On May 13, the Ministry of Finance issued the "2024 General Treasury Bonds and Ultra-long-term Special Treasury Bonds Issuance Related Arrangements", in which the ultra-long-term special treasury bonds involve maturities of 20 years, 30 years and 50 years, and decided to issue 30-year ultra-long-term special treasury bonds on May 17, 20-year ultra-long-term special treasury bonds on May 24, and 50-year ultra-long-term special treasury bonds on June 14.

The 2024 government work report proposes that in order to systematically solve the funding problem of some major projects in the process of building a strong country and national rejuvenation, it is planned to issue ultra-long-term special treasury bonds for several consecutive years starting from this year, which will be used for the implementation of major national strategies and security capacity building in key areas, and 1 trillion yuan will be issued this year.

Zheng Shajie, director of the National Development and Reform Commission, said that the issuance and use of ultra-long-term special treasury bonds is a major policy measure, and expanding effective investment is an important starting point. The ultra-long-term special treasury bonds will be used for "twofold": special use for the implementation of major national strategies and security capacity building in key areas. It can not only stimulate current investment and consumption, but also lay the foundation for long-term high-quality development.

Liu Sushe, deputy director of the National Development and Reform Commission, said at a press conference of the State Council Information Office in mid-April that the National Development and Reform Commission and relevant parties have studied and drafted an action plan to support the country's major strategies and security capacity building in key areas, and will begin to organize and implement it after approval and consent.

Liu Sushe pointed out that the action plan will focus on supporting a number of important and difficult things that are related to modernization, urgently needed for development, have been wanted to do for many years but have not been able to do, and need to be promoted at the central level, adhere to high-quality development and high-level security and benign interaction, and consolidate the foundation of national security and long-term development; Adhere to the overall planning of hard investment and soft construction, and use reform methods and innovative ideas to break down deep-seated obstacles; Adhere to the step-by-step implementation and orderly progress, and issue 1 trillion yuan of ultra-long-term special treasury bonds in 2024.
