Announcement on the recruitment of auxiliary police officers

In accordance with the relevant provisions on the management of police auxiliary personnel of the public security organs of Shandong Province, combined with the needs of the county's public security work, the public is open to recruiting police auxiliary personnel of the public security organs of Shen County (hereinafter collectively referred to as "auxiliary police"), and the relevant matters are hereby announced as follows:

1. Recruitment plan and position

This time, 211 auxiliary police officers will be recruited.

For details of the number of people recruited for specific positions and qualifications, please refer to the "Shen County Public Security Organ's Recruitment of Auxiliary Police Positions in the Second Quarter of 2024" (Annex 1).

II. Application Requirements

(1) Applicants shall meet the following qualifications:

1. Have the nationality of the People's Republic of China;

2. Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;

3. Abide by national laws and regulations, have good political quality and moral character;

4. For details of age, education and other requirements, please refer to the "Shen County Public Security Organ's Recruitment of Auxiliary Police Positions in the Second Quarter of 2024" (Annex 1);

5. Have the ability to perform the job responsibilities;

6. Have the physical condition and psychological quality to perform duties normally. Physical and mental health, well-proportioned body shape, no obvious disease characteristics in appearance, no skin diseases that affect the face and are difficult to cure, no abnormal color vision, no tattoos, no limb dysfunction, etc. The unilateral unaided visual acuity of the duty auxiliary police shall not be less than 4.6, and the unilateral unaided visual acuity shall not be less than 4.8 for those engaged in special police auxiliary work. Unilateral corrected visual acuity of not less than 5.0 for civilian auxiliary police;

7. Voluntarily engage in public security auxiliary work, obey the arrangements of the public security organs for specific positions (posts), have the spirit of loyalty, dedication, hardship and hard work, and keep the secrets of public security work;

8. Have other qualifications required for the proposed position.

(2) Persons with any of the following circumstances must not be recruited as auxiliary police personnel:

1. Participating in illegal organizations such as violent terrorism, ethnic separatism, or underworld nature, or engaging in activities that endanger national security;

2. Those who have been investigated for criminal responsibility;

3. There are illegal acts of drug abuse, prostitution, or gambling;

4. Those who have been administratively detained, judicially detained, or forcibly isolated for drug rehabilitation;

5. Those who have been dismissed from public office or dismissed from the military;

6. Leaving the post without authorization before the expiration of the term of the police auxiliary labor contract;

7. Being lawfully listed as a target of joint disciplinary action for untrustworthiness;

8. Other situations where national and provincial provisions make it unsuitable to engage in auxiliary police work.

(3) Other conditions

1. Graduates of orientation and commission training must obtain the consent of the orientation and commission training unit to apply for the examination.

2. Non-fresh graduates of full-time ordinary colleges and universities, active military personnel and other persons who are not allowed to be hired according to laws and regulations are not allowed to apply for the examination, and non-fresh graduates of full-time ordinary colleges and universities cannot use the academic qualifications they have obtained as a condition to apply for the examination.

3. Under the same conditions, the following personnel can be hired preferentially:

(1) Spouses and children of martyrs, and spouses and children of soldiers, people's police, and auxiliary police personnel who have died in the line of duty;

(2) Retired servicemen and rescuers who have withdrawn from the national comprehensive fire and rescue team;

(3) Righteousness and courage as a hero or righteousness and courage as a model;

(4) Graduates of people's police schools of higher learning;

(5) Personnel with professional qualifications or special skills required for the position;

(6) Other personnel who meet the priority recruitment conditions stipulated by the state and province.

3. Recruitment procedures

The recruitment of police auxiliary personnel is carried out in accordance with the procedures of announcement, registration and qualification review, bank credit inquiry, physical fitness assessment, written examination, interview (professional skills assessment), physical examination, political assessment, publicity, pre-job training and recruitment (conclusion of labor contract).

(1) Publish recruitment announcements

This public recruitment of auxiliary police will be announced on the WeChat public account of the Shen County Public Security Bureau, the website of the Shen County People's Government and other platforms.

(2) Registration and qualification review

The recruitment of auxiliary police officers was carried out in the form of on-site registration.

1. Shen County Public Security Bureau recruits police auxiliary personnel registration time:

April 30 to May 3, 2024

Morning: 8:00-11:30 Afternoon: 14:00-17:30

2. Registration location:

Shen County Renhe Human Resources Co., Ltd. (100 meters east of the gate of Shen County Party School).

3. Registration Instructions:

Candidates choose a position to register, and the valid resident ID card used for registration and examination must be the same. When registering, you should read this announcement carefully, and the application materials submitted should be true, accurate and complete. If the candidate provides false application materials, involving the forgery or alteration of relevant certificates, materials, and information to defraud the examination qualification, once verified, the application qualification will be cancelled.

Materials to be brought for on-site registration:

(1) Fill in and submit two copies of the "Shen County Public Security Organ Recruitment Auxiliary Alarm Name Form" (Annex 2) as required;

(2) The original and two copies of the valid resident ID card;

(3) The original and two copies of the academic certificate recognized by the state. College degree or above must submit two copies of the Electronic Registration and Filing Form for Academic Certificates of the Ministry of Education (http://www.chsi.com.cn/ query and print on the China Higher Education Student Information Network); Two copies of the enrollment roster and transcripts for new students, and two copies of the relevant certification materials and photocopies of the relevant supporting materials of the mainland embassies and consulates abroad who have obtained foreign academic degree certificates and those who have obtained academic degrees from Hong Kong, Macao and Taiwan who have obtained academic qualifications and degrees from Hong Kong, Macao and Taiwan should also present the academic certification of the Service Center for Scholarly Study of the Ministry of Education of the People's Republic of China.

(4) Retired servicemen must submit the original and two copies of the "Retirement Certificate" or related supporting materials;

(5) Recent bareheaded color electronic photo (renamed: applied position code + name + ID number);

(6) Sign two copies of the "Letter of Commitment of Good Faith" (Annex 3) on the spot;

(7) Graduates and in-service personnel who belong to orientation and commission training must submit two copies of the "Certificate of Consent to Apply for the Examination of the Unit" (Annex 6) issued by the unit with the official seal of the unit;

(8) Those who meet the conditions for priority recruitment shall provide the original and two copies of the supporting materials.

4. Qualification review. According to the recruitment conditions, the staff will conduct a qualification review of the materials submitted by the applicants, and those who pass the examination will be allowed to participate in the bank credit inquiry.

The qualification examination of candidates runs through the whole process of recruitment. If it is found that the applicant does not meet the qualifications for the examination in all stages of recruitment, the recruitment authority may cancel the qualification for the examination or the qualification for employment.

(3) Bank credit inquiries

Those who have passed the preliminary examination of registration qualifications need to participate in the bank credit inquiry. The inquiry work shall be organized and implemented by the recruiting unit in a unified manner, and the specific time and place shall be notified in due course.

(4) Adjustment of recruitment plan and position change

After the registration deadline, the position of less than 5 people (inclusive) can only be opened according to the ratio of 1:3 (inclusive) between the number of planned recruits and the number of qualified candidates in the preliminary examination, and the position of more than 5 people (exclusive) can be opened according to the ratio of 1:1.5 (inclusive) between the planned number of recruits and the number of qualified candidates in the preliminary examination. If the position does not reach this opening ratio, the recruitment plan for the position will be reduced or cancelled according to the actual situation, and adjusted to other positions in the recruitment unit. Applicants who cancel the recruitment plan can change to other eligible positions before the start of the examination with their consent, and the change will only be carried out once.

(5) Examination fees

The examination fee for the auxiliary police recruitment examination is 50 yuan per person per subject (physical fitness assessment, written examination, interview, professional skills assessment), and the candidates pay the fee on the spot. Candidates who fail to pay the required fees in accordance with the regulations will be deemed to have given up the registration. Candidates who have successfully paid the fee will not be refunded.

(6) Physical fitness assessment

Qualified personnel for qualification review and credit investigation enter the physical fitness assessment link. The list of participants in the physical fitness assessment will be released in due course, and the specific matters for participating in the physical fitness assessment will be clarified.

When participating in the physical fitness assessment, you must bring your original ID card. Physical fitness assessment work is mainly carried out with reference to the "Physical Fitness Assessment Items and Standards for the Recruitment of People's Police by Public Security Organs (Issued in February 2024)" (see Annex 4 for details).

The physical fitness assessment is a standard assessment, not included in the comprehensive score, mainly to assess whether the physical fitness of the applicant is suitable for the needs of the recruitment position, where one of them does not meet the standard, it is regarded as unqualified physical fitness assessment, can not enter the next assessment link.

The evaluation items are "10-meter ×4-round run", "men's 1000-meter run, women's 800-meter run", and "vertical jump". Those who participate in the physical fitness assessment must strictly abide by the relevant regulations of the physical fitness assessment, and complete the assessment independently and item by item. Before participating in the physical fitness assessment, you must sign the "Confirmation of Your Physical Condition" (Annex 5). If you have any objection to the physical fitness assessment results of yourself or others, you should file an appeal or report within 30 minutes after the completion of this assessment item, and it will not be accepted after the deadline. Those who violate the relevant provisions of physical fitness assessment such as impersonation and fraud shall be disqualified from the physical fitness assessment.

Those who fail to participate in the physical fitness assessment at the specified time and place shall be deemed to have given up their qualifications to apply for the examination.

(7) Examinations

1. Written test

Those who meet the physical fitness assessment standards enter the written test, and the list of participants in the written test and related matters will be released in a timely manner on the Shen County People's Government website.

Written test content: The written test mainly assesses the basic knowledge of public security and the assessment of administrative professional ability. It will be a closed-book examination with a full score of 100 points.

The results of the written test will be announced after the completion of the written test marking, and the passing line of the written test results will be determined according to the results of the written test. Among the candidates who have reached the passing score line of the written examination, the number of candidates for each position to participate in the interview (professional skills assessment) shall be determined according to the ratio of the number of interviews (professional skills assessment) to the number of job recruitment plans 3:1 if the number of job recruits is less than 5 (inclusive), and the ratio of the number of interviews (professional skills assessment) to the number of job recruitment plans is 1.5:1, according to the order of the written test results from high to low. If there is a tie in the total score of the last person in the written test determined by proportion, the tied person will enter the interview (professional skills assessment) at the same time. For the positions that do not reach the prescribed interview (professional skills assessment) ratio, the list of candidates who have reached the written test passing score line shall be determined according to the actual number of candidates who have reached the written test passing score line.

2. Interview

After the written test, the written test results and interview announcement will be released on the Shen County People's Government website in due course.

During the interview, candidates must provide the original of their identity documents (their valid resident ID cards, written test admission tickets). The interviewer must attend the interview at the specified time and place, otherwise it will be deemed that he will automatically give up his or her qualifications.

Interview content: Adopt a structured interview method, which mainly evaluates the quality and ability of candidates in terms of comprehensive analysis, situational response, language expression, interpersonal relationship processing, and planning, organization and coordination.

The interview adopts a 100-point scoring system, and the examiner and the applicant are drawn by lot. The interview and test center is closed management. The results are judged by the interview examiner on the spot, and the average score is calculated to determine the score of the interviewer. The results of the interview will be announced to the interviewer at the end of the interview.

After the interview, the comprehensive score will be calculated according to the candidate's written test score and interview score. The calculation method of the comprehensive score is as follows: according to the written test and interview scores accounted for 50% of the 100% system. The overall score is calculated to two decimal places, and the mantissa is rounded.

3. Professional skills assessment (positions with special recruitment methods)

In accordance with the requirements of the superior documents, the positions that adopt special recruitment methods will be set up for professional skills assessment, and no longer participate in interviews. The results will be announced after the professional skills assessment, and the comprehensive score will be calculated based on the candidates' written test and professional skills assessment results. The calculation method of the comprehensive score is as follows: the proportion of the written test and the professional skills assessment score accounting for 50% is synthesized on a 100-point system. The overall score is calculated to two decimal places, and the mantissa is rounded. The specific implementation measures for the professional skills assessment shall be notified separately by the recruiting unit.

(8) Physical examinations and political evaluations

According to the order of comprehensive results from high to low, the candidates for the physical examination and political assessment will be determined according to the ratio of 1:1. If the candidates at the bottom of the same position have the same comprehensive score, they will be determined in the order of the interview (professional skills assessment) scores from high to low; if the interview (professional skills assessment) scores are the same, they will be determined first according to the priority conditions; if they are not among the priority candidates, the interviews will be reorganized for those with the same scores, and the results of the last interview will be determined in the order from high to low.

The list of personnel for physical examinations and political evaluations is to be released in a timely manner, and the specific matters for participating in physical examinations and political evaluations are to be clarified.

The cost of the physical examination shall be borne by the applicant. The physical examination items and standards shall be implemented with reference to the Notice of the Provincial Department of Human Resources and Social Security, the Health and Family Planning Commission and the Public Security Department on Clarifying Matters Related to the Physical Fitness Assessment and Physical Examination of Police Auxiliary Personnel of Public Security Organs (Lu Gongtong [2017] No. 30). In the course of the physical examination, if the personnel participating in the physical examination intentionally conceal the disease or medical history that affects their employment, they shall be deemed to have failed the physical examination and shall be disqualified from applying for the examination; in the course of the physical examination, if they collude with the physical examination staff to cheat or ask others to replace the physical examination and exchange or replace the laboratory samples, the results of the physical examination shall be invalid and the qualification for the examination shall be cancelled; and those who fail to participate in the physical examination at the specified time and place shall be deemed to have automatically given up their qualifications for the examination. If the applicant has any doubts about the results of the physical examination, he or she may apply for a re-examination in accordance with the relevant regulations, and the fee shall be borne by the applicant. The re-examination can only be carried out once, and the results of the physical examination are subject to the conclusion of the re-examination.

The political evaluation is to be organized and implemented by the Shen County Public Security Bureau, and is to be conducted with reference to the relevant requirements of the public security organs' people's police political inspections, with a focus on reviewing whether there are circumstances that prevent recruitment as auxiliary police.

(9) Personnel replacement

The results of the comprehensive score and physical fitness assessment are valid for one year. Candidates who voluntarily give up, fail to pass the physical examination or political assessment, and the conclusion of the examination is not suitable for employment, as well as the vacancy caused by the termination of labor relations within one year after hiring, can be filled in equal amounts from the position in the order of comprehensive scores from high to low, and carry out physical examination, political assessment, and publicity in turn.

(10) Publicity

The personnel to be hired who have passed the physical examination and political assessment shall be announced to the public, and the publicity period shall be 5 working days.

If relevant feedback is received during the publicity period, it will be handled in accordance with relevant regulations.

(11) Recruiting and signing contracts

If there is no objection at the expiration of the publicity period, organize pre-job centralized training, and if the training and assessment are qualified, sign a labor contract with the labor dispatch company, implement labor dispatch, and arrange for the relevant posts to work by the Shen County public security organs.

During the probationary period, it is found that there are circumstances such as not having the requirements for auxiliary police, not meeting the requirements of the position to be applied for, not being qualified for the job, etc., as well as failing to pass the assessment at the end of the probationary period, the employment shall be cancelled and returned to the labor dispatch company. After the expiration of the contract, it shall be decided whether to renew the labor contract in accordance with the relevant regulations.

Fourth, the treatment guarantee

All the funds required by the auxiliary police are included in the government's financial budget, salaries are paid monthly, social insurance and housing provident funds are paid, and standard auxiliary police uniforms are issued.

After the expiration of the probationary period of the newly recruited auxiliary police of the Shen County Public Security Bureau, it will be implemented at about 2,700 yuan per month (including the part of "five insurances and one housing fund" paid by individuals);

5. Miscellaneous

1. Candidates must be responsible for the authenticity and validity of the materials they provide when applying for the examination, and if there is any fraud or deception, they will be disqualified from the examination and employment, and those who have been hired will be terminated from labor relations according to law.

2. The materials provided by the applicants will be kept strictly confidential and will only be used for recruitment purposes and will not be returned.

3. The relevant notices and publicity in the recruitment process will be announced on the WeChat public account of the Shen County Public Security Bureau, the Shen County People's Government Network and other platforms, and the candidates shall maintain 24-hour communication during the examination period, and keep abreast of the updated notification information.

4. This recruitment examination does not specify the examination textbooks and tutorial books, and does not hold, authorize, or entrust any institution or individual to hold examination coaching and training courses. Any supplementary classes, counseling websites or publications related to the auxiliary police examination held in the name of the auxiliary police examination proposition group, the examination textbook editorial committee, and the authorization of the recruitment department have nothing to do with this examination. Please be vigilant to avoid being misled and disturbed, and do not be deceived. All sectors of society are requested to strengthen supervision, and if the above situations are found, please report to the relevant departments, and seriously investigate and deal with them in accordance with laws and regulations.
