On the afternoon of April 26, the Zhongguancun Forum Future Industry Innovation and Development Forum was held in Zhongguancun International Innovation Center. At the forum, the leaders of the High-tech Department of the Ministry of Industry and Information Technology interpreted the "Implementation Opinions on Promoting the Innovation and Development of Future Industries" (hereinafter referred to as the "Implementation Opinions").
The Implementation Opinions put forward development goals by 2025 and 2027. Among them, by 2025, a future industrial development model in line with the actual situation of the mainland will be initially formed. By 2027, it will build a development pattern of synergy and linkage between future industries and advantageous industries, emerging industries and traditional industries, form a long-term mechanism for sustainable development, and become an important source of future industries in the world.
Two major milestones
At present, a new round of scientific and technological revolution and industrial transformation is accelerating, major cutting-edge technologies and disruptive technologies are emerging, the integration of scientific and technological innovation and industrial innovation is deepening, new products and new models are bursting out, and the future industry is pregnant and developing, which has become a strategic choice to lead scientific and technological progress, drive industrial upgrading, open up new tracks, and shape new quality productivity.
In recent years, the mainland's scientific and technological innovation capabilities have been continuously improved, providing fertile soil for future industrial development. In order to grasp the opportunity of a new round of scientific and technological revolution and industrial transformation, accelerate the development of future industries around the main battlefield of the manufacturing industry, and support the promotion of new industrialization, in January 2024, seven departments including the Ministry of Industry and Information Technology issued the "Implementation Opinions". On April 26, Bai Jie, deputy director of the High-tech Department of the Ministry of Industry and Information Technology, interpreted the "Implementation Opinions".
Bai Jie pointed out that the "Implementation Opinions" follow the law of future industrial development, and put forward development goals until 2025 and 2027 from the aspects of technological innovation, product breakthroughs, enterprise cultivation, scenario development, and industrial competitiveness.
Separately, by 2025, the future industrial technology innovation, industrial cultivation, safety governance and other aspects will be comprehensively developed, some fields will reach the international advanced level, and the industrial scale will be steadily improved. We will build a number of future industry incubators and pilot areas, break through 100 cutting-edge key core technologies, form 100 iconic products, build 100 leading enterprises, develop 100 typical application scenarios, formulate 100 key standards, cultivate 100 professional service institutions, and initially form a future industrial development model in line with the actual situation of the mainland.
By 2027, the comprehensive strength of the future industry will be significantly improved, and some fields will achieve global leadership. Major breakthroughs have been made in key core technologies, a number of new technologies, new products, new formats and new models have been widely applied, large-scale development of key industries has been achieved, a number of eco-leading enterprises have been cultivated, and a development pattern of synergy and linkage between future industries and advantageous industries, emerging industries and traditional industries has been formed, forming a long-term mechanism for sustainable development, and becoming an important source of future industries in the world.
Four major features
The "Implementation Opinions" point out that the future industry is driven by cutting-edge technology, and is currently in the stage of gestation and germination or the early stage of industrialization, and is a forward-looking emerging industry with significant strategic, leading, disruptive and uncertain.
Related to this definition, according to Berger, the future industry has four major characteristics compared to other types of industries. As an entrant in the future industry, An Xiaopeng, vice president of Alibaba Cloud Intelligence Group, has seen the subversive and leading nature of the artificial intelligence industry as a future industry. He pointed out that the first meeting of the 20th Central Financial and Economic Commission emphasized the need to grasp the wave of new scientific and technological revolution such as artificial intelligence. The "Implementation Opinions" grasp the global trend of scientific and technological innovation and industrial development, combine the mainland's scientific and technological strength and the actual industrial development, strengthen forward-looking planning and deployment, focus on the layout of future industries in six major directions, and forward-looking deployment of new tracks.
Among them, future manufacturing has attracted attention. An Xiaopeng mentioned that when he discussed the ongoing Hannover Messe with a friend, he mentioned the experience of participating in the Hannover Messe, and the friend's answer was that "all the pavilions and enterprises are discussing how to deeply integrate the large model with the manufacturing industry". In this regard, the "Implementation Opinions" have a layout, which proposes to develop intelligent manufacturing, biomanufacturing, nano manufacturing, laser manufacturing, and circular manufacturing, break through key core technologies such as intelligent control, intelligent sensing, and simulation, promote flexible manufacturing, shared manufacturing and other models, and promote the development of industrial Internet and industrial metaverse.
At the same time, in terms of future information, the "Implementation Opinions" proposes to promote the industrial application of next-generation mobile communications, satellite Internet, quantum information and other technologies, accelerate the innovation and breakthrough of quantum and photonic computing technologies, accelerate the deep empowerment of brain-like intelligence, group intelligence, and large models, and accelerate the cultivation of intelligent industries.
In terms of future materials, according to the "Implementation Opinions", it is necessary to promote the upgrading of advanced basic materials such as non-ferrous metals, chemicals, and inorganic non-metals, develop key strategic materials such as high-performance carbon fiber and advanced semiconductors, and accelerate the innovative application of cutting-edge new materials such as superconducting materials. In terms of future energy, the "Implementation Opinions" proposes to focus on key areas such as nuclear energy, nuclear fusion, hydrogen energy, and biomass energy, and create a future energy equipment system with a full chain of "collection, storage, transportation, and application".
