The "Implementation Plan" clarifies that through the linkage of the central government and local governments, funds will be arranged to support the scrapping and renewal of eligible vehicles. From April 24 to December 31, 2024, individual consumers who scrap fuel passenger vehicles with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018 (inclusive), and purchase new energy passenger vehicles included in the Ministry of Industry and Information Technology's "Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax", will receive a subsidy of 10,000 yuan; If you scrap the fuel passenger car with emission standards of China III and below and purchase a fuel passenger car with a displacement of 2.0 liters or less, the subsidy is 7,000 yuan. In terms of policies benefiting the people, the "Implementation Plan" proposes to encourage all localities to promote the trade-in of household appliances by issuing consumption vouchers (consumption subsidies) and other means. For individual consumers to purchase green smart home appliances, the subsidy standard for consumption vouchers (consumption subsidies) can reach up to 10% of the sales price, and the subsidy standards shall be formulated and organized by each locality in combination with local conditions. At the same time, we will support financial institutions to launch consumer finance products for green smart home appliances, and encourage the reasonable development of special financing products such as preferential interest rates and flexible installments. The "Implementation Plan" also emphasizes that the participating enterprises in the trade-in of household appliances (home furnishings) must promise not to take the opportunity to raise prices, increase prices in disguise, and not force bundling, tying, etc., so that government subsidies can directly benefit consumers.
