According to preliminary calculations, the GDP of Shibei District reached 120.319 billion yuan. At constant prices, it increased by 6.2 percent over the previous year, of which the added value of the secondary industry was 24.362 billion yuan, up by 6.9 percent, and the added value of the tertiary industry was 95.957 billion yuan, up by 6.0 percent, and the ratio of the secondary and tertiary industries was 20.2:79.8. At the end of the year, the permanent population of Shibei District was 1,105,700, an increase of 0.18% over the end of the previous year.

At the end of the year, 27,936 market entities of various types were newly registered at the same level in Shibei District, including 11,998 enterprises, 15,937 individual industrial and commercial households, and 1 professional farmer cooperative, and at the end of the year, there were 208296 market entities of various types at the same level in the district, a year-on-year increase of 3.01%. Among them, there were 92,442 enterprises, up by 2.72 percent, 115844 individual industrial and commercial households, up by 3.24 percent, and 10 professional farmer cooperatives, up by 11.11 percent.

In the face of the downward pressure of the economy and the impact of the external environment, under the correct leadership of the district party committee and the district government, the whole district has firmly grasped the primary task of high-quality development, carried out the "project landing and quality improvement year" activities, and made comprehensive efforts to expand domestic demand, attract investment, urban renewal, service upgrading, and people's livelihood protection "five battlefields", and the "2+6" characteristic industries and urban renewal projects have been effective, and the construction of a prosperous, beautiful and happy modern international city has taken solid steps.

1. Comprehensive

The economic aggregate has increased steadily. According to preliminary calculations, the GDP of the whole region reached 120.319 billion yuan. At constant prices, it increased by 6.2 percent over the previous year, of which the added value of the secondary industry was 24.362 billion yuan, up by 6.9 percent, and the added value of the tertiary industry was 95.957 billion yuan, up by 6.0 percent, and the ratio of the secondary and tertiary industries was 20.2:79.8.

The total population is growing steadily. At the end of the year, the permanent population of the district was 1,105,700, an increase of 0.18% over the end of the previous year.

The employment and entrepreneurship situation is stable. At the end of the year, 45,100 new jobs were created in urban areas across the region. Among them, 15,500 unemployed people were re-employed, and 2,892 people with employment difficulties were employed. In the whole year, 7,545 people were supported by policies to start businesses, and more than 6,472 yuan of new entrepreneurial guarantee loans were added, ranking first in the city.

Economic vitality continues to grow. At the end of the year, 27,936 new market entities of various types were registered at the same level in the district, including 11,998 enterprises, 15,937 individual industrial and commercial households, and 1 professional farmer cooperative, and at the end of the year, there were 208296 market entities of various types at the district level, a year-on-year increase of 3.01%. 2. Industry and construction

Industrial production was generally stable. At the end of the year, the total output value of industries above designated size in the region was 31.107 billion yuan, down 4.0 percent from the previous year, and 11 industries achieved growth, with an increase of 50.0 percent. Among them, the food manufacturing industry, automobile manufacturing industry, and textile, garment and apparel manufacturing industry increased by 144.7%, 75.9%, and 39.0% respectively. The added value of industrial enterprises above designated size decreased by 3.3 percent over the previous year.

The construction industry is developing steadily. At the end of the year, there were 109 general contracting and professional contracting construction enterprises within the qualification, with an added value of 19.2 billion yuan, an increase of 19.2% over the previous year. The total output value of the construction industry was 95.63 billion yuan, an increase of 6.9%.

3. Investment in fixed assets and real estate

Investment in fixed assets is stable and strong. Investment in key areas in the region has increased steadily, the growth rate of investment in large projects has been strongly supported, and investment in fixed assets has increased by 15.7% year-on-year. Investment in high-tech industries continued to make efforts to optimize the structure, with an increase of 69.4 percent over the previous year.

The real estate market is generally stable. At the end of the year, the investment in real estate development in the region was 11.526 billion yuan, down 11% from the previous year. Among them, residential investment was 8.242 billion yuan, down 2%. The sales area of commercial buildings was 1,061,200 square meters, an increase of 4.9% over the previous year. Among them, the residential sales area was 742,600 square meters, an increase of 1.8%.

It undertook the construction of 300 sets of public rental housing throughout the year, and completed 917 sets by the end of the year, exceeding the task of the year. By the end of the year, more than 434 sets of rental houses had been raised through the construction of new commercial houses and the renovation of commercial properties.

4. Domestic trade and tourism

The consumer market continues to recover. At the end of the year, the total retail sales of consumer goods in the region reached 72.74 billion yuan, a year-on-year increase of 5.8%. Among the retail sales of units above designated size, communication equipment, clothing, shoes, hats, needles, textiles, household appliances and audio-visual equipment grew rapidly, increasing by 68.3 percent, 61.6 percent and 44.0 percent respectively. Online consumption remained active, and the retail sales of the batch of retail enterprises above designated size reached 2.229 billion yuan through the Internet, a year-on-year increase of 47.8%.

The tourism market is stable. At the end of the year, the district had 5 A-level tourist attractions, including 2 4A scenic spots and 3 3A scenic spots. It has 4 star-rated hotels, including 1 5-star hotel, 2 3-star hotels and 1 2-star hotel. It has 278 travel agencies, including 15 travel agencies operating outbound tourism business.

5. Foreign Economic Relations

Imports and exports are growing steadily. At the end of the year, the total import and export volume of goods in the region reached 40.76 billion yuan, an increase of 12% over the previous year. Among them, the export value was 20.41 billion yuan, an increase of 12.7 percent, and the import value was 20.35 billion yuan, an increase of 11.3 percent.

6. Fiscal revenue and expenditure

Fiscal and tax protection has been strengthened. At the end of the year, the annual general public budget revenue reached 9.623 billion yuan, an increase of 29.6%. The general public budget expenditure at the district level was 6.046 billion yuan, of which 1.109 billion yuan was spent on general public services, 149 million yuan was spent on public security, 2.004 billion yuan was spent on education, 1.201 billion yuan was spent on social security and employment, 258 million yuan was spent on health care, 961 million yuan was spent on urban and rural communities, and 69.53 million yuan was spent on housing security.

Science, technology and education

R&D investment continues to be strengthened. At the end of the year, the R&D expenditure of enterprises above designated size in the region was 1.082 billion yuan, a year-on-year increase of 28.3%, the intensity of R&D investment in the whole society increased by 21.3% year-on-year, the number of R&D personnel increased by 22.8% year-on-year, and the proportion of industrial enterprises above designated size with R&D activities reached 67.9%, a year-on-year increase of 24.8%. 3 municipal new R&D institutions have been identified, and 4 municipal key laboratories have been awarded. The Biotechnology Innovation Park has been recognized as a national science and technology business incubator. The quality of achievement transformation has been continuously improved, and the registered turnover of technical contracts has exceeded 5.12 billion yuan.

Steady progress has been made in the cause of education. At the end of the year, there were 91 compulsory education primary and secondary schools in the district, including 25 junior high schools and 66 primary schools. 1 special education school. There are 6,189 full-time teachers in compulsory education, including 2,060 in junior high schools and 4,129 in primary schools. There are 26,261 students enrolled in junior high schools and 72,872 students enrolled in ordinary primary schools. There are 203 students in special education and 30,805 children in kindergarten.

8. Culture, health and sports

Cultural life continues to be enriched. At the end of the year, there were 3 national key cultural relics protection units, 15 provincial cultural relics protection units, 11 museums, 2 libraries, 5 mobile libraries, and a total of 634,000 books in public libraries. There are 2 public cultural centers, 22 street cultural stations, and 137 community cultural comprehensive service centers. Launched the "Four Seasons Songs of the Cultural City" cultural benefit project, organized and carried out 4,000 cultural activities such as brand festivals, cultural consumption to benefit the people, public welfare performances, public welfare training, etc., and opened online and offline dual channels to serve nearly 8 million citizens.

Solid progress has been made in the health sector. At the end of the year, there were 973 health institutions in the district. Among them, there are 10 tertiary hospitals, 1 branch of tertiary hospitals, 23 secondary hospitals, 22 first-class hospitals (excluding 8 double-hung first-class hospitals), 39 community health service centers, 55 community health service stations, 81 outpatient departments, 3 nursing centers and nursing homes, 1 rehabilitation medical center, 675 clinics, 27 health centers and infirmaries, 27 primary and secondary school health care centers, 2 laboratory centers, 1 emergency center, 2 maternal and child health care centers, 2 centers for disease control and prevention, 2 health supervision agencies. There are 24,800 health technicians of all kinds. Among them, there are 10,400 licensed (assistant) physicians and 11,300 registered nurses. The district has 16,000 medical beds.

Sports are in full swing. At the end of the year, there were 16 traditional sports schools in Shandong Province and 25 traditional sports schools in Qingdao. There are 48 football characteristic schools in Qingdao, including 22 national football characteristic schools and 13 national football characteristic kindergartens. There are 10 basketball characteristic schools in Qingdao, 30 sailing characteristic schools in Qingdao, and 10 demonstration schools for the integration of sports and education in Qingdao. Actively organized teams to participate in various youth sports events, and more than 200 athletes from the North District of Shandong Province participated in the 25th Provincial Games on behalf of Qingdao City, and the Shibei District Education and Sports Bureau was awarded the third class merit of the municipal collective.

By the end of the year, 915 outdoor public sports and fitness facilities with 8,641 pieces, 4 sports parks, 58 indoor fitness bars, 41 cage courts and 41 children's activity parks had been built. 500 events were held, 30 lectures on the integration of sports and medicine were held, and it was awarded the title of "Advanced Collective for the Construction of a Strong Sports Province in Shandong Province".

9. Urban construction and environmental protection

The quality of urban areas has been greatly improved. At the end of the year, the district completed the construction of 2.5 kilometers of coastal walking paths, 3 urban boulevards, and 10 three-dimensional greening, and established 2 municipal-level greening and maintenance demonstration roads, 2 standard roads, and 9 garden-style residential areas (units). Fushan and Taipingshan, the two largest mountain parks in the urban area, were newly unveiled, and the first phase of Qilu Recreation Park was opened to the public. The implementation of the old block renovation project, involving 21 streets and 135 communities in the district, with a total investment of 1.484 billion yuan, renovated 1,017 buildings, with a total construction area of about 3.635 million square meters, benefiting 52,000 residents, the scale of the project ranks second in the province and first in the city.

The quality of the ecological environment continues to improve. The whole region has achieved remarkable results in pollution prevention and control, with 296 days of good air quality, accounting for 81.2% of the year. The annual average values of fine particulate matter (PM2.5), inhalable particulate matter, sulfur dioxide and nitrogen dioxide in the ambient air of the whole region were 29, 56, 8 and 31 micrograms per cubic meter, respectively, compared with the previous year, PM2.5 deteriorated by 11.5% year-on-year, inhalable particulate matter deteriorated by 16.7% year-on-year, sulfur dioxide deteriorated by 16.7% year-on-year, and nitrogen dioxide deteriorated by 16.9% year-on-year, and the ambient air quality reached the national second-level standard. The water quality of all national, provincial and municipal controlled sections of Zhangcun River, Licun River and Haibo River in the jurisdiction has achieved stable water quality, among which the annual average water quality of the state-controlled section of the estuary of Licun River has reached the three types of surface water standards. The daytime average of road traffic noise was 68.7 decibels, and the daytime average of regional environmental noise was 63.0 decibels.

10. People's livelihood and social security

Residents' incomes grew steadily. The per capita disposable income of residents in the district was 69,674 yuan, an increase of 5.0% over the previous year.

The social security system is constantly improving. At the end of the year, there were 9,999 urban and rural residents in the region with a minimum subsistence allowance of 120 million yuan, 244 urban and rural people living in extreme poverty, with a pension expenditure of 6.67 million yuan, and 9,019 temporary assistance with a pension expenditure of 10.94 million yuan.
