1. Subsidy object

Subsidies for large grain growers

1. Subsidy object

2. Declaration conditions
Subsidies for large grain growers: according to the large spring (rice + corn) and small spring (wheat) planting area of the first season, 50 acres of grain farmers, 100 acres of family farms, 300 acres of land share cooperatives, 500 acres of professional farmer cooperatives, 1,000 acres of agricultural industrialization leading enterprises directly engaged in grain planting, 30 acres of village collective economic organizations (including the "public land" retained by the village collective, the land under trusteeship, and the new cultivated land for land consolidation), etc., and the subsidy area is determined in various places.
Financial incentives and subsidies for large-scale production: The area of wheat, rice (including hybrid rice seed production), corn and soybean strip compound planting area in the city reaches 50 mu or more (the main body of hybrid rice seed production is 100 mu or more), and the comprehensive utilization rate of straw reaches 100% of the large-scale grain producers and operators, and the subsidy area is determined in various localities.
3. Subsidy standards
Subsidy for large grain growers: In 2023, Chengdu Plain will be 100 yuan/mu.

4. Redemption time

1. Subsidy object

Subsidies for the scrapping of agricultural machinery
1. Subsidy object
Individuals and agricultural production and operation organizations engaged in agricultural production within the scope of implementation, including rural collective economic organizations, professional farmer cooperative economic organizations, agricultural enterprises and other organizations engaged in agricultural production and operation.
2. Types of scrapping
Agricultural machinery that endangers personal and property safety as stipulated in the Regulations on the Safety Supervision and Administration of Agricultural Machinery, including tractors, combine harvesters, rice transplanters, motorized spraying (powder) machines, motorized threshers, feed (grass) crushers, grass cutters, etc.
3. Subsidy standards
The amount of subsidies for tractor and combine harvesters does not exceed the maximum amount of subsidies issued by the Ministry of Agriculture and Rural Affairs. In principle, the amount of subsidies for the scrapping of other agricultural machinery shall not exceed 30% of the purchase subsidy of the same type of agricultural machinery, and the subsidy for the scrapping of a single agricultural machinery shall not exceed 20,000 yuan in principle, taking into account factors such as transportation and dismantling costs. (See Annex 1 for details). The subsidy standard for scrapped part and the subsidy for the purchase of agricultural machinery will be adjusted simultaneously.
4. Scrapping conditions
According to the "Tractor Prohibition and Scrapping Standards" (GB/T16877-2008) and the "Technical Conditions for the Prohibition and Scrapping of Combine Harvesters" (NY/T1875-2010), those who meet one of the following conditions can apply for scrapping:
(A) small tractors scrapped for 10 years, large and medium-sized tractors for 15 years, crawler tractors for 12 years, self-propelled combine harvesters for 12 years. In the Sichuan Provincial Agricultural Machinery Safety Supervision and Management Information System registered as "large and medium-sized tractors" of the stock of variant tractors, the implementation of the "Motor Vehicle Compulsory Scrapping Standards Regulations" in the low-speed truck scrapping standards, scrapped year by year. The scrapping life of the walk-behind rice transplanter is 8 years, the scrapping life of the ride-on rice transplanting machine is 10 years, the scrapping life of the motorized spraying (powder) machine is 10 years, the scrapping life of the motorized thresher is 8 years, the scrapping life of the feed crusher with the supporting motor power less than or equal to 18kW is 10 years, the scrapping life of the feed crusher with the supporting motor power greater than 18kW is 12 years, and the scrapping life of the straw cutter is 10 years.
(2) Serious damage that cannot be repaired.
(3) The estimated cost of overhaul is greater than 50% of the price of similar new products.
(4) The technical condition is poor and there is no source of accessories.
(5) Eliminated by the state.
The subsidized scrapped agricultural machinery should have complete main components and a clear and legal source. The machinery and tools included in the license management need to provide the license issued by the county agriculture and rural department, and the registered owner of the machinery to be scrapped and the applicant for scrapping subsidies must be consistent; If there is no license or is not included in the license management, it shall have the nameplate or factory number, frame number and other equipment identity information, and the owner shall make a written commitment to the source and ownership of the machine.
5. Qualified agricultural machinery recycling enterprises
At present, the eligible scrapped agricultural machinery recycling enterprises in our county are Chengdu Xingyuan Renewable Resources Co., Ltd. The company has a scrapped motor vehicle recycling service station in Jintang County (address: No. 198, Xinlong Road, Zhao Town, Jintang County, Tel: 028-84926098).
Other enterprises, agricultural machinery maintenance enterprises or agricultural machinery cooperatives can also obtain a business license that includes the business scope of recycling productive scrap metal and non-productive scrap metal in accordance with the relevant provisions of the "Measures for the Management of Recycling of Renewable Resources", and propose to the County Agriculture and Rural Bureau to participate in the agricultural machinery recycling business after filing with the public security organ of the county people's government. It will be announced to the public after the qualification of the recycling enterprise is confirmed.
Recycling enterprises shall comply with the relevant national regulations on fire protection, safety and environmental protection, and carry out the recycling and dismantling of scrapped agricultural machinery in accordance with the "Technical Specifications for the Recycling and Dismantling of Scrapped Agricultural Machinery".
6. Operating Procedures
(1) Scrap the old machine. The owner voluntarily sells the agricultural machinery to be scrapped to the recycling enterprise, and the recycling enterprise shall check the information of the owner and the information of the agricultural machinery to be scrapped, and issue the "Sichuan Province Scrapped Agricultural Machinery Recycling Confirmation Form" to the owner, and register the brand model, license plate number, vehicle identification code, engine number and other relevant information of the scrapped machinery one by one; For the machinery and tools included in the license management, the recycling enterprise should check whether the scrapped machine owner and the registered owner of the machine, the registration information of the driving license and the information of the scrapped machine are consistent. The residual value of scrapped machinery and tools shall be determined by the agricultural machinery recycling enterprise and the owner in accordance with the principle of fair trade. Agricultural machinery recycling enterprises shall dismantle or destroy the main parts of the recovered agricultural machinery, and take photos for archiving, establish dismantling archives (the files should include nameplates or other original materials that can reflect the identity of agricultural machinery, and the retention period shall not be less than 3 years), form a record of the destruction of scrapped agricultural machinery and submit it to the County Agriculture and Rural Bureau for storage. Destructive treatment of engines and other components that are prohibited from production and sale by the state. The county agriculture and rural bureau supervises the dismantling or destruction of agricultural machinery by recycling enterprises.
(2) Cancellation of registration. The owner of the machine included in the license management (if the agent is entrusted, a written power of attorney is required) holds the "Sichuan Province Scrapped Agricultural Machinery Recycling Confirmation Form" and the original driving license, license plate and other relevant licenses, and goes to the County Administrative Examination and Approval Bureau to go through the license cancellation procedures in accordance with the law. After checking the information of the owner and scrapped agricultural machinery, the county administrative examination and approval bureau shall endorse the words "cancellation registration" on the "confirmation form".
(3) Application and redemption of subsidies. The owner shall apply for scrap subsidy at the Agricultural Machinery Extension Station of the County Agriculture and Rural Bureau with a valid "Sichuan Province Scrapped Agricultural Machinery Recycling Confirmation Form", "Letter of Commitment for the Origin of Agricultural Machinery", ID card or business license, social security card or corporate account. No more than 3 machines and tools enjoy scrap subsidies within an individual year, and no more than 5 machines and tools enjoy scrap subsidies within a year for agricultural production and operation organizations. The subsidy fund application, fund redemption process and distribution method shall be implemented in accordance with the relevant system of purchase subsidy, and the subsidy funds paid to individuals shall be issued through the social security card "one card", and the subsidy funds paid to agricultural production and operation organizations shall be issued through the public account.
(4) Strengthen information disclosure.
