Shaanxi, as one of the first provinces to implement the Western Plan, has recruited more than 20,000 volunteers since 2003. The services of the western Shaanxi Provincial Program are divided into five projects: rural education, rural construction, healthy villages, grassroots youth work, and rural social governance.
During the period of service, volunteers in the Western Region Program are entitled to a working and living allowance. Volunteers who have served for more than 2 years and passed the assessment will apply for the master's degree within 3 years after the expiration of the service period, and the total score of the preliminary examination will be increased by 10 points, and priority will be given to admission under the same conditions. The Program for College Students to Volunteer to the Western Region (hereinafter referred to as the Western Program) is a major talent project jointly organized and implemented by the Central Committee of the Communist Youth League, the Ministry of Education, the Ministry of Finance and the Ministry of Human Resources and Social Security.
Since its implementation in 2003, more than 500,000 college graduates and graduate students have been recruited to serve at the grassroots level in more than 2,000 counties (cities, districts, and banners).
