On the afternoon of April 27, the 2024 Beijing-Tianjin-Hebei Collaborative Innovation and High-Quality Development Forum with the theme of "Building an Innovation Community and Empowering a Better Beijing-Tianjin-Hebei" was held at Zhongguancun International Innovation Center. This forum is jointly organized by Beijing-Tianjin-Hebei and is the first time that the Zhongguancun Forum has built a dialogue platform for collaborative innovation in Beijing-Tianjin-Hebei. Yu Yingjie, member of the Standing Committee of the Beijing Municipal Party Committee and Secretary of the Education Working Committee, and Xie Min, Director of the Department of Policy, Regulation and Innovation System Construction of the Ministry of Science and Technology, attended and delivered speeches. Xiong Jijun, Vice Governor of Shanxi Province, and Sun Junqing, Vice Chairman of the CPPCC of Inner Mongolia Autonomous Region and Director of the Department of Science and Technology, attended the forum and made a special promotion on the integration of Jinmeng into the coordinated development of Beijing-Tianjin-Hebei.
More than 500 representatives from the Planning Department of the Ministry of Industry and Information Technology, the Beijing-Tianjin-Hebei Joint Office, the science and technology departments of the three places, relevant government agencies, high-tech zones, science and technology parks, innovative enterprises, universities and scientific research institutions attended the event.
In his speech, Yu Yingjie emphasized that the coordinated development of Beijing-Tianjin-Hebei is a major national strategy personally planned, deployed and promoted by General Secretary Xi Jinping. In recent years, Beijing, Tianjin and Hebei have thoroughly implemented the spirit of General Secretary Xi Jinping's important instructions, focusing on the transformation of scientific and technological achievements, the collaborative extension of industries, and the cultivation of innovation ecology, and working together to build a collaborative innovation community. In 2023, the turnover of technology contracts from Beijing to Tianjin and Hebei will increase by 109.8% year-on-year, and the radiation driving role will gradually increase. In the face of the opportunities and challenges of the new era, Beijing will continue to play the leading role of the "one core", jointly promote the "new two wings", and work together to build a power source that leads the high-quality development of the country. First, we will jointly create an open and collaborative innovation ecosystem among the three places, promote the integration of the regional business environment, and attract global innovation resources to gather in the Beijing-Tianjin-Hebei region. Second, we will continue to promote the construction of collaborative innovation platform carriers, promote the R&D and application of cutting-edge technologies and disruptive technologies with greater efforts, and jointly cultivate and develop new quality productivity. Third, it will accelerate the integration of the Beijing-Tianjin-Hebei innovation chain and industrial chain, and create an industrial system with distinctive regional characteristics, high upstream and downstream linkages, and strong driving force.
In his speech, Xie Min pointed out that the coordinated development of Beijing-Tianjin-Hebei has been elevated to the 10th anniversary of the national strategy, and the three places have initially formed a new development pattern of "one map planning, one game of chess construction, and integrated development", and initially formed a new development pattern with the same goal, integrated measures, complementary advantages, and mutual benefit and win-win results. At present, the coordinated development of Beijing-Tianjin-Hebei has entered a new stage from "one-way relief" to "two-way interconnection and integration", from narrowing the gap within each other to enhancing the overall strength of the region, and from "breaking barriers" to "building ecology". The Ministry of Science and Technology will take greater and more practical measures to support the collaborative innovation of Beijing-Tianjin-Hebei, firstly, to strengthen the leading role of the Beijing International Science and Technology Innovation Center and to jointly build a high-level scientific and technological innovation source, secondly, to deepen the reform of the scientific and technological system and mechanism, and jointly build a regional open innovation ecology; third, to deepen the integration and docking of the Beijing-Tianjin-Hebei industrial chain innovation chain, give full play to the advantages of Beijing-Tianjin's science and technology and talents, and enhance the carrying capacity of Tianjin-Hebei industries.
In this forum, the digital human anchor released the typical achievements, supply and demand lists and application scenarios of collaborative innovation in Beijing, Tianjin and Hebei. In terms of collaborative innovation achievements, typical cases of Beijing-Tianjin-Hebei collaborative innovation application scenarios were released, including the Beijing-Tianjin-Hebei integrated intelligent networked vehicle cloud control platform, the urban underground pipe gallery inspection robot risk management and control platform, the planning and construction BIM management platform of Xiong'an New Area, the Xiong'an basic geographic information management platform, and reed powder filling degradation film bags. The Beijing-Tianjin-Hebei National Technology Innovation Center released 7 demonstration achievements, including grayscale electron beam lithography imprint master products, invasive pressure sensor chips, smart brains for industrial equipment based on machine voiceprints, application and demonstration of allulose green biomanufacturing technology for new glucose control and lipid reduction, and high-power vacuum magnetic levitation flywheel energy storage technology. In terms of the supply and demand docking of the transformation of achievements, the 2024 Beijing-Tianjin-Hebei Basic Research Cooperation Special Project Guidelines combine the Beijing-Tianjin-Hebei "six chains and five groups" industrial layout, focus on the two key areas of new energy, intelligent networked vehicles and robots, and set up 14 2024 basic research cooperation special project guidelines around the basic science issues and cutting-edge technology issues in the two industrial chains.
At the forum, a total of 34 collaborative innovation projects were signed, including the Beijing-Tianjin-Hebei National Technology Innovation Center Innovation Platform, Beijing-Tianjin-Hebei Industry-University-Research Cooperation and Services, and innovative enterprises settled in the industrial park. The forum released the "Beijing-Tianjin-Hebei Scientific and Technological Achievements Supply and Demand List", including more than 100 Beijing scientific and technological achievements supply list and more than 80 Tianjin and Hebei technology demand lists, covering a new generation of information technology, intelligent equipment, new materials, medicine and health, energy conservation and environmental protection, intelligent manufacturing and other frontier fields. A total of 72 Beijing-Tianjin-Hebei advanced computing innovation application scenarios were released, including the digital transformation and upgrading needs of steel, medicine, automobiles, new energy, chemical industry and other fields, as well as the technical needs of computing power project construction. Xiong'an New Area has released four types of digital city scenarios, including global IPv6, urban harmony, urban intelligent networking, and Risc-V scenarios.
The forum released the "White Paper on Zhongguancun Cooperation Key Park of Beijing-Tianjin-Hebei Collaborative Innovation Community", which systematically reviewed the collaborative innovation achievements of Zhongguancun Development Group in the Beijing-Tianjin-Hebei coordinated development in the past ten years. The forum held the launch ceremony of the Beijing-Tianjin-Hebei Science and Technology Innovation Service Platform Map, which focused on 337 innovation resources in five categories, including achievement transformation platform, business incubation platform, industrial innovation platform, science and technology service platform, and industrial space carrier within the Beijing-Tianjin-Hebei region.
