The reporter learned from the press conference held by the National Immigration Administration on April 28 that in order to serve and promote high-level opening up and high-quality development, serve and ensure the implementation of major national strategies, and comply with the new expectations and new requirements of the people, the National Immigration Administration has decided to officially implement six policies and measures for the entry and exit management of convenience and benefit enterprises from May 6, 2024:

1. In 20 cities including Beijing, the "whole process of online processing" for the renewal and reissuance of entry documents will be implemented on a pilot basis. Residents over the age of 16 in 20 cities including Beijing, Tianjin, Shenyang, Harbin, Shanghai, Nanjing, Hangzhou, Ningbo, Hefei, Xiamen, Jinan, Qingdao, Zhengzhou, Guangzhou, Shenzhen, Zhuhai, Chongqing, Chengdu, Kunming and Xi'an can apply for the renewal of ordinary passports, permits for travelling to and from Hong Kong and Macao, and permits for travelling to and from Taiwan. The exit-entry administration authority of the public security organ at the place of household registration shall examine and approve and issue a certificate within 7 working days if the application requirements are met, the application materials are complete, and the statutory requirements are met.

2. The business endorsement to Hong Kong and Macao shall be "smart and express" and "nationwide". Mainland residents can apply for a business endorsement to Hong Kong and Macao at any of the exit and entry administration windows of public security organs across the country.

3. Six categories of talents in Beijing and Shanghai can apply for the endorsement of talents to Hong Kong and Macao. The endorsement policy for talents in Hong Kong and Macao will be expanded from the mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area to Beijing and Shanghai. Six categories of talents, including outstanding talents, scientific research talents, cultural and educational talents, health talents, legal talents and management talents, working in Beijing and Shanghai, may apply for multiple talent endorsements for Hong Kong and Macao with a validity period ranging from 1 to 5 years, either alone or at the same time, and stay in Hong Kong or Macao for no more than 30 days each time.

4. The period of stay in Hong Kong and Macao for holders of business endorsements to Hong Kong and Macao has been extended from 7 days to 14 days. For Mainland residents holding a business endorsement to Hong Kong or Macao, the duration of each stay in Hong Kong or Macao will be extended from the current 7 days to no more than 14 days.

5. Issuance of multiple "other" endorsements for 1 year to Macao. Mainland residents who go to Macao for exhibitions, medical treatment, performing arts and other activities may apply for a one-year multiple-entry endorsement for "other" endorsements at the exit-entry administration window of any public security organ nationwide with relevant supporting documents. Among them, for those who go to Macao for medical treatment, 1 to 2 escorts are allowed to apply for the same type of endorsement.

6. Persons participating in the "Hengqin and Macao Tour Groups" can travel back and forth to Hengqin and Macao multiple times. Mainland residents participating in the "Hengqin and Macao Tour Groups" can apply for a group travel endorsement marked "Hengqin and Macao Tourism" at the exit and entry administration windows of any public security organs across the country with the application materials. After entering Macao, participants can travel back and forth between Hengqin and Macao through Hengqin Port for many times within 7 days.
