In order to fully implement the key tasks of deepening and upgrading the reform of state-owned enterprises, further strengthen the construction of the headquarters of China Railway 20th Bureau Group Co., Ltd. (hereinafter referred to as China Railway 20th Bureau), and enhance the ability to lead and promote reform and development, it was decided to implement open competition for some positions in accordance with the organizational structure of the headquarters of China Railway 20th Bureau.

Open competition for positions and the scope of personnel participating in the competition
(1) Positions and numbers
Headquarters department deputy positions: 2.
Headquarters departments and departments of the main positions: 48.
Headquarters department business personnel positions: 35.
For specific positions, main responsibilities and numbers, please refer to the "Open Competition Position Table for Headquarters Departments of China Railway 20th Bureau" (Annex 1).

Conditions of Competition
(1) Basic conditions
1. Good ideological and political quality, loyal to the enterprise, with a strong sense of professionalism and responsibility, diligent and dedicated, adhere to principles, and take responsibility;
2. Have a strong sense of unity and cooperation and the professional ability, organization and coordination ability required to perform job responsibilities, be familiar with relevant policies, industry development trends and enterprise conditions, and be able to actively implement the enterprise development strategy and promote various work deployments;
3. Good professional ethics and personal conduct, excellent performance, and public recognition;
4. Honest and trustworthy, rigorous style, honest and self-disciplined;
5. Have good psychological quality and physical conditions suitable for the work requirements.
(2) Qualification requirements
1. Department deputy position: In addition to the basic quality conditions, it should meet the qualifications such as academic qualifications, professional and technical positions, and work experience stipulated in the "Regulations on the Management of Leaders of China Railway 20th Bureau Group Co., Ltd." (China Railway 20th Bureau [2023] No. 39), and the specific qualifications are:
(1) Have more than five years of work experience in enterprises or related work experience in engineering, economics, law, party and masses.
(2) Men should be under the age of 55, women should be under the age of 53, and those who are newly promoted to the deputy position of the headquarters department should be under the age of 45.
(3) They shall have worked in the principal position at the next level for more than 3 years, and those who have not worked for 3 years shall generally work in the principal post and deputy position at the next level for more than 5 years, and shall work in the principal post at the next level for not less than 1 year.
(4) Should have a college degree or above, intermediate or above professional and technical positions.
2. Department business manager (section chief): In addition to the basic quality conditions, he should meet the relevant qualifications of the "Personnel Management Measures for the Headquarters of China Railway 20th Bureau Group Co., Ltd." (China Railway 20th Bureau [2023] No. 559), and the specific qualifications are:
(1) More than two years of work in the subordinate post of the headquarters at the same level or the current subordinate unit holds the same level position.
(2) Have a bachelor's degree or above, intermediate or above professional titles.
(3) The newly promoted personnel should be under the age of 45 (inclusive), and those who have senior titles or enjoy the salary of the deputy rank of the headquarters department should be under the age of 50 (inclusive).
(4) There is no party discipline or government discipline sanction, or the period of party discipline and government discipline sanction affecting the promotion of the position has expired.
(5) Those who work in Party affairs and financial positions should be members of the Communist Party of China; Party affairs positions shall also meet the requirements of the "Constitution of the Communist Party of China" and relevant provisions.
3. Department business personnel: In addition to the basic quality conditions, they should meet the relevant qualifications of the "China Railway 20th Bureau Group Co., Ltd. Headquarters Personnel Management Measures" (China Railway 20th Bureau [2023] No. 559) document, and the specific qualifications are:
(1) Have a bachelor's degree or above, intermediate or above professional titles.
(2) Under the age of 35, with senior or above professional titles, the age can be relaxed to under 40 years old.
(3) More than 5 years of work experience in China Railway 20th Bureau, and more than 2 years of work experience in grassroots projects.
(4) Those who work in Party affairs and financial positions should be members of the Communist Party of China; Party affairs positions shall also meet the requirements of the "Constitution of the Communist Party of China" and relevant provisions.
The staff of the headquarters of China Railway 20th Bureau who apply for the original post level or have served as the business manager (section chief) of the headquarters department are not subject to the restrictions on academic qualifications, professional and technical positions, and age conditions stipulated in the competition. Non-Party members of the former financial department of the headquarters may compete for other relevant positions in the department.
Those who have one of the following circumstances cannot participate in this open competition: they have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations and a close in-law relationship with the personnel of the headquarters of China Railway 20th Bureau; Other kinship relationships that the organization believes should be avoided; The discipline inspection or supervision departments or judicial organs are filing a case for investigation; Fresh college graduates; Other reasons are not suitable for selection and employment. The former staff of the headquarters of China Railway 20th Bureau are not subject to the restrictions of the recusal system this time.

Open competition process
In accordance with the registration, qualification review, interview and defense, determination of the post or inspection of preliminary candidates, publicity and organization of inspection (promotion of candidates), determination of candidates, employment and other procedures.

When and how to register
(1) Registration time
The deadline for registration is 9:00 on Tuesday, May 14, 2024.
(2) Registration method
Applicants apply through personal self-recommendation. Employees of the former headquarters of China Railway 20th Bureau can apply for positions in their own departments or other departments, and the number of positions declared is generally not more than 2; Applicants for the second-level institutions and affiliated units of the headquarters of China Railway 20th Bureau can only apply for 1 position. Applicants download and fill in the "China Railway 20th Bureau Headquarters Department Open Competition Position Registration Form" (Annex 2) and "China Railway 20th Bureau Headquarters Department Open Competition Position Registration Form" (Annex 3), and prepare other application materials. The electronic version of all materials should be packaged and sent to the e-mail [email protected], the compressed package shall not exceed 20MB, the specific file should be named with "name + file content", and the subject of the registration email and the title of the compressed package should be indicated in the format of "name + position + mobile phone number". The list of materials to be submitted for registration is as follows:
1. The application form for the open competition for the position of the headquarters department of China Railway 20th Bureau, 1 copy of the original word form and 1 scanned copy of the signature (PDF format);
2. China Railway 20th Bureau Headquarters Department Open Competition Position Registration List, Excel original table;
3. Scanned copy of ID card, academic qualifications and degree certificates, in PDF format;
4. Scanned copy of professional (executive) qualification or professional and technical title certificate, PDF format;
5. Relevant post documents, PDF format;
6. Other supporting materials that can be used as relevant requirements of the competition, in PDF format.
The leaders of the Party Committee of China Railway 20th Bureau and the former staff of the headquarters of China Railway 20th Bureau do not need to provide 3.4.5 materials.
(3) Qualification review
After the registration is completed, the Party Committee Cadre Department (Human Resources Department) and various departments will jointly review the qualifications of the applicants, and notify the qualified personnel to participate in the interview in advance.

Precautions
1. The materials submitted by the applicant should be true and accurate, and the relevant requirements should be promised and signed. Those who provide false materials will be disqualified from applying for employment once verified, and relevant responsibilities will be investigated.
2. Applicants are requested to keep their mobile phones unblocked.
3. The specific time and place of the competition interview will be notified separately, and the candidates are requested to prepare for the competition in advance. The interview is divided into two parts: competitive speech and question and answer, and the competitive speech summarizes the basic situation, main work and the idea of the competitive position, etc., and the time does not exceed 3 minutes; The time for questions and answers should not exceed 5 minutes. Failure to attend the interview at the specified time will be deemed as a waiver.
