1. Background of the compilation
According to the work arrangement of the municipal government, in order to reasonably optimize the overall spatial layout and industrial development of the core area of the old city, the "Planning Research, Control Regulation Revision and Urban Design of Shangdangmen Area of Changzhi City" (hereinafter referred to as the plan) is specially prepared.
Second, the scope of planning
The planning scope of this time: north to Fuhou West Street, east to Hero Middle Road, south to West Street, west to Fuxi Street, with a planned area of 68.42 hectares (about 1026 acres).
3. Functional positioning
Relying on historical resources such as Shangdangmen and Lu'an Mansion, the development of Shangdangmen Area takes the inheritance of culture and the revitalization of the value of historical resources as the main line, combines urban renewal and characteristic style shaping to create new formats and new models, and builds a unique urban area that is coordinated with urban functions and displays the new image of the city, and determines the planning and positioning of Shangdangmen Area as a new landmark for cultural inheritance and innovation in southeast Shanxi Province and a destination for tracing the historical memory of Shangdangmen.
The plan is designed from the three themes of cultural inheritance, fireworks humanities and historical memory, creating a theme life circle of market life, history and humanities, and low-carbon leisure co-prosperity, and clarifying the goal and vision of the Shangdangmen area as a demonstration area for cultural inheritance and innovation in Changzhi, a fireworks humanistic leisure destination in the south of the city, and an interactive experience park for historical memory in Shangdang.
Fourth, public service facilities planning
It is planned to set up 1 block-level supporting comprehensive service center (10-minute living circle), mainly as a service center in the area, integrating some public service functions in the area and taking into account the reception of tourists, with a total land area of 0.23 hectares and a construction area of 4,000 square meters.
It is planned to set up 3 community-level supporting centers (5-minute living circle), mainly to provide basic supporting services for residents in various communities in the area. Retain the Lianhuachi Community, Zhengxi Community Service Center, and Senfu Community Service Center.
Educational facilities: 1 middle school (Changzhi No. 2 Middle School), 1 primary school (Hui Yifu Primary School), 1 special education school, and 1 college of higher education (Changzhi College of Arts and Sciences). In the long term, it will be relocated to Shangdangmen Kindergarten, and 1 kindergarten will be planned in combination with the new residential community.
Medical facilities: There are 2 people's hospitals, 2 commercial hospitals, and 3 health service stations in the current urban area.
Sports facilities: Lianhuachi Park has been upgraded and renovated with sports facilities.
5. Revision of control regulations
Based on the basic principle of efficient utilization of various resources in the area and enhancement of the value of potential land, the plan adopts the concept of mixed land use to refine the functions of each zoning land determined by the planning structure.
