These measures shall apply to the application of persons who come to Guangzhou for their school-age children who are not registered in Guangzhou City for places in public schools at the beginning of the compulsory education stage in Tianhe District or private schools where the government purchases degree services. These measures do not apply to the children of those who meet the conditions of policy care for students in the compulsory education stage of Guangzhou.

Apply for admission to the points-based system in Tianhe District
What are the requirements?
Persons who come to Guangzhou to apply for admission to the points system in Tianhe District for their children shall meet the following conditions:
(1) Before submitting the application for admission to the points system in Tianhe District, the personnel coming to Guangzhou shall be approved through the "Guangzhou Personnel Points System Service Management Information System".
(2) Persons coming to Guangzhou hold a valid "Guangdong Provincial Residence Permit" handled in Guangzhou for 1 consecutive year (the deadline is August 31 of the year of applying for the points-based admission), and meet one of the following conditions:
1. Legal and stable residence in Tianhe District;
2. Legal and stable employment in Tianhe District (subject to the payment of social insurance in Tianhe District in accordance with the law);
3. Start a business in Tianhe District;
4. The children of the migrants have the primary school status in Tianhe District and apply for the first grade of junior high school.
(3) The children of those who apply for the first grade of primary school should be at least 6 years old as of August 31 of the current year (including August 31), have not yet enrolled in school, and have not obtained primary school status;
Where school-age children or adolescents need to postpone their enrollment due to their physical condition, they shall obtain approval from the administrative department of education of the people's government at the county level or the township people's government at the place of their household registration.
In addition, the measures also mention that the children of migrants who have not participated in the points-based admission application, do not meet the application conditions of the points-based admission system, or participated in the points-based admission application but have not obtained a degree, can choose to enroll in eligible private schools.
If a private school that implements the government's purchase of degree services is suspended, and the students who were originally enrolled in the private school's points-based system are transferred to other private schools in the district, they will still enjoy the government's funds for the purchase of private school degree services.
Points-based admission application process
(1) Apply for Guangzhou points.
Applicants who sign up for the admission of the points system in Tianhe District should first log in to the "Guangzhou Personnel Points System Service Management Information System" to apply for points and verify the scores.
(2) Apply for admission to the points system in Tianhe District.
After obtaining the approved score of the "Guangzhou Personnel Integral System Service Management Information System", the applicant shall log in to the "Integral System Enrollment System for the Children of Persons Coming to Guangzhou District", register for the admission of the Tianhe District Integral System, and fill in the relevant information.
(3) Review the applicant's qualifications and points.
The District Human Resources and Social Security Bureau organizes all relevant functional departments and sub-district offices to review the applicant's application qualifications and the points of the Tianhe District points index. If the applicant's total points are the same, they will be ranked from highest to lowest in the following order:
1. The number of months to apply for the "Guangdong Provincial Residence Permit" in Tianhe District;
2. The number of months of legal and stable residence in Tianhe District;
3. The number of months of legal and stable employment or entrepreneurship in Tianhe District;
4. The score obtained on the "Guangzhou Personnel Points System Service Management Information System".
(4) Publicize and publish the applicant's qualifications and score results.
The District Human Resources and Social Security Bureau shall publicize the results of the review of the applicant's application qualifications and points, and the publicity time shall not be less than 3 working days. If the applicant has any objection to the publicity result, he or she can file an appeal on time, and after being reviewed by the relevant functional departments, the District Human Resources and Social Security Bureau will announce the ranking of eligible applicants.
(5) Determine the degree.
According to the list provided by the District Human Resources and Social Security Bureau, the District Education Bureau shall carry out the work of filling in the voluntary application for school places, and make overall arrangements for the children of migrants to enroll in public schools or private schools where the government purchases degree services.
(6) Registration and registration.
The children who have moved with them shall go through the registration formalities at the school where they are admitted on time. Those who fail to register within the time limit or do not obey the arrangement will be deemed to have automatically given up their degree.
According to these measures, the children who register and actually study in private schools in Tianhe District shall be allocated to private schools by the District Education Bureau in accordance with the standard of 5,000 yuan per person per year for primary school students and 6,000 yuan per person per year for junior high school students, and the private schools will distribute the funds for the purchase of degree services to students or directly use them to offset the tuition and miscellaneous fees payable by students according to the requirements.
Students who have already enjoyed the government purchase of private school degree service funds for point enrollment will not be entitled to the government purchase of private school degree service subsidy funds repeatedly.
