According to the "Measures for Public Recruitment of Personnel in Public Institutions in Jiangsu Province" (Su Banfa [2020] No. 9), in order to better select outstanding talents suitable for the post, further optimize the personnel structure of the health system, and improve the level of public services, the medical and health units of Rudong County will openly recruit 163 staff from the public in the spring of 2024. The relevant matters are hereby announced as follows:

1. Recruitment positions

For details of the recruitment positions and the recruitment conditions for each position, please refer to the "Spring 2024 Rudong County Medical and Health Unit Open Recruitment Staff Job Profile Form" (Annex 1, hereinafter referred to as the "Job Profile Form"). The "Job Profile Form" can be found on the Rudong Talent Network (http:// www.rdrc.com.cn).

II. Eligibility

1. Have the nationality of the People's Republic of China, abide by the Constitution and laws of the People's Republic of China, and support the leadership of the Communist Party of China and the socialist system.

2. Good conduct, unity of comrades, honesty and dedication.

3. Adapt to the physical conditions required by the post.

4. Born between April 1988 and March 2006, intermediate professional and technical qualifications and master's degree students, as well as retired servicemen who have retired from active duty in accordance with the law can be relaxed to be born after April 1983, and senior professional and technical qualifications and doctoral students can be relaxed to be born after April 1978.

5. Have the qualifications required by the position in the "Job Profile Form".

(1) The setting directory of "professional" in the qualification conditions is the "Professional Reference Catalogue of Civil Servants Recruited by the 2024 Examination of Jiangsu Province". The professional requirements also include some majors that are not listed in the professional reference catalogue but are indeed offered by institutions of higher learning and are required by public institutions. Majors not listed in the professional reference catalogue and recruitment conditions, and the graduation majors of overseas students shall be determined by the recruiting unit or its competent department according to the professional conditions specified in the recruitment announcement, the professional courses and research directions of the applicants. If the name of the major has been adjusted, if the major before or after the adjustment meets the professional requirements of the recruited position, the graduating institution shall prove in writing that the major before and after the adjustment is the same major or the professional courses are basically the same, which shall be deemed to meet the professional requirements.

(2) "2024 graduates" in the qualification conditions refer to those who will graduate in 2024 and have obtained academic (degree) certificates and do not have a work unit. Among them, the date for obtaining academic qualifications and degree certificates can be relaxed to August 31, 2024 for ordinary college graduates who can provide the "Graduate Employment Recommendation Form" (original).

Graduates of ordinary colleges and universities in 2022 and 2023 who have not yet confirmed their work units and have not paid social insurance, and their file relationships are still retained in the original school from which they graduated, or in the competent departments for graduate employment at all levels (graduate employment guidance service centers), talent exchange service agencies and public employment service agencies, as well as those who graduated in the same period outside the country (territory) and have completed academic certification but have not yet confirmed their work units, can apply for positions for 2024 graduates.

Personnel who participate in grassroots service projects, if they have no work experience before participating in the service project, and within 2 years after the expiration of the service period and passing the assessment, can apply for the position of graduates in 2024.

Those who are conscripted into the military for compulsory service as fresh graduates of ordinary colleges and universities within one year after retirement can apply for positions for graduates in 2024.

According to Article 16 of the Guiding Opinions of the General Office of the State Council on Accelerating the Innovation and Development of Medical Education (Guo Ban Fa [2020] No. 34), the training targets of fresh graduates of ordinary colleges and universities recruited by the society, and those who are employed in medical and health institutions in the year of standardized training of resident doctors, shall be treated the same as fresh graduates of the current year in recruitment.

(3) If there is a work experience requirement in the qualifications, it refers to the cumulative work experience as of April 2024 (calculated on a monthly basis).

(4) Personnel who apply for the post of nurse (teacher) must obtain the nurse practice qualification or have passed the national nurse practice qualification examination before hiring, otherwise they will not be hired;

(5) If there are requirements for CET-4 and CET-6 in the qualifications, the corresponding certificate of qualification shall be provided, and if there is only CET-4 and CET-6 test result notice, the corresponding score shall not be less than 425 points in principle. Returnees who have obtained academic qualifications and degrees in countries where English is the official language and apply for positions with CET-4 and CET-6 requirements are not required to provide CET-4 or CET-6 certificates or transcripts.

6. Taiwan students who have obtained a full-time ordinary university degree in the mainland of the motherland and other Taiwan residents who have obtained academic qualifications recognized by the mainland of the motherland shall apply for employment in accordance with the relevant regulations of the state and Jiangsu Province.

7. According to the spirit of the "Notice on Carrying out Free Training of Rural Order-oriented Medical Students" (Su Wei Kejiao [2015] No. 21), the post code "101-106" only accepts the registration of rural order-oriented medical graduates in 2024 with household registration in Rudong County.

8. Those who have any of the following circumstances shall not apply for employment:

(1) Non-2024 graduates of active military personnel or ordinary colleges and universities in the national education sequence;

(2) Persons who have not been released from disciplinary punishment or are undergoing disciplinary review, persons whose criminal punishment period has not yet expired, or who are under investigation for suspected violations or crimes;

(3) Clarify the positions that should be avoided in accordance with the "Provisions on the Recusal of Personnel Management of Public Institutions";

(4) Those who have graduated from studying abroad but have not obtained the Certificate of Foreign Academic Qualifications and Degrees issued by the Service Center for Scholarly Study of the Ministry of Education before registration;

(5) Personnel in the health system of Rudong County;

(6) Before November 10, 2024, newly hired civil servants with a service period of less than 5 years, personnel on the staff (registered) who have been hired by various local institutions in Jiangsu Province through open recruitment and whose service period of 3 years has not expired, and personnel who are not allowed to be dismissed from their current work units (posts) if there are provisions (including clear agreements);

(7) Personnel who are not allowed to apply for employment in public institutions as otherwise stipulated by the state and Jiangsu Province.

The state and Jiangsu Province have other provisions that those who do not get the relevant positions cannot apply for the corresponding positions.

3. Registration arrangement

(1) Registration method and time

Registration is online. Registration, photo uploading, preliminary qualification review and payment confirmation are all carried out online.

1. Registration and photo upload: 09:00 on May 8, 2024 ~ 16:00 on May 10, 2024. Photo requirements: a recent bareheaded two-inch (120×160 pixels) ID photo, in jpg format, no more than 30KB in size.

2. Preliminary examination of qualifications: 09:00 on May 8, 2024 ~ 16:00 on May 11, 2024.

3. Statement and defense: 09:00 on May 8, 2024 ~ 16:00 on May 12, 2024.

4. Handling of objections to the preliminary trial: 09:00 on May 8, 2024 ~ 17:30 on May 12, 2024.

5. Payment confirmation: 09:00 on May 8, 2024 ~ 12:00 on May 13, 2024.

(2) Online confirmation

1. The Rudong County Health Commission shall conduct a preliminary examination of the applicants' qualifications in accordance with this announcement and the relevant provisions of the state and Jiangsu Provincial Public Institutions for open recruitment. Applicants can go to the registration website to inquire about the preliminary review opinions 24 hours after submitting the registration information online.

2. Applicants who have passed the preliminary examination (except for graduate positions) must use a bank card with online payment function to pay the registration fee of 100 yuan online. After the online payment is successful, you must log in to the registration system to confirm the payment. Those who have passed the preliminary examination and completed the confirmation of payment will be successfully registered (if the application is for graduate positions, the registration will be successful if the preliminary examination of qualifications is passed). Those who fail to confirm the registration qualifications, upload photos, and pay the registration fee online on time will be deemed invalid (except for graduate positions). Registration will not be provided after the deadline.

(3) Precautions for registration

1. Applicants should carefully read the "Letter of Commitment to Integrity", and fill in the relevant information and submit the registration materials truthfully, accurately and completely according to the job requirements and online prompts.

2. Each person can only choose one position to register. Applicants who have not passed the preliminary examination of qualifications or have not passed the preliminary examination of qualifications can apply for other positions that meet the qualifications during the registration period. After passing the preliminary examination of qualifications, the registration information shall not be changed, and other positions shall not be changed. Applicants must use the second-generation resident ID card within the validity period to register, and the ID card used for registration and examination must be the same.

3. The number of successful applicants and the number of job recruits reach the specified ratio before the examination can be opened, if the proportion of the examination is not reached, the recruitment position will be reduced or cancelled. The reduction or cancellation of positions will be announced on the Rudong Talent Network. Those who have successfully applied for the position can log in to the registration website at 9:00~12:00 on May 14, 2024 to reapply for other eligible positions in this announcement. 4. Applicants must apply in good faith, do not cheat, do not violate rules and disciplines, and must truthfully fill in personal information according to the requirements of the recruitment position, and the major filled in must be completely consistent with the major on the graduation certificate (academic degree certification, graduate employment recommendation form), otherwise it will be treated as false filling. In the whole recruitment process, those who commit fraud and violate rules and disciplines will be disqualified from applying for examinations, examination results, and employment in accordance with relevant regulations, and those who constitute a crime will be investigated for criminal responsibility in accordance with the law. Fourth, recruitment methods

Recruitment consists of written examination, qualification review and interview, of which for graduate positions, recruitment consists of qualification review and interview. The written examination, qualification review and interview shall be organized and implemented by the Rudong County Health Commission.

(1) Written examination

The written test is a closed-book examination, and the whole process is closed, and candidates are not allowed to submit the papers in advance or leave the venue during the examination.

3. Candidates should bring the admission ticket and resident ID card to take the written test at the time and place specified on the admission ticket.

4. Written test results will be released. The written test score is calculated on a 100-point scale, with 60 points as the passing score line. Above the passing score line, the written test score will be from high to low (if the last score is the same, it will be entered into the qualification review together.) The same below), according to the ratio of 3:1 to determine the qualification review candidates. If the ratio is less than 3:1, the candidates for qualification review shall be determined according to the actual number of qualified people. (2) Qualification review

The qualification review is responsible for the Rudong County Health Commission, and the time, place and review requirements of the review will be announced separately on the Rudong Talent Network. Those who enter the qualification review after inquiry should bring the original and photocopies of the relevant materials for registration to conduct the qualification review at the specified time and place. Candidates who fail to participate in the qualification review within the time limit will be deemed to have given up automatically and will be disqualified from the interview.

Materials to be submitted for qualification review:

(1) Two registration forms (printed by the registration system);

(2) The original and two photocopies of the second-generation resident ID card;

(3) The original and two copies of the academic (degree) certificate (2024 graduates must also submit the original and two copies of the "Two-way Choice Employment Recommendation Form for Graduates"; those who have returned from studying abroad must also submit the original and two copies of the "Certificate of Foreign Academic Qualifications and Degrees" issued by the Service Center for Overseas Study of the Ministry of Education; college graduates who have not confirmed their work units and have not paid social insurance during the career selection period in 2022 and 2023 must also provide the " The original and two copies of the Recommendation Form for Graduates' Two-way Choice of Employment, and two copies of the Letter of Commitment from the Unfulfilled Work Unit (Annex 2).

(4) The original and two copies of the professional qualification certificate, CET-4 and CET-6 certificates and other supporting materials required by the post.

2. After the review, if you do not have the qualifications to apply for the examination, the materials are incomplete or the material information is false and affects the results of the qualification review, the interview qualification will be cancelled, and if the person who is disqualified from the interview has any objection to the qualification review, she can make a statement and defense to the Rudong County Health Commission on the spot. When the vacancy is caused by giving up or failing to pass the review, the candidates for the review will be filled at one time from the high score to the low score among the qualified personnel in the written examination for the same position. Candidates who enter the qualification review, as well as other top-ranked candidates, please keep their contact information open after the results are announced, so that the Rudong County Health Commission will notify the qualification review or replacement, and those who cannot be contacted will be deemed to have given up automatically.

3. The list of candidates who have passed the qualification review and entered the interview will be published on the Rudong Talent Network. According to the announcement, the interviewer shall log in to the Rudong Talent Network within the specified time to pay the interview fee of 100 yuan and print the "Interview Notice".

(3) Interview

1. Time and place of interview. Please refer to the "Interview Notice" for details.

2. The interview will be conducted in the form of a structured interview. The interview mainly tests the comprehensive quality, job matching knowledge and ability of the candidate. The interview score is calculated on a 100-point scale, with 60 points as the passing score line, and the total score will not be calculated for those who fail to pass the interview. After the interview results are reviewed by the supervisor of the examination room, the on-site staff will notify the candidates.

(4) Calculation of total scores

The total score of the examination is calculated on a 100-point system, and the interview score is the total score for those who apply for graduate positions, and the total score for the rest of the positions is 50% according to the written test and interview score (two decimal places are reserved and rounded).

Among those who pass the interview, according to the total score of the examination from high to low, according to the ratio of 1:1 of the number of recruited positions to determine the physical examination personnel (if the applicant is for graduate positions, if the total score of the examination is the same, it will be determined by additional examination, and the one with the higher additional test score will be first.) 5. Physical examination, inspection, publicity, on-site selection of positions, employment and replacement

(1) Physical examination

The physical examination is organized and implemented by the Rudong County Health Commission. The physical examination standards shall be implemented in accordance with the latest General Standards for Physical Examination for Civil Servants (Trial). The time and place of the physical examination will be notified separately. The cost of the medical examination shall be borne by the applicant.

(2) Investigation

Those who have passed the physical examination will enter the inspection. The inspection work shall be organized and implemented by the recruiting unit and its competent department. The inspection work shall be carried out in accordance with the "Measures for the Recruitment and Inspection of Civil Servants (Trial)". According to the job requirements and job conditions, focus on the examination of their ideological quality, moral character, ability quality, psychological quality, law-abiding, integrity and self-discipline, job matching and verification of the applicant's qualifications and the authenticity and accuracy of the submitted application information and materials.

(3) Publicity

According to the results of examinations, physical examinations, and inspections, research and determine the list of personnel to be hired. After the list of personnel to be hired is reviewed by the Rudong County Human Resources and Social Security Bureau, it will be publicized on the Rudong Talent Network for no less than 7 working days. The content of the publicity includes the recruiting unit, the name of the position, the name of the person to be hired, the academic background, the major, the graduation school, the current work unit, the results of the recruitment examination, the total score, the ranking, etc. After the list of persons to be hired is announced, if the applicant gives up his or her qualifications for employment without a legitimate reason, the recruiting unit or the competent department for recruitment may cancel his or her qualification to re-apply to the unit or department within one year after the list is announced.

(4) On-site selection of units

If there is no objection to the publicity, within one week after the end of the publicity, the Rudong County Health Commission will organize candidates for some positions (if there are two or more recruiting units for the same position) to select the employing unit on the spot (the specific time and place will be notified separately), and the candidates will choose the employing unit independently according to the recruitment position from high to low scores. Those who fail to arrive on time or do not choose an employer on site will be deemed to have automatically given up their employment qualifications.

(5) Employment

The personnel to be hired who have no objection to the results of the publicity shall be submitted by the recruiting unit to the Rudong County Human Resources and Social Security Bureau for approval and filing, and according to the issued notice of employment, the 2024 graduates will sign an employment agreement within one month after the end of the publicity, and complete the employment procedures within one month after obtaining the academic qualifications and degree certificates, and the social personnel shall be completed by the recruiting unit within one month after the end of the publicity. If the employment formalities are not completed within the specified time due to the reasons of the applicant, it shall be deemed to have been automatically abandoned.

If the person to be hired signs an employment contract with the recruiting unit for more than 3 years (including the probationary period), in addition to terminating the employment contract in accordance with laws and regulations, he or she shall serve the recruiting unit for a minimum of 3 years (including the probationary period).

In accordance with the "Targeted Employment Agreement" and relevant policies, the hired personnel who apply for the post code of 101-106 must serve in the primary medical and health units of our county for 6 years.

Personnel applying for the post of nurse (teacher) must obtain a nurse practice qualification or have passed the national nurse practice qualification examination before hiring, otherwise they will not be hired; if they have not obtained the corresponding practice qualification certificate for the time being (except as expressly required in the "Job Profile Form"), they must obtain the corresponding practice qualification certificate within two years after hiring, otherwise they will be dismissed.

Those who fall under one of the following circumstances will be disqualified from employment: (1) Within the time limit specified by the recruiting unit, the personnel without a work unit do not sign an employment contract with the recruiting unit, and the personnel with a work unit cannot provide proof of termination of the relationship with the original unit. (2) Graduates in 2024 who cannot obtain the corresponding academic degree certificate on time, and the materials clearly required by the job conditions cannot be provided. (3) The application information and materials do not meet the actual recruitment requirements or falsify the personnel. (4) Those who fail to pass the assessment during the probation period will be disqualified from employment and terminate the employment contract.

(6) Supplementation

In the process of physical examination, inspection, publicity and employment, if there is a vacancy in the position to be hired due to the following circumstances, among the candidates who pass the interview for the position, they will be filled in a lump sum according to the total score from high to low:

1. The applicant does not meet the requirements for inspection or physical examination;

2. The results of the announcement of the candidates to be hired affect the employment;

3. The candidate to be hired clearly gives up the employment;

4. Other circumstances that lead to vacancies in the positions to be hired.

It will not be filled after the approval of the employment (the position of the selected post will not be filled after the post is selected).

6. Relevant policies
