As early as 1949, when he was in Shangrao, Wang Bingzhang was about to be transferred, and Yang Yong planned to transfer Dai Runsheng of the 16th Army to the 17th Army.

Because Yang Yong did not directly order him to go to the Seventeenth Army, Dai Runsheng thought that the matter was over.
The time at home passed in a hurry, and when Dai Runsheng returned to the 16th Army, he was surprised to find that his luggage was gone.
He hurriedly inquired, and then learned that his luggage had already been moved to the 17th Army, and it was the political commissar of the 17th Army and the director of the Political Department who personally helped him move home.
At this point, Dai Runsheng didn't say anything more. In this way, Dai Runsheng became the commander of the 17th Army.
Having said that, in fact, Luo Ming was not only transferred by Yang Yong once. The two did not deal with each other during the war years, though.
