"Don't panic, evacuate in an orderly manner, and move to a safe place ......" Recently, more than 90 people from Chongqing Street organized village (community) emergency response team members, volunteers and mass representatives to carry out flood control and disaster relief emergency rescue drills.
The drill simulated the heavy rain and flood in the West River Basin under the influence of continuous heavy rainfall, and focused on 12 key tasks such as risk avoidance, evacuation, transfer, self-rescue and mutual assistance, and evacuation.
"Recently, our villages (communities) have organized personnel to conduct drills. Through real combat training, the level of flood prevention and disaster relief, emergency response and coordination of emergency response team members will be tested, and the ability to respond to flood prevention and rescue will be further improved. The relevant person in charge of Chongqing Street said.
Huaiyuan Town
On April 28, Huaiyuan Town organized more than 200 people to carry out an emergency drill for flood control and disaster relief. The drill simulated a landslide in 8 groups of flash flood hazard areas in Sanguan Village, threatening the safety of people's lives and property.
In view of the danger, each emergency response team is responsible for the transfer of people in the threatened area, or responsible for organizing emergency treatment and transfer of injured people to the hospital for treatment, or carrying out public security patrols at the disaster site, or responsible for rainfall monitoring and inspection at the point.
After one hour of rescue, the rescue teams coordinated and cooperated to complete the transfer and treatment of the injured, properly resettle the threatened people, and successfully completed the emergency drill.
In addition to emergency drills, the town has also made great efforts in material reserves and strengthening personnel on duty, and has made every effort to build a "safety dam" for flood prevention and disaster reduction.
Wenjingjiang Town
Recently, Wenjingjiang Town issued a "mobilization order" for pre-flood preparations, and carried out two training sessions on land disasters and mountain flood flood prevention; compiled emergency plans for flood prevention and drought control and geological disaster prevention and control, and adjusted and implemented the responsible persons and monitors for flash floods and land disasters at the town and village levels; strictly implemented the 24-hour on-duty system, consolidated and improved the four-level group measurement and group prevention network system of "towns, villages, communities, and points", and incorporated flood prevention and disaster reduction monitoring into the daily management of 45 grids in the town; Online monitoring systems such as the flash flood early warning system adopt the "manual + technology" investigation mode to monitor the signs of disasters at hidden danger points in real time.

The reporter learned from the Chongzhou Municipal Water Affairs Bureau that since the beginning of this year, the city has actively set up a flood control team and strengthened material reserves, up to now, a total of 199 rescue teams (12 municipal professional rescue teams, 15 town street rescue teams, 172 village community rescue teams), 2,811 personnel, more than 2,000 municipal main reserves of flood control lead wire cages, more than 3,700 hexahedrons, about 130,000 woven bags, 634 life jackets, 2 assault boats, etc., and each town (street) has also stockpiled sufficient flood control materials to ensure that it can be mobilized and used in the event of a disaster.
Strengthen monitoring and early warning to ensure the smooth flow of information. An electronic fence system has been set up in mountainous areas, important river sections, and flash flood risk areas to remind the passing public to take safety precautions through text messages, and more than 440 sets of video cameras and other sensing devices have been built in important river and lake sections and key points to ensure that the water and rain conditions of major rivers and lakes and key points are grasped at the first time.
Strengthen drills and publicity, and improve risk avoidance capabilities. Up to now, the city has carried out a total of 41 emergency drills for flood prevention and disaster reduction, with 1,205 participants, including 23 emergency drills for flash floods, 53 for flood prevention and disaster reduction, more than 10,000 copies of publicity materials, and 31 training sessions for flash flood prevention knowledge, with more than 2,000 trainees. At present, flood control drills at all levels are being carried out in an orderly manner, and it is expected that the city's important points and flash flood danger areas will be fully covered by mid-May.
