In order to strengthen the real-name management of personnel in key positions of housing municipal engineering projects under construction in our city, and effectively implement the national, provincial and municipal work requirements for strengthening the management of the real-name system for employment, our bureau regularly conducts spot checks and inspections on the implementation of the real-name system for personnel in key positions of projects under construction. The inspection situation is hereby notified as follows:
1. Set up early warnings for personnel in key positions
As of May 6, 2024, a total of 11 projects in the city have not set up a project manager of the general contractor of the construction unit, and 20 projects have not set up the chief engineer of the supervision unit (see Annex 1 for the specific list). Among them: there are 8 projects without project managers and chief engineers; The real-name system for key positions in projects under construction in Xiangzhou District and Economic and Technological Development Zone has not been implemented.
Second, the early warning of the qualifications of personnel in key positions
As of May 6, 2024, there are 11 projects in the city where personnel in key positions do not have registration qualifications, the registration qualifications have expired, or the enterprises where the personnel work are inconsistent with the registered enterprises (see Annex 2 for the specific list).
3. Job requirements
(1) The competent departments of housing and urban-rural construction in all districts are requested to urge relevant enterprises to implement rectification within 3 days. Our bureau will order the overdue projects to stop work for rectification, and deduct 10 points for each project credit point and order the enterprise to stop work.
(2) The competent departments of housing and urban-rural construction in all districts and the Municipal Construction Engineering Safety Affairs Center shall make full use of the real-name supervision platform personnel to set up the early warning function, combined with daily supervision and inspection, and supervise the implementation of the real-name management requirements for personnel in key positions in the housing municipal projects under their jurisdiction.
(3) All housing municipal projects should further strengthen personnel management and real-name information entry, carefully verify the qualifications of key positions and report to the system. In case of personnel replacement in key positions, personnel should be withdrawn from the site in time to avoid the situation that there are multiple project managers or chief engineers in a project.
