Peng Jiabin, former secretary of the Party committee and director of the Suichuan County Housing and Urban-Rural Development Bureau, accepted gifts and money in violation of regulations, paid personal expenses by management service objects, borrowed money in violation of regulations, engaged in profit-making activities in violation of regulations, and intervened and meddled in market economic activities.
Since 2017, Peng Jiabin has illegally accepted cigarettes, alcohol, gifts, and cash gifts from management service recipients, equivalent to a total of 162,600 yuan, and handed over the expenses for decorating villas and purchasing furniture that he and his spouse should pay for by themselves, obtaining large returns through private lending activities, engaging in profit-making activities in violation of regulations, and helping others in the contracting, design, and supervision of engineering projects by directly appointing or arranging a bidding agency to set technical parameters. Bidding agents and commercial housing sales agents seek benefits and accept huge amounts of property from others. Peng Jiabin also had other serious violations of discipline and law. In December 2023, Peng Jiabin was expelled from the party and expelled from public office, and his suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.

Xiao Hongyun, former member of the Health Working Committee of the Wan'an County Party Committee and former director of the County Health Comprehensive Supervision and Law Enforcement Bureau, accepted gifts and money in violation of regulations, decided on major project arrangements in violation of regulations, obtained remuneration by hanging certificates, collected management fees, and intervened and meddled in market economic activities.
From 2011 to 2023, Xiao Hongyun illegally accepted cigarettes, alcohol, and gifts from management service recipients, equivalent to a total of 21,000 yuan; without holding a team meeting to study and discuss, he directly decided to contract the relocation and renovation project of the office building of the County Health Supervision Bureau to the contractor; he made a cumulative profit of 53,000 yuan by illegally attaching his pharmacist certificate to a pharmacy; Clinic operators are responsible for illegally accepting property from others by taking advantage of their positions to provide assistance to others in project contracting, fund allocation, certificate handling, business development, etc. Xiao Hongyun also has other serious violations of discipline and law. In February 2024, Xiao Hongyun was expelled from the party and expelled from public office, and his suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.

Li Dingsheng, the former principal of Pangu Primary School in Jishui County, violated the rules and interfered in the project to benefit his relatives.

From January 2017 to July 2021, at the school administrative meeting presided over by Li Dingsheng, when discussing the school's student canteen decoration, children's palace slope roof renovation, office decoration and other engineering projects, he only discussed the quantity and requirements of the research project, but did not discuss the specific contractors, deliberately circumvented collective decision-making, and successively directly contracted 21 projects to his relatives to undertake construction, and accepted gifts from his relatives, and accepted banquets provided by his relatives many times. In November 2023, Li Dingsheng was punished with a serious warning from the party.
In the above-mentioned typical cases, some of them failed to abide by the bottom line of discipline and law, engaged in profit-making activities in violation of regulations, and obtained remuneration for part-time jobs by hanging up certificates; some were "pro" and "clean" and provided assistance to others in contracting projects, and illegally accepted huge sums of money; some abused their power and collected management fees in violation of regulations to increase the burden on the masses; and some abused their power for personal gain and interfered in construction projects in violation of regulations to seek benefits for their relatives, thus seriously damaging the business environment. The serious investigation and handling of these problems fully reflects the city's firm determination to continuously optimize the business environment, and demonstrates the clear attitude of the municipal party committee to "zero tolerance" for behaviors that damage the business environment. The vast number of party members, cadres and public employees in the city should take the case as a lesson and take it as a warning, strengthen the awareness of discipline and law, strictly abide by discipline and rules, not only to keep the bottom line and standardize the use of power, but also to serve in the front and take the initiative to actively build a new type of political and business relationship of "pro-degree, clean and promising".
