At 9:40 on May 4, the Beijing 119 Command Center received a police report: a fire broke out on the roadside grass on the east side of Fenggezhuang Market in Xiji Town, Tongzhou District, and ignited a stack of wood. The 119 command center immediately dispatched fire and rescue personnel to the scene to extinguish the fire, and finally successfully extinguished the fire.
Subsequently, the police of the Langfu Police Station in Xiji Town immediately investigated the video of the surrounding public areas, and finally locked down the suspect Gang, who was in the fire, and summoned him.
Gang confessed to the fact that he had lit the catkins, but he thought it was fun to order the catkins and did not realize the seriousness of the matter. After the people's police and fire supervision and law enforcement personnel educated him on the law, Gang knew that he had violated the law.

On April 13, a fire broke out in a forest land located at the east gate of Anjialou Village, Jiangtai Township, Chaoyang District, Beijing. After investigation, at about 13:30 that day, when Yan Moumou was smoking in the woodland, he used a lighter to ignite the catkins and cause a fire. He was sentenced to 10 days of administrative detention by the public security organs.

Article 115 of the Criminal Law of the People's Republic of China: Whoever causes serious injury or death to a person or causes major losses to public or private property by arson, breaching water, exploding, poisoning, or other dangerous methods shall be sentenced to fixed-term imprisonment of not less than 10 years, life imprisonment, or death. Whoever commits the crime in the preceding paragraph by negligence is to be sentenced to fixed-term imprisonment of not less than three years but not more than seven years; where the circumstances are more minor, a sentence of up to three years imprisonment or short-term detention is to be given.
Article 64 (2) of the Fire Protection Law of the People's Republic of China: If a fire is caused by negligence and does not constitute a crime, he shall be detained for not less than 10 days but not more than 15 days, and may also be fined not more than 500 yuan; where the circumstances are more minor, a warning or a fine of up to 500 RMB is to be given.
