From June to July, district-level cross-inspection and municipal-level supervision and spot checks will be completed, and rectification of hidden dangers will be completed by the end of August.
The plan points out that the special inspection and supervision of major hazard source enterprises of hazardous chemicals is an important measure to implement the three-year action of chemical and hazardous chemicals safety production and the key points of hazardous chemicals safety supervision, and all relevant enterprises in all districts should strengthen organizational leadership, carefully organize and implement, and ensure that the enterprise has a 100% benchmarking self-inspection rate, an online entry rate of 100%, a district-level cross-inspection rate of 100%, and a rectification rate of 100%. To consolidate and deepen the joint supervision mechanism of "land elimination coordination", the Municipal Emergency Management Bureau and the Municipal Fire and Rescue Corps jointly set up a special work office to coordinate and dispatch special inspection and supervision work throughout the process.
The plan emphasizes that all districts and enterprises should strengthen risk research, judgment and control, focus on safety risks such as reduced safety investment, personnel fluctuations, and increased inspection and maintenance operations that may be caused by the recent instability of the chemical market, focus on key links and key parts, and strengthen safety risk management and control of abnormal working conditions. It is necessary to deeply learn the lessons of typical accidents at home and abroad, draw inferences from one another, comprehensively and in-depth investigate hidden dangers, and combine the characteristics of summer safety risks to warn and remind enterprises to do a good job in risk prevention and control of equipment and facilities, lightning and anti-static, so as to effectively prevent and curb the occurrence of major accidents.
The plan requires that all districts should strengthen supervision and law enforcement, make full use of the "2024 Guidance Catalogue of Key Matters for Law Enforcement and Inspection of Work Safety of Hazardous Chemicals Enterprises" and "Implementation Guide for the Determination of Major Production Safety Accidents in Tianjin Chemical and Hazardous Chemicals Production and Business Units (Trial)", and will not punish the hidden dangers found by enterprises in self-inspection and timely rectification, including major hidden dangers; If the implementation of the main responsibility is not in place, the investigation and rectification of hidden dangers is not effective, and the performance of the guarantee responsibility is not effective, it shall be seriously investigated and dealt with and exposed in accordance with the law; For the typical experience and practices found during the special inspection and supervision and the enterprises with major hidden dangers, it is necessary to strengthen publicity and exposure, and create a good atmosphere of co-governance, co-construction and sharing of the whole society.
