In order to practice the concept of "people first, life first", the Xiangcheng District Housing and Urban-Rural Development Bureau focuses on the safety management of rural houses under construction in the jurisdiction, and strictly implements the three measures of publicity, training and control, so as to effectively protect the safety of people's lives and property.
Strengthen the management of construction craftsmen. Establish an information ledger of rural construction craftsmen in Xiangcheng District, regularly organize and hold training for rural construction craftsmen every year, improve the construction skills of craftsmen, strengthen the awareness of safe construction prevention, and create a team of craftsmen with excellent skills and strong safety awareness. Up to now, more than 1,000 people have participated in the training of rural construction craftsmen and obtained relevant qualification certificates.
Strengthen the publicity of the quality and safety of housing construction. In April this year, the District Housing and Urban-Rural Development Bureau, together with the District Natural Resources Bureau and the District Agriculture and Rural Bureau, adopted the method of printing and distributing the "A Map of the Quality and Safety of Rural Self-built Houses (Below Three Floors)", organizing the viewing of rural housing safety warning videos, and holding discussions with relevant staff to carry out rural housing under construction law popularization and warning education lectures. More than 40 people, including leaders in charge of the town government, heads of relevant departments, village construction staff, rural construction craftsmen, and house builders, participated in the event, and distributed more than 40 copies of the "Common Sense of Quality and Safety of Rural Self-built Houses (Below Three Floors)", effectively improving the awareness of the rule of law and quality and safety knowledge of grassroots cadres and the masses, consciously building houses in an orderly manner in accordance with laws and regulations, increasing the supervision of rural houses under construction, and doing a good job in publicity and education on the safety of rural housing construction.
Strengthen quality and safety supervision and inspection. Relying on the safety inspection APP of the provincial housing and construction system, organize and carry out the "four noes and two straights" inspection of rural housing construction, synchronously organize hierarchical supervision, go deep into the site of rural houses under construction, and supervise and inspect the safety of 53 rural rural houses under construction. If it is found that there are major safety hazards on the construction site or it is an illegal construction, it shall be ordered to stop work for rectification immediately, and at the same time, establish a good investigation and rectification work ledger management, and establish a cancellation account. Tighten and consolidate regulatory responsibilities at all levels, implement the requirements for investigation and rectification and publicity and warning education, deeply learn the lessons of accidents, draw inferences from one case, improve the awareness of the rule of law and safety of relevant responsible persons, and further strengthen the safety management of rural housing construction.
