Several measures to promote the employment and entrepreneurship of college graduates

In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement General Secretary Xi Jinping's important thoughts on talent work in the new era, faithfully implement the important speech of General Secretary Xi Jinping at the Symposium on Promoting the Comprehensive Revitalization of Northeast China in the New Era and the important instructions of the important speech on inspecting Jilin, attract college graduates to stay in Jilin and return to Jilin for employment and entrepreneurship, and support the comprehensive revitalization of Jilin in the new era with high-quality population development, and take the lead in achieving new breakthroughs, the following measures are formulated.

1. Implement the "Happy Jilin" assistance action

(1) Strengthen the supply of jobs. Stabilize policy positions and public sector positions, continue to stabilize the scale of civil servant recruitment, make overall arrangements for more than 60% of the annual recruitment plans of public institutions to recruit college graduates, and favor the recruitment of fresh college graduates in state-owned enterprises. Develop market-oriented jobs, focus on the development pattern of cultivating "four clusters", developing "six new industries" and building "four new facilities" in our province, and expand and collect at least 200,000 jobs in the province every year.

(2) Implement the employment and living subsidy policy. For college graduates who are employed in Kyrgyzstan in the year of graduation, if they sign a labor (employment) contract with the employer for more than one year and pay social insurance premiums, the place of employment will pay a living allowance of 2,500 yuan, 1,500 yuan and 1,000 yuan per person per month for doctors, masters and undergraduates, and the subsidy period shall not exceed 2 years. The provincial finance shall give appropriate subsidies to cities and counties according to a certain proportion.

(3) Implement the social insurance subsidy policy for flexible employment. For the social insurance premiums paid by college graduates who have not been employed within 2 years of leaving school, a certain amount of social insurance subsidies will be given according to the regulations, and the subsidy standard shall not exceed 2/3 of their actual contributions in principle, and the subsidy period shall not exceed 2 years.

(4) Implement the national student loan repayment policy for tuition compensation. For college graduates from urban and rural subsistence allowance families who work in grass-roots units below the township level in our province and fresh college graduates who work in grass-roots units below the township level in our province and who have served for more than 3 years in our province, the corresponding tuition compensation or national student loan reimbursement shall be implemented in accordance with regulations. The maximum per person per year for undergraduate students is not more than 12,000 yuan, and the maximum per person per year for graduate students is not more than 16,000 yuan.

Second, the implementation of the "Dream Jilin" pilot action

(5) Strengthen the construction of employment and entrepreneurship training centers. Improve the service function of the county (city, district) college graduate employment and entrepreneurship training center, give full play to the role of the "reservoir" for employment in Kyrgyzstan, absorb local college graduates who have not been employed within 2 years of leaving school, and provide "1311×N" services (1311 is 1 career guidance, 3 job promotions, 1 skills training, 1 employment internship, N is multiple services), internship practice and job search ability training, and exit the training center through job matching, internship retention, independent entrepreneurship and other channels. In principle, the period of residence shall not exceed 2 years. For those who find it difficult to find employment after 2 years, they will be placed in public welfare positions in accordance with relevant regulations. The provincial employment and entrepreneurship training center plans to absorb 8,000 people every year, and give a monthly subsidy of 1,500 yuan to each college graduate.

(6) Increase subsidies for employment and apprenticeship. For units that absorb college graduates who have not been employed within 2 years of leaving school, the local finance will issue internship subsidies at 100% of the minimum wage standard. For the trainee unit with a retention rate of more than 50% at the end of the probationary period, and a labor contract with the retained personnel for more than 1 year and social insurance for them, a teaching subsidy of 3,000 yuan will be given for each retained person. The province develops at least 10,000 employment trainee positions every year.

(7) Expand the scale of scientific research assistants. Promote scientific research institutes and colleges and universities to increase the number of scientific research assistant positions, encourage units that set up scientific research assistant positions to coordinate relevant funding channels, and improve post income and comprehensive security levels. For college graduates who are engaged in scientific research assistants in the graduation year, they will be given a living allowance of 1,000 yuan per person per month, and the subsidy period shall not exceed one year. At least 5,000 jobs are developed in the province every year.

(8) Encourage further study. Encourage and guide college graduates to continue their studies and enhance their employment competitiveness. Every year, the province recruits at least 30,000 fresh graduates through the postgraduate examination, college promotion and second degree examinations.

(9) Implement the subsidy policy for job hunting and entrepreneurship. A one-time job-seeking subsidy of 1,500 yuan will be given to college graduates and disabled college graduates who are actively seeking employment and starting a business in the graduation year, and a one-time job-seeking subsidy of 800 yuan will be given to college graduates who have obtained national student loans during their studies.

Third, the implementation of the "Chuangxiang Jilin" support action

(10) Raise the standard of entrepreneurship subsidies. For college graduates who have not been employed within 3 years of graduation, and who use their identity information to register and establish small and micro enterprises or engage in self-employment in Kyrgyzstan for the first time, they will be given a subsidy of 50,000 yuan for entrepreneurship if they have been in normal operation for more than 1 year from the date of industrial and commercial registration, and if they have been employed for more than 3 years and have paid social insurance, they will be given a subsidy of 50,000 yuan for entrepreneurship.

(11) Provide support for guaranteed loans for entrepreneurship. Qualified college graduates can apply for a guaranteed loan with a maximum amount of 300,000 yuan and a maximum term of 3 years, and a guaranteed loan with a maximum amount of 330,000 yuan per person and a total loan amount of no more than 4 million yuan for eligible college graduates who start a business in partnership, and will be given an interest discount according to regulations. For small and micro enterprises founded by qualified college graduates or small and micro enterprises that absorb college graduates to reach the specified proportion, they can apply for a guaranteed loan for entrepreneurship with a maximum amount of 4 million yuan and a maximum term of 2 years, and will be given an interest discount according to regulations.

(12) Implement the tax reduction and exemption policy for self-employment. For college graduates who are engaged in self-employment in the year of graduation, the value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge and individual income tax actually payable in the current year shall be deducted in turn, and the annual limit shall be 24,000 yuan per household within 3 years (36 months).

(13) Implement social insurance subsidies for self-employment. For college graduates who start their own businesses within 3 years of graduation and pay social insurance premiums in their individual capacity, they will be given a social insurance subsidy for a maximum of 3 years at a rate not exceeding 2/3 of the social insurance premiums actually paid by themselves.

(14) Increase the intensity of entrepreneurial services. Encourage business incubation demonstration bases and college student entrepreneurship parks to give certain rent, water and electricity and other fee discounts and entrepreneurial services to college student start-ups. Strengthen the construction of employment and entrepreneurship guidance service stations for college students, realize the full coverage of colleges and universities in the province, and give 100,000 yuan of financial support to each service station. A group of young talent innovation and entrepreneurship teams can be supported on a merit-based basis, and a maximum of 500,000 yuan of financial assistance can be given. Set up a special window for college graduates to start a business and provide personalized services.

Fourth, the implementation of the "nesting Jilin" housing action

(15) Implement the supply of "one bed for job hunting". The local government will make overall plans to revitalize the existing idle real estate resources, build a "Jixin Station", and provide free accommodation for up to 1 year for college graduates who are looking for jobs in other places.

(16) Strengthen the support of "one room for employment". For college graduates who are employed and started in Kyrgyzstan in the year of graduation, the place of employment will issue a rental subsidy of 2,500 yuan, 1,500 yuan and 1,000 yuan per person per month for doctors, masters and undergraduates, and the subsidy period shall not exceed 2 years. The provincial finance shall give appropriate subsidies to cities and counties according to a certain proportion. It is not duplicated with Article 2 of this measure, "implementing the employment and living subsidy policy".

(17) Implement the guarantee of "one family and one suite". For college graduates who are employed and started a business in Kyrgyzstan within 5 years of graduation, when they buy their first commercial house in Kyrgyzstan, they will be given a one-time house purchase subsidy according to the standards of 80,000 yuan, 50,000 yuan and 30,000 yuan for doctors, masters and undergraduates. The provincial finance shall give appropriate subsidies to cities and counties according to a certain proportion.

Fifth, the implementation of the "vitality of Jilin" aid action

(18) Continue to implement the policy of returning stable posts and reducing fees in stages. We will continue to implement the policy of returning stable jobs and reducing unemployment and work-related injury insurance premiums in stages, reduce the cost burden of business entities, and support enterprises to stabilize and expand jobs. Among them, the unemployment insurance rate continued to be reduced to 1%, and the work-related injury insurance rate was reduced to 50% of the base rate.

(19) Implement the employment subsidy policy for enterprises. Small and medium-sized enterprises recruiting college graduates in the graduation year will be given a one-time employment subsidy of 1,500 yuan for each person recruited according to the regulations. If a small or micro enterprise recruits college graduates who have not been employed in the year of graduation or within two years of leaving school, and pays social insurance premiums for them, they will be given a 100% subsidy according to the basic endowment insurance premiums, basic medical insurance premiums and unemployment insurance premiums actually paid for the above-mentioned persons, and the subsidy period is one year.

Sixth, the implementation of the "spread wings Jilin" empowerment action

(20) Strengthen vocational training. Relying on vocational colleges, technical colleges, vocational skills training institutions, etc., for college graduates who have not been employed in the year of graduation and within 2 years of leaving school, they will carry out order-based, directional, fixed-post vocational skills training and "Ma Lanhua" entrepreneurship training, and give training subsidies according to regulations. Achieve full coverage for college graduates who are willing to train.

(21) Strengthen the training of new apprenticeships in enterprises. Encourage enterprises and technical colleges, vocational colleges, private training institutions, enterprise training centers and other educational institutions to adopt the mode of enterprise-school dual apprenticeship and alternating between work and learning, and carry out new apprenticeship training for newly hired college graduates in the graduation year of enterprises, and give training subsidies according to regulations.

Seventh, the implementation of the "set sail for Jilin" assistance action

(22) Strengthen precise docking. Carry out special recruitment activities such as "Special Activities for Joint Recruitment of College Graduates in Large and Medium-sized Cities", "100 Days and 100 Million Recruitment Actions", "Golden Autumn Recruitment Month", "Employment Service Week for College Graduates", "Private Enterprise Service Month", "464 Industry Tackling", "Thousands of Schools and Posts", "Hundreds of Cities, Thousands of Schools and Thousands of Enterprises", "Women Struggle in Jilin" and other special recruitment activities. High-frequency organization of online recruitment, offline recruitment, tour recruitment, campus recruitment, and about 3,000 recruitment activities throughout the year. Relying on the "96885 Jiren Online" service platform, etc., we release recruitment information from time to time and provide all-weather "fingertip service".

(23) Strengthen "one-to-one" services. Implement the employment service action for college graduates who have left school and are unemployed, establish a real-name ledger, and comprehensively provide "1311×N" services, achieving a contact rate and service rate of 100%. Carry out special actions such as the "Rain and Dew Plan +", "Spring Breeze Action" and "Employment Assistance Month", focusing on low-income families, zero-employment families, families subject to poverty prevention monitoring, and college graduates from families with disabilities, and organize and carry out "one-to-one" paired assistance.

8. Implement the "Talent Gathering in Jilin" intelligence introduction action

(24) Organize point-to-point extraterritorial talent introduction. Focus on cities, universities, scientific research institutes, and overseas students at home and abroad with a high degree of matching with the needs of talents in short supply in our province, and carry out targeted "point-to-point" on-site recruitment and campus recruitment for college graduates. Organize at least 30 events per year.

(25) Organize undergraduate, master's and doctoral trips to Jilin. Focusing on the talents needed by our province, by actively inviting and giving full play to the role of the brand carrier of "Jilin people returning to their hometowns" and "Jilin Alumni Association", we will organize graduates from universities outside the province to come to Jilin to carry out seminars, inspections and participate in recruitment and other activities, so that they can understand Jilin and choose Jilin for employment and entrepreneurship. Organize at least 20 events per year.

9. Implement the "Charming Jilin" publicity action

(26) Hold publicity and promotion activities of "entrepreneurship and struggle, 'just' in Jilin". Shoot a series of promotional videos of "Great Beauty Jilin", produce short videos and posters to promote Jilin, and use new media platforms such as TV and radio stations, Douyin, Kuaishou, as well as platform advertising, elevator building advertising, square LED screens and other public resources to deeply publicize the advantages, opportunities and good talent policies and bright future prospects of Jilin's development. Carry out activities such as "traveling all over Jilin", "Sailing Plan" and "returning to hometown" and career planning education, and embed the guidance of staying in Jilin into the whole process of college education in the province, so that more college graduates can understand Jilin, choose Jilin, and take root in Jilin.

(27) Hold the most beautiful employment and entrepreneurship college graduates selection activities. Focusing on "returning to the hometown to start a business", "labor service brand", "three branches and one support", "special post teachers", "grassroots specialists", "western plan", etc., excavate a number of typical college graduates working at the grassroots level in our province, as well as employment and entrepreneurship demonstration figures who stay in Kyrgyzstan and return to Kyrgyzstan to come to Kyrgyzstan to carry out activities such as tour lectures and media public promotions, and actively create a good atmosphere of caring for and supporting the employment and entrepreneurship of college graduates.

10. Implement the "Just in Jilin" guarantee action

(28) Strengthen organizational leadership. Establish a responsibility system for work objectives, and the main responsible comrades of all relevant departments are the first responsible persons, and include the assessment of the leadership team and the evaluation of the responsibility system for employment and entrepreneurship work objectives, and the Provincial Department of Human Resources and Social Security and the Provincial Department of Education will take the lead in promoting, and the relevant departments will do a good job in implementing it in accordance with the division of responsibilities. Establish a consultation mechanism, and relevant departments at all levels regularly study and deploy work to resolve outstanding difficulties and problems. Establish a guidance and supervision mechanism, conduct regular research and supervision, and ensure the implementation of the work.

(29) Improve service efficiency. All localities and relevant departments comprehensively promote the channels for college graduates to seek help, recruitment channels, a directory of handling agencies, and a list of policy services. Promote the "code-based, handheld, and online-based office", and fully realize the digital push of college graduates' professional skills, job intentions, and enterprise needs. Create a "policy cockpit" and promote the policy of benefiting enterprises and college graduates. Promote the service items of "package handling, speeding up handling, one-time handling, and self-service handling". Promote doorstep employment services and create a "15-minute employment service circle". Strengthen information sharing and realize the interconnection and interoperability of data related to the employment of college graduates between departments.

(30) Strengthen the protection of rights and interests. We will continue to clean up and rectify the human resources market and crack down on illegal activities in the field of employment. Strengthen the supervision of recruitment behavior, and resolutely crack down on illegal activities such as false recruitment and "black intermediaries". Strictly punish untrustworthy conduct such as malicious contract termination, so that they are discovered and investigated together, and strive to preserve the lawful rights and interests of college graduates in employment and entrepreneurship.

These measures shall come into force on the date of promulgation, and the Provincial Department of Human Resources and Social Security shall be responsible for the specific interpretation. In the course of implementation, if there is any inconsistency with the new laws, regulations, rules and policies promulgated by the state and provinces, the new provisions shall be implemented.
