged and could not be closed, and then the staff immediately reported to the headquarters and started the hoisting emergency maintenance door plan.
At the scene, after the arrival of the truck crane, the staff will complete the body fixation, and install the maintenance door on the truck crane boom, stabilize the maintenance door through the sling with the truck crane, and install it in the maintenance gate groove after lifting, so as to complete the hoisting and ensure that the Hongkou Port pump gate restores the original drainage and tide blocking function.
Subject 5: Emergency Communication Support
The drill simulated that the communication base station in the North Bund area was damaged and the communication signal was not smooth due to strong winds, and the headquarters immediately dispatched the communication emergency support teams of Shanghai Unicom and Shanghai Tower to the scene to carry out emergency communication support operations.
After receiving the order, an emergency communication vehicle from Shanghai Unicom and an emergency power generation vehicle from Shanghai Tower immediately went to the scene, and the vehicle was fixed after arriving at the scene, and the emergency communication vehicle was connected to the cable through the emergency power generation vehicle to supply power to the emergency communication vehicle, and the emergency communication vehicle opened the temporary antenna to complete the emergency communication deployment.
Subject 6: Personnel Evacuation + Unknown Objects (Radiation) Clearance
The drill simulated the discovery of an unidentified boxed object in the office building of Magnolia Plaza, with a "Beware of Radiation" logo posted on the outside of the box. After the property is discovered, it will be reported to the headquarters immediately, and the evacuation of personnel will be organized at the same time. After receiving the report, the headquarters immediately notified the District Ecological Bureau to activate the radiation emergency plan in the area, and went to the scene of the accident to carry out evacuation and preliminary disposal as soon as possible.
After arriving at the scene, the staff of the District Ecology and Environment Bureau detected the environmental radiation value through portable radiation monitoring instruments, and set up a cordon on the spot. Emergency response personnel wear protective lead clothing, gloves, shoe covers and other protective equipment, carry monitoring instruments, enter the cordon to immediately carry out environmental radiation monitoring, confirm the radiation source, and then transfer the unknown boxed objects to the lead tank for temporary storage. Subsequently, the inspectors tested the environmental radiation dose at the scene again to confirm that it was basically close to the environmental background value, and after the on-site situation was controlled, the emergency response personnel took away the lead tank containing unknown objects and handed it over to a professional institution for disposal.
With the hard work and joint efforts of the emergency rescue teams, the danger at the scene has been basically eliminated. This drill is a test of the existing emergency command system, emergency team and emergency equipment in the district, which further improves the organization, coordination and emergency response capabilities of multiple departments in emergency situations, lays a solid foundation for effective emergency handling, and builds a solid firewall to ensure the safety of public life.
At the scene, the District Emergency Management Bureau also cooperated with North Bund Street, Hongkou District Safety Emergency (Education Experience Hall), Hong'an Emergency Rescue Support Center and other departments and units to set up various disaster prevention and mitigation knowledge and skills publicity points to carry out disaster prevention and mitigation publicity and education activities. Citizens can learn common flood prevention, earthquake escape, fire prevention, safety production and other aspects of knowledge on the spot, and can also observe and experience various professional emergency rescue equipment, further enhance the awareness of disaster prevention and mitigation, and enhance the ability to deal with disaster risks.
