Indeed, from a rational point of view, only by standardizing and limiting the scale of large hospitals can large hospitals concentrate on serious and difficult diseases, and do a good job in teaching and scientific research, and can also leave room for small and medium-sized hospitals to recruit and work.

In this regard, on December 25, 2023, the Ministry of Finance, the National Health Commission, the National Health Insurance Administration, and the State Administration of Traditional Chinese Medicine jointly issued the "Guiding Opinions on Further Strengthening the Construction of Internal Control in Public Hospitals". The document clearly requires strengthening the management of capital construction projects, strictly prohibiting public hospitals from borrowing money for construction and over-standard decoration, and standardizing the whole-process management of capital construction projects. Strengthen the construction and management of multi-hospital districts, strictly prohibit the construction of hospitals without approval, and resolutely put an end to disorderly expansion.

For the lower-level hospitals that have been "poached", they need to strengthen their "hard power" to attract more outstanding talents.
