My personal view is that there should be no charge and the contractor should not be allowed to continue farming, but that the land or farmland should be bulldozed and the grassland restored. To sum up, I believe that this piece of land is not a question of whether or not to charge and how much to charge, but that it should not be converted into arable land at all. Therefore, I personally think that there are three things that should be done now:

Second, in the process, did the local authorities discover the existence of such facts? If they say that they did not discover it, or if they did not stop it in time, I personally believe that this is a dereliction of duty, and the relevant leaders should also be held responsible.

Third, the land should not be allowed to continue cultivation at all, but should be bulldozed to restore the grasslands.
