1. Maternity allowance does not need to be declared by an individual
On April 12, the Hebei Provincial Medical Insurance Bureau issued the "Notice on Further Optimizing the Online Handling of Maternity Insurance", clarifying that when insured female employees give birth or carry out family planning surgery outside the province and incur cash medical expenses, the system will automatically generate the maternity allowance declaration information, and there is no need for individuals to declare separately.
The Notice clarifies that:
1. Scope and conditions of application
- The employer where the insured female employee works pays the basic medical insurance premiums on time and in full and the insurance status is normal;
- Insured female employees are eligible for maternity insurance benefits;
- Insured female employees who give birth in medical insurance designated medical institutions outside the province need to use cash to pay for maternity medical expenses.
2. Specific process
- Insured female employees declare maternity medical expenses in the "Sporadic Reimbursement Declaration" module on the homepage of the "Hebei Smart Medical Insurance" WeChat Mini Program.
- After the medical insurance handling department has passed the review, if the conditions for applying for maternity allowance are met, the system will automatically generate the maternity allowance declaration information and upload it to the unit's network hall online.
- The unit logs in to the "Hebei Medical Insurance Public Service Unit Network Hall", clicks on the "Maternity Allowance Automatic Declaration and Review" module, determines the maternity and salary payment during the leave, and uploads it online to the medical insurance handling department, which allocates the maternity allowance according to the regulations.

Qingdao: From March 1, 2024, 53 designated hospitals for maternity insurance in Qingdao will implement the maternity allowance "free to apply"

Eligible insured female employees, when discharged from the hospital for settlement, the designated hospital uploads medical record materials, and meets the payment regulations, the maternity allowance will be issued to the financial account of the social security card of the female employee on a monthly basis from the next month after the settlement of maternity medical expenses, and the unit or individual does not need to go through the application procedures for the maternity allowance offline, so as to realize the "non-inductive" issuance of the maternity allowance.
2. Maternity allowance can be received even if you do not go to work
From 2024, Shanghai, Jiangsu and other places will issue documents clarifying that unemployed people can also receive maternity allowances.
1. Shanghai: From January 1, 2024, unemployed persons will participate in the basic medical insurance for employees in Shanghai during the period of receiving unemployment insurance money
The Notice clarifies that:
1) The unemployed participate in maternity insurance at the same time, and individuals do not pay premiums
The unemployed shall participate in the basic medical insurance (including maternity insurance) for employees in the city during the period of receiving unemployment insurance money.
The payment base for unemployed persons to participate in the basic medical insurance for employees in Shanghai (including maternity insurance) is the lower limit of the social insurance payment base for employees in the month of payment, and the payment rate is 12% (of which 1% is regarded as maternity insurance payment, and 2% is regarded as individual payment of basic medical insurance for employees), and the required expenses are paid by the unemployment insurance fund, and the unemployed do not pay individually.
2) Women who receive unemployment insurance benefits can enjoy maternity allowance and maternity medical allowance
Women who give birth or miscarry during the period of receiving unemployment insurance money may enjoy maternity living allowance and maternity medical expenses subsidy in accordance with the relevant provisions of the city's maternity insurance, of which the maternity subsistence allowance shall be calculated and paid at 60% of the average wage of employees in urban units of all calibers in Shanghai in the previous year. The contract workers of the former rural farmers in the city who receive unemployment subsidies shall be implemented by reference.
2. Jiangsu Province: The unemployed shall simultaneously participate in the basic medical insurance premiums and maternity insurance premiums of employees during the period of receiving unemployment insurance benefits

During the period when an unemployed person receives unemployment insurance money, the unemployment insurance agency in the place where he receives it shall go through the formalities of participating in the basic medical insurance and maternity insurance for his or her in a unified manner, and pay the basic medical insurance premiums and maternity insurance premiums for the employees.
2. During the period of receiving unemployment insurance money, there is no waiting period for unemployed persons to participate in the basic medical insurance and maternity insurance for employees
Eligible recipients of unemployment insurance money who give birth or undergo family planning surgery shall be entitled to maternity medical expenses, maternity allowance and one-time nutrition subsidy in accordance with the "Jiangsu Provincial Regulations on Maternity Insurance for Employees"; If the unemployed spouse has participated in the basic medical insurance, he or she shall enjoy the medical expenses of childbirth in accordance with the provisions of the basic medical insurance, and the maternity insurance fund will no longer pay for it.
The calculation and payment base of maternity allowance for those who participate in maternity insurance is the average monthly payment base for all persons receiving unemployment insurance money in the insured place who participated in the basic medical insurance (including maternity insurance) in the previous year divided by 30 days.

1. Two main points in calculating maternity allowance

2. Maternity allowance is not equal to maternity pay
Maternity pay and maternity allowance are not the same.
