Don't just listen to what ordinary people say, experts in the international situation of the United States and the West have long understood that the topic of India's so-called rise is nothing more than a false topic deliberately created by the United States and the West to contain China's development. The joint statement has a background to the fact that on February 6 this year, the United Kingdom and France launched a multi-party dialogue against commercial espionage, aimed at combating the misuse and sale of commercial espionage tools, and concluded with the declaration "The Pall Mall Process: Responding to the Proliferation and Irresponsible Use of Commercial Cyber Intrusion Capabilities".

At present, I have not found a standard translation of The Pall Mall Process, so I can only call it "Pomerian Process" according to the transliteration custom. Pall Mall can also be interpreted as a street in London, England, where there are many clubs, but I don't know if there is a direct connection to this process, and if it is related to this process, it can also be translated as "Bermel Process" as customary.

It is clear that the background to the British and French initiatives to combat commercial espionage software is that many countries or institutions are now misusing commercial espionage software to continuously access, collect, utilize, extract, intercept, retrieve, alter or delete or transmit content in the computer systems of targeted users, including information stored on or transmitted through devices connected to the Internet, which may include recording video, audio or phone calls, or tracking computer location.

This kind of behavior will not only cause the leakage of relevant military or commercial information, but also bring serious international disputes.

In the past two years, due to the development of computer technology, cases of illegal theft of secrets by using commercial espionage software have emerged one after another, but they have become more and more difficult to detect. For example, the "Pegasus" spyware tool developed by Israel's NSO Group is very famous in the industry, and the impact is very large.

Israel NSO Group is an Israeli cybersecurity business, one of dozens of digital espionage tool development companies in Israel, and its products track any activity on smartphones. Israel's NSO Group claims that the Pegasus spyware is primarily used by governments and law enforcement agencies around the world to fight criminal networks and gather intelligence on terrorism.

But that's not the case, and in November 2021, Apple filed a lawsuit accusing Israel's NSO Group of using its Pegasus spyware to spy on and target Apple users in the United States.

In the end, the U.S. judge denied NSO Group's motion to delay the prosecution and required it to appear in the United States. Meanwhile, U.S. defense contractor L3 Harris Technologies is interested in acquiring Israel's NSO Group, which is being negotiated.

It can be said that it is precisely because of the powerful role of spyware such as "Pegasus" that it can be used for a wider range of intelligence spying, which seriously threatens the social order and national security of the West, prompting Britain and France to launch the "Pomerian Process".

We recognize that, across the market, many tools and services can be used for legitimate purposes, but they should not be developed or used in a way that threatens the stability of cyberspace or human rights and fundamental freedoms, or is inconsistent with applicable international law, including international humanitarian law and international human rights law. They should also not be used without proper safeguards and oversight. We are determined to explore the parameters of legitimate and responsible use by States, civil society, legitimate cybersecurity, and industry actors throughout the Pomerian Process.

At present, representatives of the African Union, Australia, the Gulf Cooperation Council, Malaysia, Japan, the Republic of Korea, Singapore, the United States and Switzerland have signed the documents of the process. There are also companies and institutions such as Google, Microsoft, etc., which have also signed the documents.

At the Seoul Summit for Democracy, Britain and France demanded that all participating countries join in signing the Pomerian process, but the remarkable fact is that India's refusal to sign the policies promoted by this "democracy" suggests that India does not consider the use of commercial spyware to do something unacceptable.

Western observers recognize that India has historically been reluctant to sign agreements in which it has no say in negotiations. Notable examples include the Budapest Convention brokered by the European Commission and the Paris Call for Trust and Security in Cyberspace brokered by Microsoft and the French government, which India does not sign.

In October 2023, a Qatari court sentenced eight Indian citizens to death, and the Qatari court did not specify what crimes these men had committed. The eight Indians involved are all retired officers of the Indian Navy who were hired by Qatar's Al Dakhra Technologies Company to advise the Qatari government on the purchase of submarines and provide technical training services.

According to the speculation of relevant agencies, these eight individuals were spies recruited and trained by Israeli intelligence agencies, and they used their work to provide information collected on the operation of submarines of the Qatari Navy to Israel's Mossad intelligence agency. There are also Qatari media who believe that they are suspected of commercial espionage.

The Modi government acted swiftly and has been in constant communication with the relevant parties, including the families and the legal team. It is believed that these Indians were in fact instructed by the Government of India to gather intelligence through them to cooperate with Israel. This can also be explained as one of India's strong international support for Israel.
