Since 1995, the Ministry of Labor (formerly) and the Ministry of Finance have released the information on the adjustment of retirement benefits every year, which is called the adjustment of the basic pension of enterprise retirees. What will be the increase in pensions in 2024?
In fact, as early as 1995, the state was clearly determined according to the growth rate of 40%~60% of the average wage in the local society. At that time, the mainland had just established a pension insurance system, and the adjustment of pensions was also in the practical stage, so many things were very different from now. In 2006, the state also issued a notice to adjust the pension adjustment for 2005, 2006 and 2007. The linkage ratio is also based on a certain proportion of the average wage growth rate of the enterprise's on-the-job employees in the previous year, which is 60%, 100% and 70% respectively.
Since 2008, the adjustment range of pensions has been announced and implemented by the Ministry of Human Resources and Social Security and the Ministry of Finance, and the adjustment range for this year is determined to be 10%. This adjustment continued into 2015.
In 2016, government agencies and institutions also basically completed the reform of the pension insurance system, and the state began to uniformly adjust the pensions of personnel in enterprises and government institutions. Due to the increase in pensions after many years, the wage growth rate has slowed down, and considering the long-term pressure brought by the aging of the mainland, the pension growth rate was only 6.5% that year. In the following years, it has also shown a downward trend year by year, but after 8 consecutive years of adjustment, the pension adjustment ratio in 2023 will still reach 3.8%.
Since 2008, there has not been a single increase in pensions that has exceeded the exception of the previous year. The decline in the growth rate of pensions has not exceeded the situation of the previous year, and the decline has narrowed to 0.2 percentage points last year. Pension adjustments are carried out in accordance with three ways: fixed adjustment, linked adjustment, and appropriate tilt. For example, according to the pension adjustment plan of Shandong Province in 2023, the pension is 3,000 yuan, the payment period is 30 years, and the increase in the amount of money is 41 yuan for the fixed amount, 40 yuan for the payment period, and 37.5 yuan for the pension level, with a total increase of 118.5 yuan. The growth rate was 3.95 percent, which was only 0.15 percentage points short of the average of 3.8 percent.
