Lai Qingde's so-called "exchanges with the opposition under the premise of setting" naturally refers to Ma Ying-jeou's visit to the mainland.

On the afternoon of 23 April, Lai Qingde said in a meeting with a delegation from the Center for Strategic and International Studies (CSIS) that the new administration in the future will uphold a rational and prudent attitude in handling cross-strait relations and resolutely safeguard the status quo of peace in the Taiwan Strait.

Lai Qingde's remarks are very different from his previous ruling ideas and style, and may have been "admonished" by the United States. If this goal is not achieved, the hundreds of billions of dollars supported by the United States, Britain, France, Germany, Denmark, Norway, Poland, Canada, Sweden and other countries, as well as aircraft, missiles, weapons and ammunition, will be wasted, and it will be difficult for him to explain to NATO and the European Union. In addition, there are also the Palestinian-Israeli conflict, the Iranian-Israeli conflict, the Red Sea crisis, and so on, and if there is another war in the Taiwan Strait, he will not be able to take care of it, at least the United States does not want to turn its face with China now.

Lai Qingde's words seem to be full of kindness, but they are actually principled. He neither mentioned the "consensus of '92" nor the "one-China" principle; he only wanted to carry out dialogue, exchanges, and cooperation with China as an "equal." He should first put himself in a correct position! Admit that he is Chinese and that Taiwan belongs to one China; only then can there be a basis for dialogue and show sincerity.

As early as 1981, Ye Jianying put forward the nine-point idea of "Taiwan's return to the motherland and the realization of peaceful reunification":

1. Implement the third cooperation between the Kuomintang and the Communist Party to jointly accomplish the great cause of the reunification of the motherland. At that time, Taiwan was ruled by the Kuomintang.

2. It is suggested that the two sides jointly facilitate postal, trade, navigation, family visits, tourism, and academic, cultural, and sports exchanges, and reach relevant agreements.

3. After the reunification of the country, Taiwan can be treated as a special administrative region, enjoy a high degree of autonomy, and can retain the armed forces. The central government does not interfere in Taiwan's local affairs.

4. Taiwan's current social and economic system will remain unchanged, its way of life will remain unchanged, and its economic and cultural relations with foreign countries will remain unchanged.

5. The Taiwan authorities and representatives of all walks of life may hold leading positions in national political organizations and participate in state management.

6. When Taiwan's local government encounters financial difficulties, it can be subsidized by the central government at its discretion.

7. People of all ethnic groups and people from all walks of life in Taiwan who are willing to settle in the mainland of the motherland are guaranteed to make proper arrangements, not to be discriminated against, and to come and go freely.

8. Taiwan's industrial and commercial circles are welcome to return to the mainland of the motherland to invest and ensure their legitimate rights and interests and profits.

9. Warmly welcome people of all ethnic groups, people from all walks of life, and mass organizations in Taiwan to provide suggestions and discuss state affairs.

In fact, during the reign of "Hu Wen", Articles 2, 7, 8, and 9 were basically realized. "Ye Jiutiao" is very pertinent, especially Article 5, which gives very high conditions and gives the treatment of vice-national level.

In 1983, Deng Gong put forward a six-point concept for realizing the peaceful reunification of Taiwan and the mainland of the motherland:

1. The core of the Taiwan issue is the reunification of the motherland.

2. The system can be different, but the only one that represents China in the international community can be the People's Republic of China.

3. I do not approve of the idea of "complete autonomy" for Taiwan, which means "two Chinas," not one China. Autonomy cannot be unlimited and must not be detrimental to the interests of a unified State.

4. After the reunification of the motherland, the Taiwan Special Administrative Region may practice a system different from that of the mainland, and may have certain powers that are not available to other provinces, municipalities, and autonomous regions but are exclusive to itself. The judiciary is independent, and the power of final adjudication does not need to go to Beijing. Taiwan can also have its own army, but it cannot pose a threat to the mainland. The mainland does not send people to Taiwan, not only the military, but also the administrative personnel. Taiwan's party, government, and military systems are all managed by Taiwan itself. The central government also needs to set aside a quota for Taiwan.

5. Peaceful reunification does not mean that the mainland will eat up Taiwan, and of course it cannot be that Taiwan will eat up the mainland, and the so-called "three people's principles to unify China" are unrealistic.

6. To achieve unification, there must be an appropriate way. It is proposed to hold talks between the two parties on an equal footing and to carry out the third cooperation between the KMT and the CPC, without mentioning negotiations between the central and local governments. After the two sides reach an agreement, it can be officially announced, but it must not allow foreign countries to interfere, which can only mean that China is not yet independent, and there will be endless troubles in the future.

Deng Gong's thinking was very keen, and he directly saw the crux of the problem, so he did not mention "complete autonomy", but only "high autonomy". If Deng Gong could live for another ten years, perhaps the Taiwan issue would have been resolved.

The editor suggested that under the new situation, China can engage in dialogue with Taiwan on an equal footing, and China is willing to tolerate everything in Taiwan with great tolerance, and then negotiate on the basis of the following "three principles".

1. Taiwan's sovereignty and diplomacy must belong to the central government;
