Building 8, which has more than 70 years of "house age", is located on Changle West Road in Xi'an, and has been allocated to workers without housing for temporary transition in the form of enterprise welfare housing since its completion in the last century, which is in the nature of public rental housing.
Ms. Xie's family used to live in Building 8 of Thermal Power New Village, where they moved from 2001 until the summer of 2023. Ms. Xie said the building had previously been identified as a "dilapidated house" and that residents had been notified to move out after heavy rains in Xi'an last summer. After moving out, at a price of more than 1,100 yuan per square meter, their family raised more than 90,000 yuan to sign the "Housing Property Rights Transfer Agreement" with Xi'an Xincheng State-owned Capital Operation Group Co., Ltd., and the house where the family lived was transitioned from public housing to personal name.
"Since I paid the money in July last year, I don't know the next step, when will this house be demolished?" Ms. Xie said.
On April 24, a reporter from Huashang Daily Gale News came to Building 8 of Thermal Power New Village. The three-storey building looks "old" from the outside, with a fence around the building, an emergency move-out notice dated June 2023 left on the entrance door, and a warning sign saying "This house is dangerous, do not approach" is posted on the unit door outside.
The unit of the emergency notice is also Xi'an New Town State-owned Capital Operation Group Co., Ltd. Huashang Daily sent a letter to the unit to inquire about the relevant matters of Building 8 of Thermal Power New Village, and received a reply on April 25.
According to Xi'an Xincheng State-owned Capital Operation Group Co., Ltd., in September 2020, in accordance with the requirements of the document (Municipal Affairs Banfa [2020] No. 24), the relevant state-owned assets of China Energy Construction Group Northwest Electric Power Construction Engineering Co., Ltd. were localized and transferred to the Xincheng District Government, including 27 unsold public houses in Building 8 of Thermal Power New Village.
On December 31, 2021, the unit commissioned the "Safety and Seismic Appraisal Report" issued by a third-party housing quality and safety appraisal company, which identified Building 8 of Thermal Power New Village as a D-level dangerous house, with great potential safety hazards.
Regarding the progress of the demolition and relocation that Ms. Xie was concerned about, the reply letter mentioned that since Building 8 of Thermal Power New Village was not included in any relocation project, on the premise of fully considering the vital interests and life safety of the people, combined with the relevant shantytown reform requirements, the residents of Building 8 of Thermal Power New Village were transferred their property rights and relocated dilapidated houses.
In accordance with the principle of "voluntariness, openness and fairness", the property rights transfer agreement shall be signed with the households that meet the conditions and the information is correct, and the housing property right certificate shall be issued. The price of property right transfer shall be strictly implemented in accordance with the "Xi'an 2002 Public Housing Cost Price, Market Price and Public Housing Rent Standard". The relocation of the dilapidated house was carried out on the basis of ensuring the safety of the residents' lives, and the tenants were never promised a rental subsidy after the transfer of property rights.
Xi'an Xincheng State-owned Capital Operation Group Co., Ltd. said: the next step will be to actively do a good job in the residents of dilapidated housing and policy explanation, to ensure the safety of the people's lives, at the same time, will also actively cooperate with the district office and community under its jurisdiction to carry out the next step, for the eligible difficult households to apply for the Xincheng State-owned Assets Group in the management of public housing and government low-rent housing, public rental housing.
