  On the evening of April 29, the evaluation team of the referee committee of the Chinese Football Association held the fifth (20240429) referee evaluation work of this season. According to the club's appeal opinions, a total of 10 precedents from the Chinese Super League, China League A, China B and Women's Super League were reviewed in this issue. The review team found that the final penalty was correct in 6 cases and the final penalty was wrong in 4 cases. The 10 cases included four referee errors, one assistant referee error and two VAR intervention errors.

  The council still adopts the form of video conference, inviting the personnel of the discipline inspection and supervision team of the Central Commission for Discipline Inspection in the General Administration of Sports and representatives of authoritative media to attend the meeting, and adopts the form of collective discussion and individual expression of opinions by the members of the review group, and draws the following conclusions:

  Case 1: In the 8th round of the Chinese Super League, Zhejiang VS Beijing Guoan, in the 82nd minute of the game, when the No. 45 player of the Zhejiang team and the No. 17 player of the Beijing Guoan team were scrambling in the latter's penalty area, the two sides made physical contact and fell to the ground. The referee did not give a foul, VAR intervened, and after the referee was on the scene to review it, he changed the foul to the No. 17 player of the Beijing Guoan team and awarded a penalty.

  Regarding this precedent, the majority of the members of the review group held that the No. 45 player of the Zhejiang team committed a foul first during the scramble, and the subsequent actions of the No. 17 player of the Beijing Guoan team should not be regarded as a foul, and the referee's decision to change the penalty was wrong, and the VAR intervention was wrong.

  In this case, the members of the review team unanimously agreed that the No. 20 player of Shanghai Shenhua team was in an offside position when his teammate's shot touched the ball, and the action of dodging the ball was an obvious act that affected the opponent's goalkeeper's ability to handle the ball, which constituted an offside foul interfering with the opposing team, and the first assistant referee's offside decision was correct, the referee's decision to invalidate the goal and uphold the penalty after reviewing was correct, and the VAR intervention was wrong.

  Case 3: In the 6th round of the Chinese Second League, Dalian Kuncheng VS Hubei Youth Star, in the 3rd minute of the game, after the free kick of the Dalian Kuncheng team in the front court, the No. 13 player of the team made an action in the offside position, and then the goalkeeper of the Hubei Youth Star team saved and the Dalian Kuncheng team made a supplementary shot, the ball entered the goal, and the referee ruled that the goal was valid.

  Regarding this precedent, the members of the review team unanimously agreed that the No. 13 player of Dalian Kuncheng team was in an offside position when his teammate took a free kick and touched the ball, and his follow-up actions affected the opponent's goalkeeper's ability to handle the ball, constituting an offside foul that interfered with the opposing team's players, and the second assistant referee missed the offside foul, and the referee's decision to award the goal was wrong.

  Case 4: In the 5th round of the Women's Super League, Beijing Yuhong Xiu Women's Football Team VS Changchun Volkswagen Excellence Women's Football Team, in the 41st minute of the game, the No. 16 player of the Beijing team broke through to the opponent's penalty area with the ball, and the No. 3 player of the Changchun team tackled, both sides fell to the ground, and the referee did not make a penalty.

  Regarding this precedent, the members of the review group unanimously agreed that, judging from the existing video, the contact between the two sides occurred outside the penalty area, there was no evidence of foul in the defensive action of Changchun Team No. 3, and the referee's position and observation angle at that time were very good, and his decision should be supported. Therefore, the referee's decision not to foul was correct.

  Case 5: In the 5th round of the Women's Super League, Beijing Yuhong Xiu Women's Football Team VS Changchun Volkswagen Excellence Women's Football Team, in the 82nd minute of the game, the No. 2 player of the Changchun team touched the ball with his arm in the penalty area. The referee did not give a penalty.

  Regarding this precedent, the members of the review group unanimously held that after the No. 2 player of the Changchun team took the initiative to kick the ball, the ball bounced and touched his arm, and his arm was in a reasonable position under the current body movement, which was not a handball foul. The referee made the correct decision not to foul.

  Case 6: In the 5th round of the Women's Super League, Beijing Yuhong Xiu Women's Football Team VS Changchun Volkswagen Outstanding Women's Football Team, in the 90+5 minute of the game, the No. 25 player of the Changchun team and the No. 24 player of the Beijing team fought in the penalty area of the Changchun team and fell to the ground. The referee did not give a penalty.

  Regarding this precedent, the majority of the members of the review group believe that, judging from the existing video, the physical contact between the two sides during the scramble is normal, and the actions of the Changchun defenders do not constitute a foul. The referee made the correct decision not to foul.

  Case 7: In the 8th round of the Chinese League, Heilongjiang Bingcheng VS Shanghai Jiading Huilong, in the 69th minute of the game, the No. 22 player of the Heilongjiang Bingcheng team fouled the No. 7 player of the Shanghai Jiading Huilong team, and the No. 7 of the Shanghai Jiading Huilong team then hit the No. 22 of the Heilongjiang team, and the referee awarded the No. 22 foul of the Heilongjiang team and showed him a yellow card, and showed a red card to the No. 7 of the Shanghai Jiading Huilong team for violent behavior.

  Case 9: In the 8th round of the Chinese League, Heilongjiang Bingcheng VS Shanghai Jiading Huilong, in the 23rd minute of the game, the Heilongjiang Bingcheng team won a corner kick, after the corner kick was issued, the ball rebounded and made physical contact with the No. 10 player of the Shanghai Jiading Huilong team, and the referee awarded the Shanghai Jiading Huilong team No. 10 handball foul and awarded a penalty kick.

  Regarding this precedent, the members of the review group unanimously agreed that, judging from the existing video presentation, the ball did not touch the arm of the No. 10 player of Shanghai Jiading Huilong, which did not constitute a handball foul. The referee's decision to take a handball foul and a penalty on the spot was wrong.

  Case 10: In the 8th round of the Chinese League, Heilongjiang Bingcheng VS Shanghai Jiading Huilong, in the 86th minute of the game, Shanghai Jiading Huilong team No. 31 entered the opponent's penalty area with the ball, and fell to the ground after physical contact with the opposing player, Shanghai Jiading Huilong team No. 31 got up and continued to dribble the ball, and then fell to the ground after physical contact with the opponent's No. 2 player, and the referee did not make a foul.

  Regarding this precedent, the members of the review group unanimously agreed that the two physical contacts between the players of the Heilongjiang Bingcheng team did not constitute a foul, and the action of Shanghai Jiading Huilong Team No. 31 falling to the ground for the second time was an element of deliberately exaggerating the degree of contact, and it was not caused by the opponent's actions. The referee made the correct decision not to foul.

  The Chinese Football Association will continue to uphold the principles of fairness, impartiality and openness, actively accept feedback and appeals from clubs, and conduct comments on key precedents and typical precedents with high social concern and conducive to unifying the penalty scale, and announce the results of the review to the public, and impose internal penalties on referees who have made relevant mistakes and omissions.
