On April 30, in order to implement the "Guiding Opinions of the State Council on Further Optimizing Government Services, Improving Administrative Efficiency, and Promoting "Efficient Completion of One Thing" (Guo Fa [2024] No. 3) and promote the realization of "one thing" government service for efficient opening of road freight enterprises, the Ministry of Transport and the State Administration for Market Regulation jointly formulated the "Implementation Plan for Efficiently Completing One Thing and Promoting Efficient Opening of Road Freight Enterprises" (hereinafter referred to as the "Plan").
The "plan" makes it clear that enterprises in the application for road cargo transport business license (dangerous goods road transport business, the use of a total mass of 4,500 kg and below ordinary freight vehicles engaged in general freight operations), ordinary road cargo transport vehicles "road transport certificate" distribution and other government service matters, the implementation of "one time to submit materials, one integrated finish" of the "one thing at a time" service, the time limit for processing is 5 working days.
The "Plan" requires that before the end of June 2024, the provincial (autonomous region, municipal) transportation, market supervision and other departments should strengthen departmental coordination, jointly formulate and issue the provincial implementation plan, and the provincial (autonomous region, municipal) Internet government service platform will fully open the "one thing" acceptance port for road freight enterprises, and the government service center of the local people's government at or above the county level will open a comprehensive service window for the "one thing" of road freight enterprises, so as to realize the one-time submission of materials, A one-time integrated service, all localities have formed a sound and perfect management system for the establishment of road freight enterprises, as well as a normalized cross-departmental (transportation, market supervision, data resource supervision and other departments) and cross-regional data exchange and sharing mechanisms, which have greatly reduced the processing time and service costs, and improved the overall efficiency of online and offline government services.
By the end of September 2024, the Ministry of Transport's Internet Road Transport Convenience Government Service System (hereinafter referred to as the "Ministry of Transport Convenience Government Affairs System") will launch the "One Thing" online handling area for road freight enterprises to provide support for inter-provincial handling and data sharing.
In order to achieve the goal of "one thing" for the efficient establishment of road freight enterprises (including individual industrial and commercial households), optimize the government service process involved in the establishment of road freight enterprises, strengthen business collaboration and data sharing, open the business acceptance module online, and realize the "whole process of online office and one-network operation"; The service materials are simplified, the service cost is minimized, the convenience of enterprises and the people is maximized, and the sense of gain and satisfaction of the people is comprehensively improved.

5. Licensing Conditions
(A) the application to engage in road freight transport business, shall meet the following conditions:

2. There are drivers who meet the specified conditions;
3. Have a sound safety production management system.
(B) the application for the issuance of ordinary road cargo transport vehicles "road transport certificate", shall meet the following conditions:
1. The vehicle must be registered in the name of the business owner or operator;
2. The nature of the use of the vehicle is freight;
3. The vehicle is qualified for inspection, and the technical level of the vehicle should reach the second level or above;
4. The vehicle meets the requirements for verification of compliance;
5. Semi-trailer tractors and heavy-duty trucks (ordinary freight vehicles with a total mass of 12 tons and above) should be installed with dynamic monitoring and positioning devices and access to the monitoring platform;
6. The model meets the actual business needs.
6. Submission of materials and information sharing methods
(1) To apply for road cargo transport business, materials to be submitted:
1. Application form for the establishment of a road freight enterprise (submitted by the applicant or filled in online);
2. Business license of the enterprise*;
3. ID card of the legal representative (person in charge)*, ID card of the person in charge* and power of attorney;
4. Information sheet of purchased and proposed vehicles. Submission of purchased vehicles: motor vehicle driving license*, motor vehicle registration certificate*, road transport vehicle compliance verification record form Δ, motor vehicle safety technical inspection report (including vehicle technical grade) Δ, vehicle satellite positioning information (provided by vehicles with a total mass of 12 tons and above), 45° angle photo in front of the vehicle;
5. Employing the driver's information form, the driver's motor vehicle driver's license*, the driver's qualification certificate◎; if the driver has not been hired, submit the letter of commitment of the driver to be hired;
6. The text of the safety production management system (individual industrial and commercial households submit a letter of commitment for safe operation).

7. Vehicle satellite positioning information (provided by vehicles with a total mass of 12 tons and above) □;
8. Photo of the front of the vehicle at a 45° angle.
Note: * materials can be obtained through market supervision, public security departments government data sharing (involving motor vehicle driving license, motor vehicle registration certificate data sharing in accordance with the relevant provisions of the body of the implementation plan); Δ materials can be obtained through the road transport vehicle inspection and testing information system; ◎ materials can be obtained through the road transport management information system sharing; □ materials can be obtained through the key operating vehicle dynamic monitoring system. If the above materials cannot be obtained through data sharing, they must be uploaded by the applicant by taking photos or scanning.
