On April 24, Street Cats and the China Small Animal Protection Association jointly launched the anti-animal cruelty theme promotional film "The Crime of Lawlessness" was officially launched. The short film is adapted from a real cat abuse incident that recently occurred in Changsha, telling the story of a strange man who abused a cat and showed it live in a stray cat house and maliciously provoked it, causing a great social viral. It is reported that once the promotional video was launched, it was disseminated throughout the network, and the short film has been viewed, forwarded, liked and commented by more than one million people so far.

In fact, although there is no special law to punish "anti-animal cruelty" in China, the current laws and regulations have clearly defined acts such as violent animal cruelty and dissemination of violent information content. "It's just that a complete system has not been formed, but it doesn't mean that it can't be punished according to law. Relevant legal sources said that cat abuse itself is a serious provocation to good social order and public tolerance, and the perpetrator will not only be morally condemned, but also bear legal responsibility such as public security administrative punishment and civil compensation.

In order to widely spread the concept of "anti-abuse" and cover people from all walks of life, in April, a number of representatives of cat house guardians at the street cat station spoke out in the form of interviews to support the protection of small animals. On April 24, Street Cat simultaneously launched the "Voice Signature Activity for Battered Animals", widely collecting consensus from all walks of life and supporting the inclusion of "animal cruelty" in the adjustment scope of the "Public Security Administration Punishment Law". The person in charge of the event mentioned that the signed document and the content of the recommendations collected will also be submitted to the relevant regulatory authorities by email and written letters, so as to further promote the acceleration and improvement of anti-animal cruelty related legislation.

It is reported that more than 22,000 people received online support on the day of the event's release. In fact, this year's National People's Congress and the National People's Congress, Zhao Wanping, vice president of the Anhui Academy of Agricultural Sciences, once again put forward a proposal to speed up anti-animal cruelty legislation.
