　　Notice on carrying out the declaration and identification of high-tech enterprises in 2024

All relevant units:

　　In order to vigorously implement the innovation-driven development strategy, support and serve the scientific and technological innovation of enterprises, and promote the high-quality development of high-tech enterprises in our province, according to the relevant arrangements of the Office of the National Leading Group for the Identification and Management of High-tech Enterprises, the Office of the Provincial Leading Group for the Identification and Management of High-tech Enterprises decided to organize and carry out the application and identification of high-tech enterprises in 2024. The relevant matters are hereby notified as follows.

　　1. Declaration time

　　In 2024, the declaration and identification of high-tech enterprises will continue to be carried out in the form of normalized declaration and regular review within the specified time limit. This year, the deadline for accepting the application materials of the centralized management departments is September 30, and the deadline for enterprises to submit the application materials to the centralized management departments is subject to the local notice.

　　The deadline for the application of the first batch of review is June 10, 2024, and the rest of the batches will be arranged separately according to the application of enterprises.

　　II. Related Matters

　　(1) The method of declaration. Applicants need to submit electronic and paper materials. Among them, the electronic version of the materials in the national "high-tech enterprise identification management network" (http://www.innocom.gov.cn/) registration and declaration, the paper version of the materials in accordance with the requirements of the content of the application materials of this notice (Annex 1) one by one, bound into a book, submitted to the centralized management departments for review, and retained for future reference. The Office of the Provincial Leading Group for the Management of High-tech Enterprise Identification adopts a paperless review method and does not collect paper application materials from enterprises.

　　(2) Selection of financial intermediaries. In accordance with the relevant national requirements for "delegating power, delegating power, delegating power, and providing services", the reporting enterprise shall select a financial intermediary institution that meets the following conditions and issue a special audit or assurance report.

　　1. Have independent practice qualifications, established for more than three years, and have no bad records in the past three years.

　　2. The proportion of the number of certified public accountants or tax agents in the year of undertaking the certification work shall not be less than 30% of the annual average monthly number of employees, and the average monthly number of employees in the whole year shall be more than 20.

　　3. Relevant personnel should have good professional ethics, understand the national science and technology, economic and industrial policies, and be familiar with the relevant requirements of high-tech enterprise identification.

　　Financial intermediaries shall provide the "Letter of Notification and Commitment of Special Audit Intermediaries" or other supporting materials in accordance with the requirements of the Notice on the Implementation of Notification and Commitment on Relevant Certification Matters of Special Audit Intermediaries for the Identification of High-tech Enterprises (Annex 2).

　　Reporting enterprises can refer to the "Chinese Institute of Certified Public Accountants" website (http://www.cicpa.org.cn) information inquiry - industry management information inquiry - public inquiry column, "China Certified Tax Agents Association" website (http://www.cctaa.cn/) China Tax Association information service platform - industry management - firms/tax agent inquiry column to inquire about relevant intermediaries and practitioners.

　　From the current year onwards, the special audit report or assurance report issued by the accounting firm provided in the application materials shall be uploaded to the unified supervision platform of the CPA industry (website http://acc.mof.gov.cn) and assigned a code in accordance with the relevant regulations, and the special audit report or assurance report issued by the tax agent firm established by administrative registration and joined the China Certified Tax Agents Association shall have a QR code filed with the information service platform (http://www.ecctaa.com) of the China Tax Association on the first page of the report。

　　(3) Notification and commitment for the identification of high-tech enterprises. According to the relevant requirements of the Notice of the Ministry of Science and Technology on the Implementation of the Notification and Commitment System for Certification Matters Related to the Identification of High-tech Enterprises, the registration certificates such as business licenses and intellectual property certificates such as patent certificates in the application materials of high-tech enterprises shall be subject to the notification and commitment system, and the applicant enterprises shall independently choose whether to apply the notification and commitment system (see Annex 3 for details).

　　If the applicant chooses to apply the notification and commitment system, the applicant enterprise promises that it has known all the contents of the notification of the certification management agency, logs in to the high-tech enterprise identification management system through the "high-tech enterprise identification management network", enters the enterprise declaration system (enterprise account) - high-tech certification declaration - application materials - notification and commitment system, and checks the "Notification and Commitment Letter for Certification Matters" that has been read and agreed. After clicking Confirm, the management system will automatically generate the text of the "Letter of Commitment for Notification of Supporting Matters" (applicable to the identification of high-tech enterprises applying for the application) with the name of the applicant enterprise and other information, and click Print (the system defaults to A4 paper, front and back printing). In the corresponding position of the "Letter of Commitment to Inform the Certification Matters", it shall be signed by the enterprise legal person and stamped with the official seal of the enterprise. The applicant enterprise scans and uploads the signed and stamped "Letter of Commitment for Notification of Certification Matters" to the management system, and no longer needs to provide supporting materials for applicable matters.

　　The provincial high-tech enterprise recognition management agency has established a coordination mechanism with the intellectual property department to verify the intellectual property rights in the application materials of the enterprise in the expert review stage, and include the enterprises that provide false promises in the record of untrustworthiness, and handle them in accordance with the relevant provisions of the "Measures for the Administration of the Identification of High-tech Enterprises".

　　If the applicant does not choose to apply the notification and commitment system, the applicant enterprise shall provide the supporting materials required for the relevant matters in accordance with the regulations.

　　3. Renaming and major changes of high-tech enterprises

　　If a high-tech enterprise changes its name or major changes related to the recognition conditions during the validity period, it shall apply to the Office of the Provincial Leading Group for the Management of High-tech Enterprise Identification within 3 months.

　　(1) Declaration of name change of high-tech enterprises

　　High-tech enterprises whose names have been changed within the validity period shall submit the Application Form for Name Change of High-tech Enterprises on the "High-tech Enterprise Identification Management Network" on time, and submit a paper application form and relevant supporting materials.

　　Simple name change

　　If the name of the enterprise is changed and the business has not changed, the following materials must be submitted:

　　1. Application form for change of name of high-tech enterprise;

　　2. Notice of approval of change issued by the department of industry and commerce and other supporting documents for name change;

　　3. A copy of the business license and the copy of the organization code certificate before and after the name change of the enterprise;

　　4. A copy of the certificate of high-tech enterprise;

　　5. Description of the personnel in the year when the name of the enterprise is changed;

　　6. Proof of the status quo of the core independent intellectual property rights owned by the enterprise.

　　Complex rebranding

　　If the name of the enterprise is changed and the business also changes, the following materials must be submitted in addition to the above simple name change materials:

　　7. The table of research and development activities and high-tech products (services) in the year of the change of enterprise name;

　　8. The audited annual financial statements of the year in which the name of the enterprise is changed (including balance sheet, profit and profit distribution statement, cash flow statement, etc.);

　　9. Special audit report on the annual research and development expenses and high-tech products (services) income of the year when the enterprise name is changed by a qualified intermediary agency.

　　Name change material requirements

　　The name change of high-tech enterprises will be carried out in the form of normalized declaration and regular review, and the deadline for annual application materials is November 30, 2024. The applicant enterprise shall submit the bound paper materials in duplicate to the centralized management department.

　　(2) Declaration of major changes

　　If a high-tech enterprise has major changes related to the recognition conditions (such as division, merger, reorganization and changes in business operations, etc.) during the validity period, regardless of whether the name is changed or not, the application materials shall be provided in accordance with the relevant procedures for the qualification review of high-tech enterprises, and the application procedures shall refer to the Implementation Rules for the Qualification Review of High-tech Enterprises in Hebei Province (Trial) (Ji Gao Zhi Ban [2018] No. 13).

　　Fourth, the centralized management department

　　The centralized management departments of the identification and management of high-tech enterprises in our province include: Shijiazhuang Science and Technology Bureau, Chengde Science and Technology Bureau, Zhangjiakou Science and Technology Bureau, Qinhuangdao Science and Technology Bureau, Tangshan Science and Technology Bureau, Langfang Science and Technology Bureau, Baoding Science and Technology Bureau, Cangzhou Science and Technology Bureau, Hengshui Science and Technology Bureau, Xingtai Science and Technology Bureau, Handan Science and Technology Bureau, Xiong'an New Area Management Committee Reform and Development Bureau, Dingzhou Science and Technology Bureau, Xinji Science and Technology Bureau, Shijiazhuang High-tech Zone Management Committee, Baoding High-tech Zone Management Committee, Tangshan High-tech Zone Management Committee, Chengde High-tech Zone Management Committee, Yanjiao High-tech Zone Management Committee. All reporting enterprises are requested to select the acceptance agency on the application website and submit it, and choose the centralized management department where it is located, and select the Hebei Provincial Accreditation Management Agency for the cover of the declaration form.

　　Each centralized management department shall strictly review the qualifications, certification materials, notification and commitment of the declared enterprises within their jurisdiction, ensure the authenticity of the application materials, and verify that the paper materials are consistent with the information in the national high-tech enterprise identification management network. In addition, in order to implement the "Several Measures to Further Improve the Identification and Management of High-tech Enterprises" (Ji Ke Gao Han [2019] No. 91) and standardize the service behavior of relevant science and technology service institutions in the province, it is necessary to indicate the preparation of application materials for science and technology service institutions participating in the enterprise declaration summary table of each centralized department (attached 4).
