On April 16, the Sichuan Provincial Research and Further Promotion of the Development and Promotion and Application of the Whole Green Hydrogen Industry Chain was held. The next day, the Sichuan Provincial Department of Economy and Information Technology issued an announcement on April 17 to solicit opinions from all walks of life on the "Sichuan Province Action Plan for Further Promoting the Development and Promotion and Application of the Whole Hydrogen Energy Industry Chain (2024-2027) (Draft for Comments)".

First, support cities (prefectures) to carry out large-scale demonstration applications of hydrogen fuel cell vehicles, and give priority to the purchase and use of hydrogen fuel cell vehicles in logistics, sanitation, intercity passenger transport and other fields. Restrictions on the passage of hydrogen fuel cell vehicles in urban areas will be relaxed throughout the province. Hydrogen vehicles equipped with ETC equipment will be exempted from highway tolls in Sichuan Province. The provincial treasury shall bear the funds required for the reduction and exemption.
Second, accelerate breakthroughs in key core technologies, and make breakthroughs in hydrogen production, peak shaving and energy storage, storage and transportation, and technology application.
Third, the application of hydrogen energy supply should be carried out according to local conditions, and a number of hydrogen energy livelihood demonstration projects should be carried out in qualified areas.
Fourth, promote the construction of hydrogen source supply network and build a green hydrogen supply base. Support qualified areas to carry out research and development of pipeline hydrogen transmission technology.
In addition, it also proposes incentives and subsidies for hydrogen refueling and technological innovation, and proposes that Sichuan will build a whole industry chain ecosystem of "production, storage, transportation, processing and use" in 2027.
Some analysts pointed out that if the above policies can be successfully implemented, Sichuan will become another province after Shandong to implement high-speed free hydrogen energy vehicles, which also strengthens the market's expectations for further diffusion of policies.

"Sichuan began its R&D layout as early as 2010, and has successively introduced relevant plans and special policies to provide systematic support. Through more than ten years of deep efforts, the whole industrial chain layout of hydrogen energy 'production-storage-transportation-processing-use' has been formed. Zeng Jiming introduced that Sichuan has carried out fuel cell vehicle demonstrations in 10 cities (prefectures) such as Chengdu, Deyang and Panzhihua, with a total of 619 fuel cell vehicles (seventh in the country) and 17 hydrogen refueling stations (eighth in the country).
