(1) Unpaid blood donors who have won the National Blood Donation Award in Neijiang City;
(2) Volunteers who have won the National Lifetime Honor Award for Unpaid Blood Donation Volunteer Service in Neijiang City;
(3) Donors who have won the National Donation Award for Hematopoietic Stem Cell Donation in Neijiang City.
Individuals who meet any of the above conditions can apply for the "Healthy Sweet City Fraternity Card" (hereinafter referred to as the "Fraternity Card") after applying for review.

What are the preferential criteria?

The self-paid part of the general outpatient consultation fee of the hospital is exempted
Individuals who hold the "Charity Card" are exempted from paying the self-paid part of the general outpatient consultation fee (excluding expert outpatient clinics, special outpatient clinics, etc.) when seeking medical treatment in medical institutions in various counties (districts) of Neijiang City.
(1) Donors should register at the outpatient window of the designated medical institution with the "fraternity card", their ID card and the original medical insurance card, and the staff of the outpatient window will verify the information and do a good job of registration and filing, and issue a free registration form for ordinary outpatient clinics.
(2) The cardholder's registration and queuing procedures at the medical institution shall be carried out in accordance with the normal procedures of the medical institution.
(3) The cardholder can enjoy the fee exemption policy once a day for the same medical institution. Due to the different information platforms of each hospital, the registration method can be adjusted according to the specific situation of the hospital.
(4) The "Boai Card" is limited to the cardholder's own use, one person, one card, one number, the cardholder consciously accepts the inspection of the hospital staff, and shall not lend it to others, if found, the on-site staff has the right to detain and confiscate, and report to the relevant departments for the record.
(5) The cardholder can only use the policy when seeking medical treatment in the public medical institutions of Neijiang City in this notice, and does not enjoy the policy when seeking medical treatment in other medical institutions.

Handling methods and procedures
(1) Initial application (free of charge)
1. Neijiang Central Blood Station is responsible for notifying and collecting information on eligible unpaid blood donors. The winners of unpaid blood donation shall go to the blood station in the city center and any of the six blood donation houses in the city with a valid ID card, a recent 2-inch bareheaded white background color photo and an electronic photo (indicating name + ID number) for information registration (see Annex 1 for the registration site information).
2. The Municipal Red Cross Society is responsible for notifying and collecting the information of eligible hematopoietic stem cell donors, including the name of the handler, a recent 2-inch bareheaded electronic photo (indicating name + ID number), and ID card number information.
3. The electronic files and paper copies stamped with the official seal formed after the completion of the collection of personnel information shall be summarized by the downtown blood station and the Municipal Red Cross Society and submitted to the Neijiang Municipal Health Commission for unified production. After the initial card is made, the blood station in the city center and the Red Cross Society are responsible for the unified distribution.
4. July 1 to August 31, 2024 is the initial centralized processing time.
5. The first-time applicant for the "Fraternity Card" does not bear the card production fee.
(2) Replacement of cards, replacement of cards, or loss
1. If the "Boai Card" is lost or damaged, the cardholder can apply for a replacement or replacement card, and the old card will be reported lost and cancelled after the new card is processed.
2. If the "Boai Card" is lost, the cardholder shall apply to the downtown blood station and the Municipal Red Cross in time to report the loss, and the service outlets will cancel the original card. Those who use forged or altered "fraternity cards" for free medical treatment shall be dealt with in accordance with relevant laws and regulations.
3. To replace the "Boai Card", the cardholder or the client should go to the downtown blood station or the Municipal Red Cross Society to verify the personal donation or award, improve the information registration, and the downtown blood station or the Municipal Red Cross Society will issue a letter of introduction for the replacement card, and the cardholder shall bring the original letter of introduction, the original valid ID card, and a recent 2-inch bareheaded electronic photo to the Neijiang Municipal Health Commission. The cardholder shall be responsible for the costs associated with the replacement of the "Fraternity Card".
(3) Annual review
The "Boai Card" is reviewed once every two years, and the downtown blood station and the Municipal Red Cross Society will update the list of individuals who have won the National Unpaid Blood Donation Award, the Lifetime Honor Award for Unpaid Blood Donation Volunteer Service, and the Unpaid Donation of Hematopoietic Stem Cell Donation Award, and submit it to the Neijiang Health Information and Traditional Chinese Medicine Service Center for proofreading, and strictly follow the list information for information entry and card making, and stop using the "Boai Card" that is invalid for various reasons.
(4) The "Fraternity Card" will be officially used from November 1, 2024.
