On April 23, the third EU-China Anti-Drug Dialogue was held in Brussels, Belgium. The dialogue was chaired by the head of the Department of Law Enforcement and Security of the Directorate-General for Migration and Internal Affairs of the European Commission, and was attended by relevant responsible comrades of the National Narcotics Control Commission of the People's Republic of China, the Department of Narcotics Control of the Ministry of Public Security, the Department of European Affairs of the Ministry of Foreign Affairs, and the Chinese Mission to the European Union. More than 60 people from eight EU institutions, including the European External Action Service (EEAS), Directorate-General for Taxes and Customs, Europolice and the European Monitoring Centre for Drugs and Drug Addiction, as well as 17 member states including France, Germany, Spain and Hungary, participated in the dialogue. Based on the principles of "friendship, frankness, pragmatism and cooperation", the two sides conducted in-depth dialogues and interactions on topics such as anti-narcotics policy, drug situation, threat of new psychoactive substances and synthetic drugs, control of precursor chemicals, drug demand reduction, and coordination of positions.
The two sides agreed that China and the EU, as important partners and stakeholders, are facing many challenges, such as the increasing abuse of synthetic drugs, the expansion of the market for new psychoactive substances, the complex and changeable smuggling routes of drugs and chemicals, and the frequent occurrence of crimes using new technologies.
The EU-China annual Anti-Drug Dialogue was established in accordance with the consensus reached at the 20th China-EU Summit, with the first two dialogues held online in 2021 and 2022 respectively. On April 22 and 24, the two sides held a meeting of the EU-China Joint Follow-up Group on Precursor Chemicals and a case exchange meeting respectively under the framework of the dialogue.
