Research on the application of smart cities at the county level

Accelerating the construction of smart cities is a major decision made by the CPC Central Committee and the State Council to improve the level of urban management services and promote the scientific development of cities, and is an important starting point for the implementation of the strategy of building a strong network country. Smart cities are of great significance in achieving sustainable urban development, leading the application of information technology, and enhancing the comprehensive competitiveness of cities. In order to achieve the overall goal of a moderately prosperous society in an all-round way and the "two centenary" goals, the mainland must make up for the shortcomings at the county level in the process of smart city construction and promote the development of county-level smart cities in the direction of informatization, digitalization and intelligence. At present, there are three types of county-level smart city construction: one is to strengthen mechanism innovation and realize multi-party collaborative management and services, the second is to develop characteristic industries and comprehensively promote supply-side structural reform, and the third is to transform infrastructure and comprehensively improve the level of infrastructure intelligent services.

This paper introduces the current situation and development direction of county-level cities in economic development, and compares and analyzes the characteristics of smart cities in different stages of development. In the context of the development of new quality productivity, the importance and urgency of building county-level smart cities for social transformation, social governance, urban management, and people's livelihood services are further analyzed. At the same time, taking a county in Gansu Province as an example, this paper focuses on the construction architecture ("1+1+1+N") and technology application innovation of county-level smart cities, and looks forward to the infinite possibilities of digital transformation of county-level cities in the future.

Analysis of the current situation of smart city development

The development of the county is not only related to the overall situation, but also an important link in the realization of the "two centenary" goals. Since the 19th National Congress of the Communist Party of China, the mainland has made fruitful achievements in the construction of new rural areas, rural revitalization, and urban-rural integration, but the problems such as the weak mobility of resource elements in the county, the low degree of government service data sharing, and the backward level of social governance are still prominent, especially the proportion of the digital economy is not high, and the economic structure needs to be adjusted and optimized urgently. These problems have seriously restricted the high-speed and high-quality development of the county-level economy, and county-level cities urgently need to accelerate the pace of industrial digitization and digital industrialization, actively connect with higher-level cities, and develop in the direction of digitalization, informatization, and digital intelligence.

Taking into account factors such as policy guidance, technology promotion, and industrial promotion, the development of smart cities in mainland China can be divided into four stages (as shown in Figure 1). From 2008 to 2014, each administrative region put forward preliminary construction ideas according to its own smart city development needs and prospects, but did not specify the construction standards and scale. From 2014 to 2015, the state established the "Inter-ministerial Coordination Working Group for Promoting the Healthy Development of Smart Cities", and multi-departments worked together to jointly guide the construction of smart cities in various places, and initially established a relevant evaluation system for smart cities. The period from 2015 to 2020 is a breakthrough period, and smart cities have risen to the national strategic level, and the importance of smart cities in realizing sustainable urban development, leading the application of information technology, and enhancing the comprehensive competitiveness of cities has become more and more prominent. Since 2020, technologies such as the Internet of Things, cloud platforms, and AI (artificial intelligence) have provided new "soil" for the development and growth of smart cities. In the future, the development of smart cities will be extended to the county level, with the smart county as the "link", it will play a role in the development of cities and towns, and form a global intelligent development of "digital village, smart county, and smart city".

Under the new quality productivity, the urgency and necessity of county-level smart city construction

The capacity of public services is not strong, and it cannot meet the development needs of efficient and convenient public services

Efficient and convenient public services require the government to build a smart city platform that is connected from top to bottom and horizontally coordinated, so as to achieve cross-departmental data integration, system integration and business integration. However, at present, the application practice of county-level cities in the fields of big data, AI, Internet and other technologies is insufficient, and it is difficult to conduct real-time monitoring and in-depth research and judgment of government activities in the fields of economic operation, market supervision, social governance, ecological and environmental protection, energy utilization, education and medical care, employment and pension, social security, etc., and the "shortcomings" of existing public service capabilities are more prominent.

There is a gap between the status quo of urban construction and the goal of sharing data and information resources

There are three problems with data sharing in county-level urban construction. First, some government data is still left within various departments, and has not been digitized and transformed into data information, so that the data in the existing government big data system is only a small part of the overall data and does not have much reference value; Third, the shared data in the government big data system is still in a relatively closed state, only operating on the internal platform of government agencies, and is not interconnected with the people's data, and there is a big gap between the construction of the platform and the original intention of "urban construction and interconnection, and the system is 'easy to use and practical'".

The concept of intensive construction is lagging behind, and it is necessary to form a unified foundation support

Most of the information system construction in a county in Gansu Province is carried out by departments, and the problems of decentralization and fragmentation are prominent, and there are a large number of duplicate construction problems such as security systems and operation and maintenance systems, so it is urgent to build a smart city platform in a large-scale, intensive and integrated manner, so as to realize the data integration of "cross-domain, cross-level and cross-system", and provide unified data analysis capabilities, security capabilities, general component capabilities and cross-departmental data service capabilities for the business systems of various departments, and form a unified basic support for intensive construction.

The unified command capability is insufficient, and it is necessary to build an operation command center

Each department in a county in Gansu Province has a set of vertical vertical management system, but in order to run through each independent "information island" horizontally, it is also necessary to establish a cross-departmental and cross-system information platform, integrate different departments and different professional systems, give full play to the benefits of urban comprehensive management, and use information technology as a "glue" to connect the separated businesses and make up for the "shortcomings" in integrated management. Through the integration of the business and information of various departments, a unified operation sign monitoring system at the county level is established, so that city managers can grasp the whole picture of the city through a single view. At the same time, the comprehensive operation situation of the city is shared with various departments to help them more effectively organize and coordinate the business they are in charge of, and open up the work boundaries of each department, establish a unified event coordination system, comprehensively improve the comprehensive management level of the city and the efficiency of emergency response, and provide comprehensive decision-making support for city managers.

County-level smart city construction architecture

The construction of a smart city project in a county in Gansu Province is based on digital industrialization and industrial digitalization, and is carried out in accordance with the overall architecture model of "1+1+1+N" (as shown in Figure 2). "One cloud" is used for the deployment of various application systems in county-level smart cities; "one center" refers to the intelligent supporting equipment of the new command and dispatch center and IOC (smart city intelligent operation center); "one platform" includes big data platform, The sharing and exchange platform and CIM (City Information Model) support platform, as well as the construction of a video cloud platform, the construction of an urban AI platform, based on data aggregation and governance, the construction of intelligent video AI capabilities, and the provision of CIM services and other basic service capabilities, industry application systems include N application systems such as smart heating, smart parking, smart emergency, smart rivers and lakes, and smart transportation, covering social governance, industrial economy, social construction, people's livelihood services, etc.

Research on the application of smart cities at the county level

Technological innovation in the construction of county-level smart cities

The first is to realize the "aggregation, storage, communication, use, and management" of data resources. "Gathering" refers to gathering data and capabilities to gather, integrate, and integrate data from various departments, fields, and types; "Storage" refers to storing source data, leaving new data, accelerating the integration of multiple data, and realizing high-efficiency and low-cost storage of various structured and unstructured data; "Communication" refers to system communication and data communication, establishing a unified data processing center, breaking through departmental "barriers", and promoting the openness, sharing, and collaboration of data across levels, departments, and businesses; "Use" refers to serving data to the masses. "Management" refers to the management of standards and security, and the integration and processing of multiple data in a scientific, reasonable and standardized manner, so as to ensure the application security of massive data in an all-round way.

The second is to realize the intensive provision of general service capabilities. The construction of a county-level intelligent management platform will transform the application and construction of smart cities from a "chimney-style" decentralized and repetitive construction model to a co-ordinated and intensive construction model, and various departments will build personalized business applications on the basis of general capabilities to achieve the effect of "spending less money and doing more and better things".

The third is to make people's lives more convenient. Highlight the people-oriented, realize the information to benefit the people, build a unified portal APP for county-level smart cities, improve the intelligent level of public services, improve the quality of public life and urban taste, and build a modern county-level smart city that is "convenient, safe, open and secure".

Fourth, improve the business coordination ability of government departments. The construction of the operation command center realizes the centralized display and intelligent analysis of urban operation monitoring data, monitoring data, statistical reporting data, event data, and task data, realizes the comprehensive command and full viewing of daily events, and the special command and full scheduling of specific events, and shows the positive, efficient and intelligent management and governance image of county-level cities.

Application innovation in the construction of county-level smart cities

1. Digital twin system

The smart heating module can be equipped with GIS (geographic information system) 3D visual operation and maintenance system, combined with on-site rapid acquisition technology, to efficiently and accurately establish a digital twin of the heating system, provide an interactive virtual heating system, continuously compare the actual operation data with the simulation data, rehearse the system response plan for key safety events, and realize accurate simulation, control and visual operation and maintenance, thereby reducing maintenance costs. Improve the maintenance effect, realize intelligent fault diagnosis and intelligent scheduling optimization of the heating system.

2. Explicit data elements

Combined with the visual IDE (integrated development environment), the explicit function of each system data element can be realized, which can not only call the IDE to dynamically adjust the display content and style, but also realize the dynamic linkage between the large and small screens in the system, and realize the effect of data "rolling" and "drilling" data.

3. Map oblique photography

Through the UAV flight control technology, the entire county scene is photographed in multiple directions from the air, and through efficient and professional data collection and processing, a high-precision 3D model is generated, forming an oblique photography effect of all counties, allowing users to observe the ground objects from multiple angles, reflecting the actual situation of the ground objects more realistically, and making up for the shortcomings of the application based on 2D maps and traditional virtual 3D models.

4. Visualized centralized access of IoT devices

Build an Internet of Things visualization centralized access platform with integration, connectivity, data processing, remote management, automation, intelligence and other functions, effectively solve the unified access problem of multiple brands, manufacturers and products, realize "building block" drag-and-drop access, and improve the overall efficiency and collaborative work ability of the system.

After the completion of a smart city in a county in Gansu Province, through digital means, it can effectively improve the management efficiency of the government, reduce the cost of information exchange between government agencies, and speed up the decision-making and implementation; through big data analysis technology, it can predict and analyze the public demand in advance, prepare for services, and improve service quality and satisfaction; through the Internet of Things perception technology, real-time perception and monitoring of urban operation data, effectively reduce the energy consumption of urban operation, reduce the cost of urban operation and management, and improve the utilization rate and management efficiency of county resources. Innovate the county-level economic development model and promote the optimization and upgrading of the industrial structure.

epilogue

This paper introduces the development process of smart cities from the exploration period, adjustment period, breakthrough period to integration period, focuses on the analysis of the urgency and importance of county-level smart city construction, and focuses on the construction architecture and technological innovation application of county-level smart cities. In the future, the construction of county-level smart cities should combine the advantages of local resource endowments, take differentiated routes according to local conditions, make full use of the characteristics of county-level cities with strong customization and flexibility, and do not blindly apply the development template of large and medium-sized cities. At the same time, the construction of county-level smart cities should be deeply connected with the overall layout of higher-level smart cities, give full play to the advantages of county-level cities, gradually release county-level resources, avoid "large and complete" construction content, and focus on "usable and easy to use".

It is believed that in the future, relying on the new generation of information and communication technologies such as big data and AI, as well as edge computing, monitoring and early warning, and multimedia applications, county-level cities can be built into new cities with convenient services, refined management, livable ecological environment, intelligent infrastructure, and long-term network information security.
