Comprehensive land consolidation is not only the "main battlefield" for the reform and development of the South China Sea, but also the "training ground" for the training and selection of cadres. On April 26, Nanhai District held the 2024 annual cadre mobilization meeting and business training meeting to promote cadres to start a business in the frontline and lay a solid foundation for promoting comprehensive land consolidation in the whole region.
In January 2022, Nanhai was approved as the province's first provincial-level pilot project for comprehensive land consolidation with counties as the implementation unit. As of March this year, about 21,000 mu of village-level industrial parks have been demolished and renovated (90,000 mu in previous years), about 18,000 mu of contiguous industrial land have been prepared, about 11,000 mu of inefficient construction land has been vacated and reclaimed for greening, about 6,300 mu of new cultivated land has been added, and about 27,000 mu of intensive agricultural land has been obtained.
In order to provide organizational support, Nanhai District has dispatched young middle-level cadres from various towns, streets, and departments to participate in the work for three consecutive years. This year, the Organization Department of the Nanhai District Party Committee and the District Rectification Office selected a total of 28 cadres to participate in this year's all-area rectification work.
In 2024, Nanhai Science has formulated the annual task objectives for comprehensive land consolidation, with a total of 7 task objectives for the whole year, focusing on accelerating the implementation of the "three vouchers" and optimizing the spatial layout.
In terms of "three vouchers", this year it is planned to produce no less than 1,000 acres of land vouchers and green vouchers, and no less than 200,000 square meters of housing vouchers to further expand the coverage of policy measures. In terms of optimizing the spatial layout, this year, the transformation of urban villages will be included in the scope of comprehensive land consolidation in the whole region, and 15 comprehensive improvement units will be promoted throughout the year, 6,000 mu of village-level industrial parks will be demolished and renovated, 6,000 mu of contiguous industrial land will be prepared, 3,000 mu of new cultivated land will be added, 5,000 mu of inefficient construction land will be vacated and reclaimed for greenery, and 12,000 mu of intensive agricultural land will be reclaimed.

At the meeting, it was made clear that this year's work model has shifted from "government-led, guiding social participation" to "government-led, active participation from all walks of life". It is necessary to guide the participation of village collectives, enterprises, financial institutions and other parties to improve the efficiency of the allocation and utilization of land elements by optimizing the release of government administrative rights such as planning and adjusting resources in all aspects.
In addition, the South China Sea will also do a good job in targeted policies, strengthen policy guidance, financial irrigation and summarize experience, and promote the transformation and implementation of achievements. For the highlight demonstration projects, we will give preference to policies, funds, indicators, etc., and give play to the role of benchmarking demonstration and typical driving.
"The achievements of the global rectification are inseparable from the unremitting efforts of each selected cadre, and it is the result of the concerted efforts of batch after batch of selected cadres.
