Accelerate the development of the implementation plan for pastoral pension services

  In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council on the implementation of the national strategy of actively responding to the aging of the population, conscientiously implement the work requirements of the Party Committee and the Government of the Autonomous Region on the development of pension services in pastoral areas, and fully implement the main line of forging the sense of community of the Chinese nation, this implementation plan is formulated in combination with the actual situation of the Autonomous Region.

  First, the objectives and tasks

  Focusing on the needs of elderly care services in pastoral areas, based on the elderly service network in Sumugacha of Qi (City) and supported by the informatization and intelligent service platform, a "fixed + mobile" pastoral elderly care service model is established to comprehensively improve the quality and efficiency of elderly care services in pastoral areas.

  By 2025, all animal husbandry banners (cities) will build comprehensive pension parks or apartments for the elderly according to local conditions, basically meeting the needs of the elderly in the banner (city) who are willing to go to the city for centralized pension. Sumu townships and Gacha villages, where the population is relatively concentrated, set up regional pension service centers and Gacha village-level pension service stations as needed; 80% of the townships and towns of animal husbandry Sumu have set up mobile professional elderly care service teams (stations) to carry out door-to-door services on a regular basis, basically meeting the needs of scattered herdsmen for home-based elderly care services. Actively develop neighborhood mutual assistance elderly care service points in pastoral areas, integrate and interact with Gacha village-level elderly care service stations, so that the elderly who are lonely and widowed, elderly, left-behind, living alone, disabled (dementia), and special family planning families who are unwilling to leave the grassland can be cared for. The visiting and caring service mechanism in pastoral areas is operating well, and the monthly visit rate of the elderly with special difficulties and the assistance rate of Gacha Village for the disabled (dementia) elderly have reached 100%, so that the basic old-age care services for the elderly with special difficulties in pastoral areas are guaranteed.

  Second, the main measures

  (1) Optimize and upgrade the construction of pension service facilities at the banner and county levels. Combined with factors such as the number of people living in extreme poverty in pastoral areas and the demand for centralized support, necessary renovations should be made to the existing service facilities for people living in extreme poverty, and management service personnel should be reasonably allocated, so as to promote the grading of elderly care service institutions in pastoral areas to reach level 2 or above. Support the establishment of elderly care institutions focusing on disability care in pastoral banners (cities), and set up special areas for disability care or cognitive impairment care as needed to meet the long-term care needs of the disabled (dementia) elderly in pastoral areas. Encourage pastoral areas to consider factors such as the number of people in the city to concentrate on elderly care and childcare, promote the construction, transformation and upgrading of pastoral comprehensive elderly care parks (elderly apartments) that combine "elderly care, child care, medical care, and health care", and create a new model of pastoral elderly care services of "centralized residence, elderly care and child care, medical care, government support, and diversified operation".   (2) Enhance and expand the function of regional pension services in Sumu Township. In Sumu township, where the population is relatively concentrated, a regional pension service center will be built on demand, and a regional pension service center will be jointly built between Sumu township and neighboring Sumu township or pension institutions. Give full play to the full-day care function of the regional pension service center, integrate resources such as supply and marketing cooperatives, health centers, volunteer service teams, etc., set up a mobile professional pension service team (station) in pastoral areas, support the configuration of "mobile service vehicles for the elderly" and necessary equipment for the elderly, and adopt the service model of "going out" and "picking up", and regularly provide roving mobile bathing, medical assistance, housekeeping, and regular support for the elderly in extreme poverty, widows, the elderly, left-behind, living alone, disabled (dementia), and the elderly from special families with family planning. Rehabilitation nursing and other professional services will connect the elderly in pastoral areas who need full-time care to the Sumu Township Regional Elderly Care Service Center in a timely manner, carry out referral services, and provide support services for Gacha Village Elderly Care Service Station and Neighborhood Mutual Aid Elderly Care Service Point.   (3) Actively develop Gacha village-level pension service stations (points). According to local conditions, village-level elderly care service facilities such as Gacha Village Pension Service Station, Neighborhood Mutual Aid Service Point, and Mutual Aid Elderly Care and Happiness Home will be built. Encourage the elderly in pastoral areas to take the premise of volunteering to transform the self-owned houses of the elderly living in extreme poverty and the elderly living alone into neighborhood mutual aid service points. Encourage the elderly in pastoral areas to carry out neighborhood mutual assistance with their place of residence as the center or set up neighborhood mutual aid workers, and provide assistance such as purchasing and paying on behalf of the elderly, seeking medical treatment and delivering medicine, and visiting and waiting for the elderly in need, such as those who are scattered to support the elderly in extreme poverty, widows and orphans, the elderly, those who are left behind, those who live alone, those who are disabled (dementia), and the elderly in special families with family planning. When the demand for concentrated housing reaches more than 20 households, mutual aid nursing homes can be built.   (4) Strengthen the basic role of family pension. Supervise and guide the persons with support obligations to perform their support obligations in accordance with law, and ensure that the family's pension responsibilities are fulfilled in place. Support supporters (dependents) who bear family care responsibilities to participate in health care knowledge and skills training, and those who meet the requirements may apply for vocational skills training subsidies in accordance with regulations. Carry out home renovation for the elderly with special difficulties that meet the requirements, and where conditions permit, the scope of the renovation may be expanded to other elderly families in need. Where conditions permit, "family pension beds" will be built to promote the extension of professional pension services to families.   (5) Actively promote the combination of medical care and health care. Through measures such as setting up medical institutions in elderly care institutions, signing contracts and cooperating with primary medical institutions, and establishing green channels for medical treatment, services such as medical and health care, rehabilitation care, daily inspections, and referrals are carried out. Promote contracted services for family doctors, and support licensed physicians and rural doctors from medical institutions to visit Gacha village-level elderly care service stations, neighborhood mutual assistance elderly care service points, and home visits for the elderly, and provide door-to-door health monitoring, medical care, and other services. Explore the construction of traditional Chinese medicine (Mongolian medicine) "medical care and elderly care" health care service model, and provide traditional Chinese medicine (Mongolian medicine) services for the elderly.   (6) Accelerate the construction of a smart pension service network in pastoral areas. Improve the four-level smart elderly care service system for county and rural families, relying on mobile Internet, intelligent calling, GPS positioning and other technologies to achieve the integration of supervision, service and emergency rescue, so that the elderly in pastoral areas can obtain elderly care services and request support through mobile phone APP, telephone ordering and other forms.   (7) Establish and improve the support mechanism for the operation of pastoral pension services. Encourage urban high-quality pension service institutions to operate pastoral pension service facilities across regions and chains. Through measures such as providing free or low-cost site facilities, rent reduction or subsidies, etc., we will guide market entities to achieve low-profit operations and expand the supply of inclusive elderly care services in pastoral areas. Encourage the development of sojourn and health care services in pastoral areas with good pension infrastructure and ecological environment, promote the integrated development of the pastoral pension industry, attract urban elderly people to pastoral areas for the elderly or carry out short-term recuperation, leisure and entertainment activities, and drive the "silver economy".   (8) Strengthen comprehensive regulatory mechanisms. The "double random, one open" supervision of pastoral pension services will be included in the overall plan, and the use of information technology such as positioning and video surveillance will be encouraged to guide and supervise the whole process, and strictly abide by the bottom line of quality and safety.   3. Safeguard measures

  (1) Strengthen organizational leadership. Complete working mechanisms for Party committee leadership, government leadership, departmental responsibility, social participation, and family responsibility. The pastoral pension service work will be included in the performance assessment scope of the party and government leadership groups and leading cadres of the league city and the banner (city) to promote the rural revitalization strategy. The Sumu Township Party Committee regards pastoral care as an important part of connecting and serving the masses. Vigorously promote the model of "party building + pastoral pension services" to promote the organic combination and deep integration of grassroots party building and pension services.

  (2) Implement work responsibilities. All relevant departments at all levels should shoulder their respective responsibilities and coordinate and cooperate to form a joint force. The civil affairs (aging) department is responsible for coordinating the construction of the pastoral pension service system and implementing the responsibility of industry supervision. The development and reform department is responsible for incorporating the development of pastoral pension services into the special planning related to economic and social development. The financial department is responsible for strengthening the financial guarantee of pastoral pension services, supporting the construction of pastoral pension service facilities such as county-level township regional pension service demonstration centers and township regional pension service centers, and promoting the upgrading of pastoral pension services. The health department is responsible for promoting the integration of medical care and health care services in pastoral areas. The agriculture and animal husbandry (rural revitalization) department is responsible for including the development of pastoral pension services in consolidating and expanding the achievements of poverty alleviation, connecting the implementation of key tasks of the rural revitalization strategy, and guiding the construction of supporting pension service facilities. The human resources and social security departments are responsible for implementing the subsidy policy for pension service personnel in pastoral areas in accordance with regulations. The Organization Department and Social Work Department of the Autonomous Region Party Committee, the Autonomous Region Government Service and Data Management Bureau, the Market Supervision and Administration Bureau, the Supply and Marketing Cooperatives Association, and other relevant departments are to do a good job of work related to pastoral care services in accordance with their duties.

  (3) Broaden financing channels. Implement the main responsibility of the people's governments of the league city and the banner (city), actively mobilize and guide enterprises, social organizations, individuals and other social forces, and provide support and assistance for pastoral pension services through donations and the establishment of charitable funds. Support the grassroots government to strengthen the overall planning of funds, and encourage the relevant resources and income of the collective economy in pastoral areas to be used for the construction of the pension service system. Guide all kinds of financial institutions to provide credit support for the construction of the pension service system in pastoral areas in accordance with laws and regulations.

  (4) Strengthen talent protection. Guide talents to work and start businesses in the field of pastoral pension services, improve the guarantee mechanism for pastoral pension service talents, and accelerate the construction of senior service personnel training, vocational education, remuneration, praise and incentives, and supervision and management systems. Build a vocational skills training platform, guide people with flexible employment in pastoral areas, left-behind women, and people with the ability to work to participate in elderly care service skills training, and solve the problem of shortage of elderly care talents in pastoral areas through multiple channels. Strengthen the overall planning of urban and rural talents, and adopt methods such as organization selection, fixed-point assistance, and participation in co-construction, so as to promote urban pension service talents to take root in pastoral areas and serve pastoral areas. Encourage qualified elderly care service personnel to participate in the identification of professional skill levels of elderly care workers, and improve the professional skill level of elderly care. Implement policies such as vocational skills training subsidies and vocational skills evaluation subsidies for pastoral pension service personnel in accordance with regulations.
