With the approval of the Supreme People's Court, on May 14, 2024, the Hainan Provincial No. 1 Intermediate People's Court executed Luo Chongchuang in accordance with legal procedures. The procuratorial organs are to appoint personnel to supervise in accordance with law.
It was found that Luo Chongchuang used his identity and convenience as a primary school teacher to rape 4 underage girls many times and molested 25 underage girls for a long time and repeatedly by means of deception and other means between 2019 and 2021. On April 4, 2023, the Hainan Provincial No. 1 Intermediate People's Court sentenced Luo Chongchuang to death and deprived him of his political rights for life for rape and child molestation. After Luo Chongchuang appealed, the Hainan Provincial High People's Court ruled to reject the appeal, uphold the original judgment, and report to the Supreme People's Court for approval in accordance with the law. After review, the Supreme People's Court found that the facts ascertained in the first-instance judgment and the second-instance judgment were clear, the evidence was credible and sufficient, the conviction was accurate, the sentencing was appropriate, and the trial procedures were lawful.
The Hainan Provincial No. 1 Intermediate People's Court arranged for Luo Chongchuang to meet with his close relatives before carrying out the execution, fully protecting the lawful rights of the executed criminals.
