  In order to meet the needs of education development in our district, in accordance with the spirit of the "Measures for the Open Recruitment of Personnel in Public Institutions in Guangdong Province" and the "Work Plan for the Introduction of Shortage of Educational Talents in Huicheng District" and other documents, it is decided to openly introduce educational talents in short supply to the public, and the relevant matters are hereby announced as follows:

  First, the principle of introduction

  Adhere to the principles of open introduction, equal competition, comprehensive assessment, and merit-based hiring.

  Second, the introduction of positions and people

  60 urgently needed educational talents were introduced.

  Third, the introduction of objects

  (1) Graduates with a full-time bachelor's degree or above from a normal university directly under the Ministry of Education;

  (2) With "double first-class" Graduates with a full-time bachelor's degree or above from a university with one of the following conditions: (1) have won a scholarship at or above the university level, (2) have won the third prize or above in the teaching skills competition for normal students at or above the provincial level, (3) have won the third prize or above in the national primary and secondary school teachers' teaching skills competition, (4) have an average grade point of 3.0 or above in undergraduate academic performance, (5) have won the title of outstanding student cadres in colleges (departments) and above, (6) have won the title of outstanding graduates in colleges and universities (departments) and above, (7) have won awards at or above the provincial level in the disciplines corresponding to their teacher qualification certificates”。

  Fourth, the introduction conditions

  (1) Have the nationality of the People's Republic of China, support the Constitution of the People's Republic of China, and support the leadership of the Communist Party of China and the socialist system;

  (2) Have good political quality and moral character, and have the physical and psychological qualities to perform their duties normally, and the ability to work in accordance with the requirements of the position;

  (3) Have a teacher qualification certificate corresponding to the position applied for;

  (4) Have a major that is consistent with the job requirements (see the professional directory for details);

  (5) Under the age of 30 (i.e., born after September 1, 1994);

  (6) Other conditions provided for by laws and regulations.

  The following situations are not included in the scope of introduction: those who are suspected of committing a crime and the judicial procedure has not yet been concluded; those who are listed as the targets of joint disciplinary action for untrustworthiness in accordance with the law; they constitute a recusal relationship after being introduced; in the past two years, there have been violations of discipline in the recruitment (hiring) examinations, physical examinations or inspections of organs and institutions; in-service teachers in Huicheng District; candidates who have participated in other batches of recruitment of teachers in Huicheng District and entered the physical examination process; and other circumstances that are not allowed to be hired as stipulated by laws and regulations.

  Fifth, the introduction of methods

  The introduction method is written test + interview.

  Sixth, the treatment guarantee

  (4) Children's enrollment. The children of the introduced personnel can be given priority to enroll in the public schools in the compulsory education stage of our district in accordance with the principle of proximity.

  7. Procedures for the introduction of the company

  The introduction procedures mainly include online registration→ online qualification review→ written examination→ on-site qualification review→ interview→ physical examination→ inspection→ publicity → employment procedures.

  (1) Online registration

  1. Registration time: May 13-17, 2024.

  2. Registration method: Use the WeChat applet to register, scan or identify the QR code, and enter the "Huicheng District Teacher Recruitment System".

  When entering the system to register, please be sure to fill in the relevant information carefully and accurately and upload the relevant registration materials according to the system operation requirements, once you click "Confirm Submission", the filled information will not be modified, so any related problems, candidates will be responsible for the consequences.

  3. Voluntary filling: Each person is only allowed to choose one position to register.

  4. The following materials need to be uploaded for online registration:

  (1) A recent bareheaded color photo with blue background (JPG format);

  (2) The front and back of the second-generation ID card within the validity period;

  (3) Bachelor's degree or above, degree certificate, graduate applicants need to provide bachelor's degree and degree certificate at the same time (2024 fresh graduates who cannot provide graduation certificate and degree certificate must submit the "Employment Recommendation Form" and the "Online Verification Report of Student Status of the Ministry of Education" verified by the academic information network);

  (4) Academic transcripts with the official seal of the school or college (undergraduate academic transcripts must also be provided for graduate graduates, and translations of transcripts issued by translation agencies are required for foreign academic transcripts);

  (5) The teacher qualification certificate corresponding to the position applied for (the 2024 graduates who have not yet obtained the teacher qualification certificate must provide the certificate of passing the primary and secondary school teacher qualification examination within the validity period or the "Teacher Professional Ability Certificate for Normal Students" and sign a letter of commitment, promising to obtain the teacher qualification certificate consistent with the position applied for before August 31, 2024, otherwise the employment qualification will be cancelled);

  (6) Proof of the unit's consent to apply for the examination (the certificate of the teacher's consent to the examination shall be provided by the education administrative department at or above the county level, and the non-staff teacher shall be provided by the employer);

  (7) Award certificate and other relevant materials required by the post;

  (8) Hong Kong and Macao residents are also required to provide the following materials: Hong Kong permanent resident identity card or Macao permanent resident identity card, and Mainland Travel Permit for Hong Kong and Macao residents.

  (9) Precautions for online registration:

  (1) Register in strict accordance with the requirements of the post. If the personal conditions do not match the requirements of the position applied for, the registration will be invalid, and the consequences shall be borne by the candidates themselves.

  (2) Candidates must register in good faith. After the registration is successfully submitted, it is deemed that the candidate has promised that the information filled in is true and correct. If there is any fraud, it will be dealt with in accordance with the relevant provisions of the "Provisions on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions".

  (3) The materials are true and valid. The materials uploaded at the time of registration will be used as the materials for the qualification review. After the deadline for online registration, it is not allowed to upload materials or replace the submitted materials, and those who fail to submit materials within the time limit, upload the materials incorrectly, or have been verified to be fraudulent will be disqualified from the examination and employment once verified.

  (4) If there are multiple pages of information uploaded to the same material, please take pictures of each page of materials one by one, and then stitch each picture from top to bottom into a JPG long picture for upload, and it is strictly forbidden to take multiple pages of materials on the same photo. Be sure to ensure that the text in the picture is clear and legible before uploading, otherwise, it will be treated as unqualified in the first instance.

  (2) Preliminary examination of online qualifications

  The online preliminary examination of qualifications mainly reviews the information and materials of candidates' online registration through the registration system, and candidates who have passed the preliminary examination of qualifications can participate in the on-site qualification review. The results of the preliminary examination of qualifications will be fed back in the online registration system, so please pay close attention to them.

  (3) Printing of the admission ticket

  On May 23, 2024, the printing of the admission ticket will be opened, and candidates who have passed the preliminary examination of qualifications are requested to enter the inquiry window of the recruitment system, copy the link of the admission ticket and print the admission ticket.

  (4) Written examination

  1. Written test time: May 25, 2024, please refer to the admission ticket for the specific time;

  2. Written test location: Please refer to the admission ticket for details of the written test location and address;

  3. Written test content: The written test content includes the comprehensive knowledge of education and teaching required for the recruitment position, which is conducted in a closed-book form, and the full score of the written test is 100 points.

  (5) On-site qualification review and interview

  An on-site qualification review will be arranged before the interview, and only after the qualification review is passed can you participate in the interview.

  1. Qualification review and interview object: according to the recruitment position and written test results from high to low according to the ratio of 1:3 (the ratio of the number of recruited positions to the number of interviews) to determine the qualification review object, if the specified proportion is not reached, the qualification review will be organized according to the number of people who actually meet the qualification review conditions. Those who fail to pass the qualification review will be disqualified from the interview, and those who pass the qualification review will be determined to be the interview object. If the interviewer is disqualified due to the failure of the qualification review, the applicant who has passed the written examination for the same position shall be replaced by the qualification review and the interview object in order from the highest to the lowest in the written test.

  The specific time and place of qualification review will be announced separately.

  2. Interview time: to be announced separately.

  3. Interview location: Huicheng District, Huizhou City, Guangdong Province (the specific location will be announced separately).

  4. Interview format: trial lecture.

  5. Matters related to the interview:

  (1) Process: Sign in→ wait for the test→ prepare for the test→ test lecture→ wait for the score→ sign to confirm the score→ leave the test room.

  (2) Those who fail to attend the interview on time will be deemed to have automatically given up their qualifications. Candidates are requested to keep their communication open after registration to ensure that they receive relevant notifications in a timely and smooth manner.

  (3) The interview will be conducted in the form of on-site scoring and on-site release of results, and the interview process will be supervised by the staff of the Huicheng District Commission for Discipline Inspection and Supervision and other departments.

  (4) After the examination, the results will be announced on the bulletin board of the Huicheng District Government website according to the regulations.

  Candidates who participate in the interview must bring their ID cards and admission tickets to enter the waiting room. Candidates entering the waiting room should not bring anything other than their ID cards and admission tickets, and candidates should leave the examination room after the interview is completed and signed to confirm the score.

  (6) Calculation of total scores:

  Total score = written test score ×40% + trial lecture score ×60%

  (7) Physical examination

  According to the total score of the examination from high to low score order and the ratio of 1:1 of the number of recruits for each position, the physical examination object is determined. The physical examination work shall be organized and implemented by the District Education Bureau in accordance with the "Implementation Rules for the Physical Examination of Public Recruitment Personnel in Public Institutions in Guangdong Province (Trial)" (Yue Ren She Fa [2010] No. 382) and the "Physical Examination Standards for Applicants for Teacher Qualifications in Guangdong Province" (revised in 2013). The inspection work shall be carried out in accordance with the "Implementation Rules for the Inspection of Public Recruitment Personnel in Public Institutions in Guangdong Province (Trial)". Those who pass the physical examination and inspection will be determined as candidates to be hired.

  (8) Publicity and employment

  Candidates who pass the physical examination and inspection will be publicized on the website of the People's Government of Huicheng District for 5 working days. If there is no reflection after the announcement or the problem does not affect the employment, the employment formalities shall be handled in accordance with the prescribed procedures and authority. The starting salary is September 1, 2024.

  8. Other related matters

  (1) The words "above" and "below" in this announcement and its annexes include the base number of this level.

  (2) The passing score line of the written test is set at 60 points, and those who do not reach 60 points shall not be included in the physical examination objects; the passing score line of the interview shall be set at 80 points, and those who do not reach 80 points shall not be included in the physical examination objects.

  (3) When there is a vacancy in the position, the total score of the interview personnel and the number of vacancies will be filled in order from high to low.

  (4) Applicants must consciously abide by the relevant provisions of recruitment, and violations of discipline and regulations will be strictly dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Violations in Public Recruitment of Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security), and the applicants shall bear all the consequences arising therefrom.

  (5) The hired personnel must serve in public primary and secondary schools in Huicheng District for no less than 5 years, and sign a service contract, and shall not apply for transfer out of Huicheng District or resign during the service period.

  (6) Those who pass the physical examination and inspection, and have no objection to the publicity, shall cooperate with the District Human Resources and Social Security Bureau and the District Education Bureau to go through the employment procedures within 30 days in accordance with the provisions of the "Employment Notice", otherwise it will be deemed that the individual has given up his or her employment qualifications.

  (7) The qualification review of candidates runs through the whole process of recruitment, and the results of the qualification examination are not used as the ultimate basis for determining the qualifications, and if it is found that the candidates do not meet the qualifications or have fraud in the recruitment process and follow-up work, once verified, the qualifications for examination and employment will be cancelled, and the personnel who maliciously interfere with the recruitment work shall be dealt with in accordance with the "Provisions on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions".

  (8) The probationary period for teachers who have been approved for employment is one year. After the expiration of the probationary period, those who pass the assessment will be retained, and those who fail to pass the examination will be disqualified.

  (9) Fresh graduates in 2024 must obtain the corresponding graduation certificates and degree certificates before August 31, 2024.

  (10) Personnel who enter the physical examination must sign the "Employment Agreement" with the employer, promise to obey the arrangement and report within the specified or agreed time limit, etc., and shall bear corresponding legal responsibilities if they breach the contract.

  (11) The discipline inspection department participates in the supervision of the recruitment work throughout the process.
